Book excerpt: Parental or family involvement in student academics has been an on-going topic for researchers. There is a need for studies to be conducted on parental involvement program implementation in order to determine if there is an impact on student academics when school, family, and community partnership programs are in place. For this study, a process evaluation was conducted on a parental or family involvement program newly developed and implemented at a Title I elementary school in an urban setting. The purpose of this mixed-methods process evaluation was to (a) document how the program was implemented, (b) examine the progress toward meeting its intended outcomes, and (c) use findings to make recommendations to drive improvement. The program's logic model was used to examine the program's intended short-term outcomes; including increasing parental involvement and knowledge in regard to the school's reading, mathematics, and science curricula as well as increasing the knowledge of home strategies for student academic support. Student achievement impacts were also examined. Quantitative data collection included program participant survey data and participants' student achievement data for reading and mathematics. Document analysis of the program's artifacts allowed for a qualitative analysis for the evaluation. Findings indicated the program was making progress in increasing parents' knowledge about the reading curriculum, but not for mathematics and science. There was also an increase in parents' knowledge of home strategies and improvement in parental program attendance rates.

Book excerpt: Originating in the 1960's with Head Start, the message regarding the value of parent involvement in children's education has exponentially grown more pronounced. In fact, such sweeping legislation as IDEA (1997) and Goals 2000: Educate America Act has mandated the inclusion of parents in their children's education. Although the advantages of effective parent-school partnerships are well documented, the extent to which all socioeconomic groups are implementing such activities and reaping their benefits remains ambiguous. The foundational work of James Comer and Joyce Epstein addressed issues unique to parents and schools in lower-class, inner-city communities. For truly collaborative parent-school partnership to form and for the achievement of students to, in turn, increase, system-wide, long-term commitment to change must take place. Epstein identified six types of involvement between families and schools, and articulated particular outcomes expected to result from each type. A study of the implementation of a parent involvement program was conducted at an urban elementary school in The Columbus Public School District. The purpose of the study was to determine if participation in a parent involvement program resulted in the expected outcomes outlined in Epstein's six-typology framework of parental involvement. The study also examined parents' motivations for participating in the program, their expectations of it, and their perceptions of the benefits accrued from participation. An ethnographic interview was conducted with one parent utilizing the methodology outlined by Spradley (1979). Parent interviews were evaluated to determine the effects of the parent involvement program.

This Snapshot contributes to that conversation by providing a comprehensive listing of the performance measures that OST programs nationwide are currently using as well as the sources that they use to collect data on each measure. It is based on a review of the outcomes reported in the evaluations posted in the Harvard Family Research Project Out-of-School Time Program Evaluation Database. While not an exhaustive listing of the universe of performance measures currently being used, this Snapshot provides information for programs making evaluation decisions as well as for researchers, evaluators, and others helping programs build evaluation capacity and improve performance.
