Book excerpt: "The past several decades have seen a significant increase in the number of people immigrating to the United States, not only from Latin America but also from Africa, Asia, Eastern Europe, and other regions of the globe. Many of these recent immigrants are limited English proficient (LEP), which affects their ability to succeed in the workforce. Continued growth in the numbers of individuals in the United States who are LEP will affect the social features and economic conditions of our country into the foreseeable future. To compete against foreign and domestic producers of goods and services, U.S. employers require workers with appropriate communication, literacy, and occupational skills. The resulting demand for training in English language proficiency and occupational skills is generating new challenges for employers, educators, and the public workforce investment system. Most LEP workers need access to training opportunities in Vocational English as a Second Language (VESL) in order to fill both the existing and the emerging labor requirements of employers. In 2006, the U.S. Department of Labor (USDOL) created the Limited English Proficiency and Hispanic Workforce Initiative (LEPHWI) to support five demonstration grants intended to address these challenges."--P. vii.

Book excerpt: The United States prides itself on being a nation of immigrants, and the country has a long history of successfully absorbing people from across the globe. The integration of immigrants and their children contributes to our economic vitality and our vibrant and ever changing culture. We have offered opportunities to immigrants and their children to better themselves and to be fully incorporated into our society and in exchange immigrants have become Americans - embracing an American identity and citizenship, protecting our country through service in our military, fostering technological innovation, harvesting its crops, and enriching everything from the nation's cuisine to its universities, music, and art. Today, the 41 million immigrants in the United States represent 13.1 percent of the U.S. population. The U.S.-born children of immigrants, the second generation, represent another 37.1 million people, or 12 percent of the population. Thus, together the first and second generations account for one out of four members of the U.S. population. Whether they are successfully integrating is therefore a pressing and important question. Are new immigrants and their children being well integrated into American society, within and across generations? Do current policies and practices facilitate their integration? How is American society being transformed by the millions of immigrants who have arrived in recent decades? To answer these questions, this new report from the National Academies of Sciences, Engineering, and Medicine summarizes what we know about how immigrants and their descendants are integrating into American society in a range of areas such as education, occupations, health, and language.

Book excerpt: This is a print on demand edition of a hard to find publication. Executive Order (EO) 13166 directs each federal agency to improve access to federal programs and services for persons with limited English proficiency (LEP). Agencies are required to develop recipient guidance and/or an LEP plan outlining steps for ensuring that LEP persons can access federal services and programs. This report: (1) determined which agencies have completed their recipient guidance and LEP plan; (2) assessed the extent to which the selected agencies have implemented the EO, and (3) examined three selected agencies' efforts to enhance collaboration. The report selected the IRS, FEMA, and SBA for this review because of the amount and significance of their interaction with LEP persons. Charts and tables.

Available in PDF, EPUB and Kindle. Book excerpt: READ Perspectives, a refereed annual publication of the Institute for Research in English Acquisition and Development (READ), Washington, D.C., begins its sixth year with the theme "Educating Language Minority Children: An Agenda for the Future." Volume 6 features presentations from a Boston University conference organized by READ and the Pioneer Institute. The essays represent truly diverse viewpoints on the education of limited-English students, rare in the complex and contentious arena of bilingual education. The lead article, "Rethinking Bilingual Education," by Charles L Glenn of Boston University, inspired the conference's organization. Dr. Glenn proposes new ways of schooling limited-English-speaking children that depart dramatically from the practices of the past 30 years. He proposes sound recommendations for revising Massachusetts bilingual education law, ideas that could well be applied in other states. Also included are Christine Rossell's "Mystery on the Bilingual Express," a critique of the controversial study by Thomas and Collier; Rosalie Pedalino Porter's follow-up review of El Paso, Texas's programs for English learners; Mark Lopez's "Labor Market Effects of Bilingual Education"; "Bethlehem, Pennsylvania's English Acquisition Program," by Thomas J. Dolusio; Maria Estela Brisk's discussion on the need to restructure schools to incorporate the large non-English student population; several articles regarding educational reform in Massachusetts, including two by school superintendents Eugene Creedon and Douglas Sears, and one by Harold Lane, Chairman of the Joint Education Committee in the Massachusetts Legislature; and, finally, Kevin Clark's "From Primary Language Instruction to English Immersion: How Five California Districts Made the Switch." Kevin Clark's California study "From Primary Language Instruction to English Immersion: How Five California Districts Made the Switch," describes how radical changes are being carried out in a few representative school districts since passage of California Proposition 227, the "English for the Children" initiative. Educating Language Minority Children is a valuable selection of the most current thinking on policies, programs, and practices affecting limited-English students in U.S. public schools. It provides a wealth of practical information useful to educators, parents, legislators, and policy analysts, and is an essential addition to libraries nationwide.
