It is shown that although financialization is a powerful dynamic, some recent developments suggest that the rollout of financialization is contradictory and uneven in different spaces and markets. The book examines cases in which state regulation or re-regulation and social movement resistance are setting roadblocks or speed bumps in the path of financialization, resulting in a ‘cooling off’ of investment, as well as the other side of the argument where there is evidence of a ‘heating up’. The authors address not only the limits to financialization, but also the mechanisms through which financial entities are able to penetrate and re-shape agri-food industries. Book excerpt: Informed by world-systems analysis, this book examines the shifting patterns of accommodation and resistance to the offshore world, with a particular focus on Mauritius as a critical but underappreciated offshore node mediating foreign investment into India and Africa. Drawing on a large pool of financial data and elite interviews, the authors present the first detailed comparative study of the Mauritius–India and Mauritius–Africa offshore relationships. These relationships serve as indicative test cases of the contemporary global tax reform agenda and its promise to rein in offshore finance. Whereas India’s economic power and multilateral track record have enabled it to actively shape this agenda and implement it in a robust manner, most African countries have found themselves either unable to meet its stringent criteria or unwilling to do so out of fear that it might discourage investment. Its impact on offshore financial centers has likewise been limited. A few of the least sophisticated ones appear to have fallen by the wayside, but the rest have either remained largely unaffected, or, like Mauritius, succeeded in consolidating their operations and surviving the current round of regulatory headwinds. The findings suggest that the contemporary global tax reform agenda has thus far not only failed to make good on its promise but also actually reinforced numerous existing power hierarchies. The Uneven Offshore World is written in an accessible style and aimed at readers without specialized knowledge of tax issues.

This book demonstrates how Western development aid has been transformed over time, in particular in the 1990s, when the West enjoyed world hegemony. Western aid, once a helping hand to other countries' development strategies, has increasingly been seen as a tool for large-scale attempts to transform states, societies and minds according to Western models. The authors claim that this has made aid more complex and less useful to poor countries in their fight against poverty. Emerging economies, such as China, have demonstrated that other paths to growth and poverty alleviation are available. They are attractive partners in development, offering collaboration without paternalism. Most poor countries experience growth, and are able to finance development with homegrown resources or in collaboration with non-Western partners. Having other options, they may increasingly challenge and reject Western aid if it is accompanied with goals of transforming the recipients based on Western blueprints. The authors claim that aid has a role in the fight against poverty in the future, but only if Western donors are willing to adapt to the new world order, leave paternalism behind and rethink their role in development. Donors must change the way they relate to poor sovereign states, redefine the meaning of 'development', and reinvent aid to make it simpler and more manageable.
