Book excerpt: The implementation of automatic transit data collection via Automatic Vehicle Location (AVL) and Automatic Passenger Counting (APC) systems provides an opportunity to create large, detailed datasets of transit operations. These datasets are valuable because they provide an opportunity to evaluate and optimize transit operations using methods that were previously infeasible and without the need for expensive manual data collection. This thesis develops a methodology to utilize data collected by typical AVL/APC system installations in order to (a) develop advanced performance measures to quantify schedule adherence and (b) automatically determine the causes of poor schedule adherence. The methodology addresses the difficulty that many small to medium sized transit agencies have in utilizing the data being collected by proposing a methodology that can be automated, thereby reducing resource and expertise requirements and allowing the data to be more effectively utilized. The ultimate output of the proposed methodology includes the following: 1. A ranked list of routes by direction (for a given time period) that identifies routes with the poorest schedule adherence performance. 2. Performance measures within any given route, direction, and time period that identify which timepoints are contributing most to poor schedule adherence. 3. Statistics indicating identified causes of poor schedule adherence at individual timepoints. 4. A visualization aid to be used in conjunction with the cause statistics generated in Step 3 in order to develop an effective strategy for improving schedule adherence issues. With this information, transit agencies will be able to act proactively to improve their transit system, rather than wait until they discover problems on their own or hear complaints from passengers and drivers. The methodology is tested and demonstrated through application to AVL/APC system data from Grand River Transit, a public transit agency serving Waterloo Region in Ontario, Canada.

These three activities are found to generally use the same information, but require it to be presented in different formats and levels of aggregation. The system design guidelines are presented in the form of a checklist offering recommendations and suggestions to facilitate the use of AVL for planning and management information in transit properties designing or tendering new AVL systems. The guidelines cover organisational, systems, and reporting issues. Book excerpt: This project developed an AVL system for INDOT that utilized the statewide wireless network, SAFE-T. This option was chosen after doing a cost analysis of commercial AVL systems that use cellular data communications. The system developed provides real time information collected during snow and ice removal. Information includes weather and road conditions, truck speed, amount of chemicals spread, time, location, plow position, and road temperature. This information is displayed on INDOT GIS maps available through a browser on the INDOT network. The data is also transferred to the MDSS that INDOT uses in winter activities. This system experienced significant data transfer problems and consequently was eliminated as a viable AVL alternative. Therefore other commercial AVL systems were evaluated in this study. Other activities included investigating other hardware options for data collection and data transfer. Also, a hotspot method for data transfer was tested to do batch data transfer. A summer AVL application for paint stripping was developed. Two other commercial systems were evaluated, IWAPI and ThomTech. The IWAPI system was evaluated over three winter seasons and ThomTech for the 08-09 season. Both systems experienced data transfer problems which seems to be the biggest issue with AVL systems. Overall most users were satisfied with how the systems operated and with the information being collected and reported. The project exposed issues that exist with all types of AVL systems. There are plusses and minuses, and costs and benefits. These are described in the report. One outcome is that AVL systems are not a panacea, they offer better information and benefits, but are they economically justifiable? An internal INDOT study was performed during the 08-09 season that shows a savings of $10,000,000 in salt costs that can be attributed to some degree the use of AVL and MDSS.

Book excerpt: Technological advances in the transit industry, such as the introduction of Automatic Vehicle Location (AVL) systems, have provided agencies with robust data collection and measurement systems and enabled the development of comprehensive planning and operations tools. This thesis reviews the impact of an AVL installation in London, and demonstrates how data recorded by this system may be used to improve service reliability and operations planning on the London bus network. In particular, this thesis focuses on capabilities which would have been impossible prior to the installation of AVL. Service reliability has traditionally been measured from an operations perspective despite a major objective of the transit agency being to provide high quality service to passengers. A framework for a service reliability analysis is developed which explores new passenger-centric measures used to describe the quality of transit service, which are measured with AVL data. First, an analysis of trends in service reliability and factors that contribute to service reliability is performed in order to gain a better understanding of the environment in which transit services are operated. Three new passenger-centric measures of reliability are then introduced which describe the entire bus passenger experience. These measures are evaluated for a set of origin/destination pairs on six bus routes, and the differences in the perception of reliability between the new measures and the traditional measures are identified. The analysis demonstrates that while the traditional measures of reliability are relevant, the new measures provide additional insight. Recommendations are made with regard to implementing these new measures, providing better passenger journey information by applying these measures, and improving service control practices by monitoring these measures. AVL data provides for the development of more robust operations plans since these data allow for a greater degree of accuracy when measuring point to point running times. A framework is presented for how running times measured with AVL may be used to assess the efficacy of current operations plans and aid operations planners in vehicle scheduling. Recommendations are made with regards to how AVL data should be used to evaluate the effectiveness of existing schedules and develop more robust schedules.
