Book excerpt: As a core area of the work of the United Nations Development Programme (UNDP) Evaluation Office (EO), an Assessment of Development Results (ADR) seeks to independently and systematically assess progress around key initiatives in countries that receive UNDP support. This ADR is the 69th EO evaluation, and the 9th conducted within Arab States. This is the first ADR conducted in the United Arab Emirates (UAE), taking place close to the end of the current 2008-2012 programming cycle. In 1999, the UNDP Executive Board recognized the importance of UNDP support to net contributor countries in their pursuit of the objectives of sustainable human development. Since then, UNDP has been providing a range of development services to 69 middle- and high-income countries, including 46 net contributor countries. There are five net contributing countries in the Arab States region: Bahrain, Kuwait, Libya, Saudi Arabia and the UAE. The UNDP-UAE relationship is, therefore, structured around the UNDP definition of a net contributor country, which implies that the UAE government finances all programmes UNDP undertakes. The ADR examines how well UNDP responded to development priorities in the context of a net contributor and high-income country. This evaluation found that the UNDP role over the past eight years has been relatively uniform, with the main focus on providing institutional and human resource development services required by the government. The country's net contributor status means that the UNDP programme responds to government agencies' demand for services. While policy engagement varied over the years, the evaluation found that UNDP programme strategies can be better adapted to respond to UAE development priorities. The evaluation also raises important issues for UNDP programming in net contributing and high-income countries such as the UAE. Some of the issues discussed include: the framework that should guide substantive programme content; operational policies in net contributing countries; constraints in mobilizing resources; and the need for broader partnership strategies. The evaluation concludes that continued UNDP presence in the UAE necessitates securing focused development partnerships and developing a medium-term programme strategy that aims at a more substantive engagement in the country's development discourse. In addition, the country programme should focus on addressing the human development disparity between the northern and southern emirates. The evaluation recommends that UNDP leverage its organizational strength to strategically engage in key development issues and to further global development partnerships. UNDP needs to make a strong commitment to support northern emirates in addressing their development priorities, particularly by contributing to ongoing government efforts to bridge the developmental gap among the emirates. It is our hope that this evaluation will help UNDP further leverage its strategic partnership with the Government of United Arab Emirates -- Publisher's website.

Regional cooperation has immense potential Countries are collaborating to address challenges that cannot be addressed individually and on regional public goods. New forms of cooperation are taking place with the emergence of new regional and subregional groupings. UNDP, since its inception, has supported regional cooperation through its regional programmes and engagement with regional bodies. UNDP itself is structured along regional lines with five regional bureaux and has also established a presence in all five regions through regional service centres that support country and regional programmes. The evaluation concluded that UNDP regional programmes have made significant and long-standing development contributions. They promoted cooperation among countries in building regional and national institutions as well as addressing cross-border and common challenges. The regional service centres have provided useful and much-appreciated technical support to country offices. However, in all regions, the contribution to results has been affected by fragmentation of regional programmes, insufficient linkages with national programmes, and time-frames that have not taken into account the need for long-term capacity development. UNDP has yet to develop an explicit, holistic and strategic business model that addresses critical capacity in country offices, the provision of supplementary technical support to country offices, management of the regional programme, support to UN coordination at the regional level, and the grounding of corporate positioning in regional knowledge. As a result, the core recommendation of the evaluation is that the organization should develop a strategic corporate business model that covers headquarters/global, regional and country levels -- Publisher's website.

Available in PDF, EPUB and Kindle. Book excerpt: In the Arab States, the causes of crises, food insecurity, malnutrition and vulnerability to climate change impacts are deeply interlinked and require multifaceted responses. The Arab region is home to rising levels of conflict and the world's largest population of refugees and displaced people. Simultaneously, it is now the planet's most water scarce and food-import-dependent region, and the only region where malnutrition rates have been rising. Overexploitation of natural resources in the region has also led to severe ecosystem degradation. Poor land and water management are reducing the potential provision of already limited ecosystem services. The impacts of climate change are exacerbating the existing challenges of sustainably managing limited natural resources. Climate change-related desertification has expanded in the Arab region, greatly increasing the vulnerability of the local population. In fragile countries such as Somalia, illegal armed groups such as Al-Shabaab have increasingly attracted young people, who are affected by drought-induced food insecurity and have limited job prospects. To conquer such challenges, the United Nations Development Programme (UNDP) is supporting countries in the four sub-regions of the Arab region (Mashreq, Maghreb, Arab Gulf and Horn of Africa) to adapt to climate change impacts and to prepare for disaster risks. These countries include some of the least developed countries (LDCs), namely: Djibouti, Somalia, Sudan, and the Republic of Yemen; Tunisia in the Maghreb; and the Arab Republic of Egypt, Iraq, Jordan, Lebanon and the occupied Palestinian territories in the Mashreq. UNDP projects have aimed to improve natural resource governance and management while balancing socio-economic needs and environmental protection. Currently, UNDP's Climate Change Adaptation (CCA) portfolio includes two projects in Djibouti and Sudan in addition to single projects in Egypt, Somalia, Tunisia and Yemen. The first UNDP CCA project in the Arab region was launched in Egypt in 2010 with financing from the Global Environment Facility's (GEFs) Special Climate Change Fund (SCCF). Since then, the portfolio includes ongoing projects with a total financing of approximately US$42 million, primarily financed by GEF, the Adaptation Fund (AF) and UNDP. Most recently, UNDP has also supported Egypt in accessing financing from the Green Climate Fund (GCF) for coastal adaptation. In parallel to GEF supported initiatives, UNDP has also supported Djibouti, Egypt, Iraq, Jordan, Lebanon, the occupied Palestinian territories, Somalia, Sudan and Tunisia in disaster risk reduction and recovery with projects from 2005-2016 valued at US$151 million, through support of UNDP resources and bilateral donors like Canada, European Commission, Iceland, Japan, Kuwait, Switzerland and the US.The purpose of this publication is to detail lessons learned from UNDP's Climate Change Adaptation work and achievements in the Arab region on achieving sustainable and lasting results. Some lessons include building local capacity at all levels to ensure a project's long-term viability, decentralizing infrastructure management, implicating community-based organizations, and promoting resilience of vulnerable populations through livelihood diversification. Providing populations with access to adapted financial services such as Weather Index Insurances (WII) linked with microfinance services was found to support rural populations to become more resilient to climate induced damages. The immediate objective of this publication is not only to share experiences with a wider audience, but also to inform future CCA programming. The publication furthermore acts as a call to action to facilitate a long-term coordinated approach to increasing the resilience of countries most vulnerable to climate change in the region.

Book excerpt: This report revisits the theoretical concepts of inequalities including their measurements, analyzes their global trends, presents the policy makers' perception of inequalities in 15 countries and identifies various policy options in combating this major development challenge of our time. The report makes the basic point that in spite of the impressive progress humanity has made on many fronts over the decades, it still remains deeply divided. In that context, it is intended to help development actors, citizens, and policy makers contribute to global dialogues and initiate conversations in their own countries about the drivers and extent of inequalities, their impact, and the ways in which they can be curbed.
