A l'échelle mondiale, les 25 catastrophes les plus coûteuses entre 1970 et 2009 sont toutes survenues après 1987, et plus de la moitié d'entre elles depuis 2001. Sur ces 25 catastrophes, 23 étaient liées aux conditions climatiques. La France n'est pas épargnée : les tempêtes de décembre 1999 y ont provoqué 88 morts, privé 3,5 millions de foyers d'électricité et coûté plus de 9 milliards d'euros. La canicule de 2003 a entraîné près de 15000 décès surnuméraires du 1 au 20 août. La récente tempête Xynthia, avec ses ruptures de digues, a provoqué 53 morts, s'ajoutant à tant d'autres tragédies survenues dans des zones inondables, et nous interrogeant. Sommes-nous prêts par exemple à affronter une crue comparable à celle de 1910 dans le Paris de demain ? Dans le contexte actuel de changement climatique, nous savons que nous devons nous préparer à des événements extrêmes plus dangereux, quelquefois inédits. Ces événements voient leurs effets amplifiés par le développement urbain, le surpeuplement des zones littorales et l'anthropisation des milieux naturels. Ils représentent de véritables " trappes à pauvreté " pour les pays les plus pauvres de la Planète. Un réel besoin d'anticipation existe donc : notre pays est-il prêt à y répondre ? Participe-t-il suffisamment aux actions internationales visant à réduire les risques ? Dispose-t-il d'une information scientifique appropriée ? La France n'est pas moins vulnérable que d'autres pays. Elle doit renforcer ses capacités de prévention, de réponse et de résilience, tant dans le cadre de politiques intégrées de gestion des risques de catastrophes que dans celui de plans d'adaptation au changement climatique. Ce renforcement suppose le développement de systèmes de vigilance couvrant davantage de risques et bénéficiant d'avancées obtenues entre autres dans les domaines de la météorologie et de la santé. II suppose aussi un aménagement du territoire permettant d'améliorer la viabilité des systèmes écologiques et sociaux - notamment en protégeant leur diversité. Ce renforcement requiert enfin des solutions de couverture financière incitatives pour prévenir les catastrophes, de même que pour les gérer quand elles surviennent. Un effort constant d'éducation du public et des nouvelles générations s'avère indispensable. Tout ceci passe par des programmes de recherche fédérateurs d'excellence, s'appuyant sur des données de qualité, sur une validation des modèles climatiques et hydrologiques, sur l'intégration dans ces modèles de connaissances issues des sciences biologiques, humaines et sociales. Investir dans de tels programmes s'impose à tous.
