Book excerpt: This report sets out the NAO's second annual report on the effectiveness of Regulatory Impact Assessments (RIAs), which are used by Government to assess the costs and benefits of individual policies, and establish a balance between under and over regulation. Out of 175 RIAs produced during 2003-04, the report examines a sample of 10 , based on those identified by the Better Regulation Task Force as examples where lessons can be drawn. The evaluation is based on consideration of seven technical aspects of RIAs: defining the problem; the identification of alternative solutions; the analysis of costs and benefits; competition assessment; compliance analysis; taking account of small business; monitoring and evaluation. Findings include that there were examples where the RIA process had helped departments to develop a better policy proposal, and in one case had even led a Department to decide not to use regulation at all. However, there were also cases where its impact was limited because it had not been an integral part of the policy making process.
