Book excerpt: Esta tese investiga o emprego público no Brasil nos anos 90, à base das medidas de reforma administrativa, reestruturação e privatizações, que resultaram na estagnação do emprego público. Por esfera de governo, houve a redução do emprego na União e nos estados, vis-à-vis a expansão do emprego municipal. Por ramo de atividade, cresceu a participação do emprego na área Social e na Administração, denotando isso focalização maior da ação do Estado nessas atividades. Houve, de outra parte, a expansão dos vínculos de emprego Estatutário e "Outros" e a redução do emprego CL T.O trabalho também questiona o senso comum que apregoa uma maior dimensão do emprego público lias regiões mais pobres do país, pelo predomínio de funções burocrático-administrativas. A Tese compõe-se de quatro capítulos. O primeiro mostra a evolução do emprego público no Mundo, com ênfase em sua expansão, à base das funções sociais do Estado, e sua tendência ao declínio, nos anos 80 e 90, no contexto da crise fiscal e da redefinição das ações de Estado. O segundo trata da evolução do emprego público no Brasil, a partir dos anos 30, quando ocorreu uma estruturação maior da máquina pública e das funções sociais do Estado. O terceiro capítulo trata da crise fiscal dos 80 e as propostas de reestruturação da máquina pública e de reforma administrativa. E o quarto capítulo, o cerne do trabalho, apresenta os principais resultados da pesquisa sobre a evolução do emprego público na década de 90 no país.

Through this in-depth case study, the book presents new theoretical arguments and concepts that can be useful to understand the dynamics of such new regimes, and discussing similar cases in other contexts. Democratic governments in Brazil, driven by social movements and political actors, have strengthened social protection through a distinctive institutional architecture that combines the strengthening of public bureaucracies, the creation of intergovernmental networks, and the democratic instances of social participation and agreement. The contributions throughout this volume analyze these transformations in different sectors of public policy, such as labour, employment, pensions, food and nutrition security, health, and social assistance. Each contribution discusses the recent trajectory through a political analysis of the main actors and institutions, reform processes and policy changes, and the results achieved. Finally, the existing weaknesses in each of these social protection sectors are identified in the context of the literature on policy dismantling, revealing the strategies used to take advantage of these political and institutional weaknesses.
