Book excerpt: The objective of this study is to provide a critical appraisal of a series of IMF adjustment programmes undertaken by Sudan during the period 1978-1985. The effects of the programmes on the major economic target variables are ascertained and the outcome is critically analysed within the framework of the debate between the Fund and its critics on the appropriateness of these programmes to the less developed countries (LDCs). Following a detailed account of the monetanst-structuralist controversy and a survey of the empirical impact on the macro economic effects of the Fund policies in LDCs, the relationship between the IMF and the Sudan is examined in the context of the economic and political structure of the country. Using regression analysis a before-after, relative, as well as a target-versus actual tests were applied to detect the effects of the programmes on the policy targets. The results show that the IMF policies have had a negative, albeit insignificant, effect on both the balance of payments and economic growth and a significant negative effect on inflation. Three major hypotheses were examined by way of explaining the failure of the programmes: the poor implementation of the programmes by the government, external factors emanating from the hostile global economic environment, and the "irrelevance" of the Fund policies. In evaluating the first hypothesis it is argued that the issue of "poor programme implementation" should be taken from the simple perspectives it is usually put into to the wider context of the interrelationship between the sequencing and financing of the reform programmes, the parallel process of social and political restructuring. and the critical domestic and global determinants in which the policies are applied. To assess the validity of the other two alternative hypotheses an attempt was made to quantify the impact of the various external factors and examine the potential success of the IMF policies in Sudan. Starting with the balance of payments, a "decomposition analysis" was applied to establish the contribution of external and domestic factors to the observed deficits of the current account and the behavioural responses of its constituents to the IMF policies. As for inflation, both a monetarist and a structuralist model were estimated to identify the origin of the inflationary problem.
