Book excerpt: Since 1951, 933 nuclear tests have been conducted at the Nevada Test Site (NTS) and test areas on the adjacent Tonopah Test Range (TTR) and Nellis Air Force Range (NAFR). Until the early 1960s. the majority of tests were atmospheric, involving detonation of nuclear explosive devices on the ground or on a tower, suspended from a balloon or dropped from an airplane. Since the signing of the Limited Test Ban Treaty in 1963, most tests have been conducted underground, although several shallow subsurface tests took place between 1962 and 1968. As a result of the aboveground and near-surface nuclear explosions, as well as ventings of underground tests, destruction of nuclear devices with conventional explosives, and nuclear-rocket engine tests, the surface soil on portions of the NTS has been contaminated with radionuclides. Relatively little consideration was given to the environmental effects of nuclear testing during the first two decades of operations at the NTS. Since the early 1970s, however, increasingly strict environmental regulations have forced greater attention to be given to contamination problems at the site and how to remediate them. One key element in the current environmental restoration program at the NTS is determining the amount and extent of radioactivity in the surface soil. The general distribution of soil radioactivity on the NTS is already well known as a result of several programs carried out in the 1970s and 1980s. However, questions have been raised as to whether the data from those earlier studies are suitable for use in the current environmental assessments and risk analyses. The primary purpose of this preliminary data review is to determine to what extent the historical data collected at the NTS can be used in the characterization/remediation process.

Book excerpt: The Radiation Exposure Compensation Act (RECA) was set up by Congress in 1990 to compensate people who have been diagnosed with specified cancers and chronic diseases that could have resulted from exposure to nuclear-weapons tests at various U.S. test sites. Eligible claimants include civilian onsite participants, downwinders who lived in areas currently designated by RECA, and uranium workers and ore transporters who meet specified residence or exposure criteria. The Health Resources and Services Administration (HRSA), which oversees the screening, education, and referral services program for RECA populations, asked the National Academies to review its program and assess whether new scientific information could be used to improve its program and determine if additional populations or geographic areas should be covered under RECA. The report recommends Congress should establish a new science-based process using a method called "probability of causation/assigned share" (PC/AS) to determine eligibility for compensation. Because fallout may have been higher for people outside RECA-designated areas, the new PC/AS process should apply to all residents of the continental US, Alaska, Hawaii, and overseas US territories who have been diagnosed with specific RECA-compensable diseases and who may have been exposed, even in utero, to radiation from U.S. nuclear-weapons testing fallout. However, because the risks of radiation-induced disease are generally low at the exposure levels of concern in RECA populations, in most cases it is unlikely that exposure to radioactive fallout was a substantial contributing cause of cancer.

These data are associated with radiation exposure, air, groundwater, meteorology, vadose zone, subsidence, and biota. This report summarizes the 2005 environmental data to provide an overall evaluation of RWMS performance and to support environmental compliance and performance assessment activities. Some of these data (e.g., radiation exposure, air, and groundwater) are presented in other reports (U.S. Department of Energy, 2005; Grossman, 2005; Bechtel Nevada, 2006). Direct radiation monitoring data indicate that exposure levels around the RWMSs are at or below background levels. Air monitoring data at the Area 3 and Area 5 RWMSs indicate that tritium concentrations are slightly above background levels. There is no detectable man-made radioactivity by gamma spectroscopy, and concentrations of americium and plutonium are only slightly above detection limits at the Area 3 RWMS. Measurements at the Area 5 RWMS show that radon flux from waste covers is no higher than natural radon flux from undisturbed soil in Area 5. Groundwater monitoring data indicate that the groundwater in the uppermost aquifer beneath the Area 5 RWMS is not impacted by facility operations. Precipitation during 2005 totaled 219.1 millimeters (mm) (8.63 inches [in.]) at the Area 3 RWMS and 201.4 mm (7.93 in.) at the Area 5 RWMS. Soil-gas tritium monitoring continues to show slow subsurface migration consistent with previous results. Moisture from precipitation at Area 5 has percolated to the bottom of the bare-soil weighing lysimeter, but this same moisture has been removed from the vegetated weighing lysimeter by evapotranspiration. Vadose zone data from the operational waste pit covers show that precipitation from the fall of 2004 and the spring of 2005 infiltrated past the deepest sensors at 188 centimeters (6.2 feet) and remains in the pit cover. Precipitation did not infiltrate to the deepest sensor on the vegetated final cover at U-3ax/bl. Water drained from all Area 3 drainage lysimeters that received three times natural precipitation, but there was no drainage from the lysimeters that received only natural precipitation. Biota monitoring data show that tritium is the primary radionuclide accessible to plants and animals. Other human-produced radionuclides in the tissues of plant and animal samples from both RWMSs were not found at concentrations higher than in biota samples collected at control locations. This suggests that sampled animals did not intrude into the waste and that waste did not move to where it is accessible to plants or animals.

Precipitation during 2006 totaled 98.6 millimeters (mm) (3.9 inches [in.]) at the Area 3 RWMS and 80.7 mm (3.2 in.) at the Area 5 RWMS. Soil-gas tritium monitoring continues to show slow subsurface migration consistent with previous results. Moisture from precipitation at Area 5 remains at the bottom of the bare-soil weighing lysimeter, but this same moisture has been removed from the vegetated weighing lysimeter by evapotranspiration. Vadose zone data from the operational waste pit covers show that evaporation continues to slowly remove soil moisture that came from the heavy precipitation in the fall of 2004 and the spring of 2005. The vegetated final cover at U-3ax/bl continues to remove moisture by evapotranspiration. There was no drainage through 2.4 meters (8 feet) of soil from the Area 3 drainage lysimeters that received only natural precipitation or were vegetated. Water drained from the bare-soil Area 3 drainage lysimeter that received three times natural precipitation. All 2006 monitoring data indicate that the Area 3 and Area 5 RWMSs are performing within expectations of the model and parameter assumptions for the facility PAs.

Book excerpt: The Area 5 Radioactive Waste Management Site on the Nevada Test Site has been disposing of low-level, mixed low-level, and transuranic radioactive waste since 1961. In 1988, the U.S. Department of Energy implemented performance objectives for low-level radioactive waste disposal site performance and required all site operators to prepare a performance assessment. Since then, an iterative performance assessment process has been implemented that consists of repeated cycles of site characterization, conceptual model formation/revision, and performance assessment modeling. At the end of each cycle uncertainty and sensitivity analysis are used to determine the need for revision and to identify topics requiring additional research and development. The performance assessment model is implemented in the GoldSim{reg_sign} probabilistic simulation platform. The current site conceptual model, based on site characterization data and process model results, assumes that there is no groundwater pathway under current climatic conditions and that radionuclide releases are predominately upward to the land surface. Radionuclides are released to the land surface by upward liquid advection/diffusion, gas diffusion, biointrusion, and inadvertent human intrusion. The model calculates dose for four members of public exposure scenarios and two intruder scenarios. The highest mean-dose, 0.04 mSv yr−1, is expected for a low-probability exposure scenario: establishment of a rural community at the site boundary at the end of institutional control. At the end of institutional control, doses are contributed primarily by 3H in agricultural products produced onsite. After approximately 300 years, the doses are contributed equally by 99Tc and 21°Pb ingested in vegetables grown at the residence. Technetium is released to the surface by the coupled processes of liquid advection/diffusion occurring deep in the cover and plant uptake/animal burrowing occurring at shallower depths. Lead-210 is deposited in shallow cover soil by the radioactive decay of 222Rn diffusing in the gas phase. The highest mean dose for the more likely exposure scenario of transient recreational use of the site is 0.002 mSv yr−1. The transient visitor's dose is contributed predominantly by external irradiation from 214Pb and 214Bi, deposited in the cover by diffusion of 222Rn.

Book excerpt: From 1945 through 1962, the US atmospheric nuclear weapons testing program involved hundreds of thousands of military and civilian personnel, and some of them were exposed to ionizing radiation. Veterans' groups have since been concerned that their members' health was affected by radiation exposure associated with participation in nuclear tests and have pressured Congress for disability compensation. Several pieces of legislation have been passed to compensate both military and civilian personnel for such health effects. Veterans' concerns about the accuracy of reconstructed doses prompted Congress to have the General Accounting Office (GAO) review the dose reconstruction program used to estimate exposure. The GAO study concluded that dose reconstruction is a valid method of estimating radiation dose and could be used as the basis of compensation. It also recommended an independent review of the dose reconstruction program. The result of that recommendation was a congressional mandate that the Defense Threat Reduction Agency (DTRA), a part of the Department of Defense, ask the National Research Council to conduct an independent review of the dose reconstruction program. In response to that request, the National Research Council established the Committee to Review the Dose Reconstruction Program of the Defense Threat Reduction Agency in the Board on Radiation Effects Research (BRER). The committee randomly selected sample records of doses that had been reconstructed by DTRA and carefully evaluated them. The committee's report describes its findings and provides responses to many of the questions that have been raised by the veterans.
