Book excerpt: This paper proposes alternative formulation of the Social Assistance (SA) program in the standard labour-leisure model, a model that emphasises relative program incentives, primarily monetary, as an explanation for the relative incidence of Employment Insurance (EI) and SA use among the unemployed. The alternative model takes account of both SA eligibility criteria that limit access and barriers to mixing short-term work & SA. After a brief literature review, the paper suggests modifications to the standard labour-leisure model, then considers the aggregate incidence of EI & SA among the unemployed at one point in time using data from the EI Coverage Survey for 1999, including an assessment of the impact of household status. The next section looks at shifts in the distribution of unemployed by EI & SA incidence between 1987 & 1997 and evaluates the increase in SA incidence within groups using the Survey of Consumer Finances. A brief concluding section summarizes the main findings.
