Book excerpt: In Arizona, lack of restraint usage (seat belts and child passenger seats) was a contributing factor to an average of 687 fatalities per year which is nearly 60% of total fatalities. These tragic statistics could be dramatically decreased if effective strategies and educational messages encouraged more people to buckle up. Due to the great opportunity to save lives, increasing restraint usage has been identified as one of five key emphasis areas of Arizona's Strategic Highway Safety Plan. Arizona has seen a restraint usage rate of approximately 80% for the last several years as reported through the annual National Occupant Protection Use Survey (NOPUS). Although there is a good understanding of the reported seat belt usage, there is not a good understanding of who is not using seatbelts and why. To develop effective strategies and education messages to improve seat belt usage, there needs to be a better understanding of these factors. The objectives of this research were to 1) conduct a survey to identify why (or why not) people in Arizona use seatbelts and 2) develop criteria and provide recommendations on the most effective means to get drivers to buckle up.

This result is from the National Survey of the Use of Booster Seats (NSUBS), the only probability- based nationwide survey that observes seat belt use and collects race and ethnicity. The NSUBS is conducted by the National Center for Statistics and Analysis of the National Highway Traffic Safety Administration. The 2007 NSUBS also found that seat belt use was lower for Hispanics than non-Hispanics among passenger vehicle occupants age 25 to 69 traveling with children. Please note that by design and necessity, the NSUBS survey only collects restraint us of vehicle occupants who are transporting or riding with children under age 13 to a restricted set of site types such as gas stations, day care centers, recreation centers, and restaurants in five fast-food chains, not of all vehicle occupants on the road.

Book excerpt: Seat belt usage has frequently been identified as one of the most effective ways of improving highway safety and considered to be particularly useful in reducing fatalities. However, the state of Kansas experiences considerably lower safety belt usage rates compared to many other states and the national average. The Kansas Department of Transportation and other involved parties are interested in improving the usage rates and thereby improve safety of road users in Kansas. Accordingly, the main objective of this study was to explore the methods to increase seat belt usage in Kansas with the intention of reducing huge economic losses to the state in the form of traffic crashes. This objective was achieved by two parallel approaches: (1) By identifying the factors that affect safety belt usage in Kansas so that more effective programs could be developed. (2) By gathering information on attitudes, perceptions, understanding and other related characteristics of Kansans in relation to safety belt use. During the first approach, statistical models were developed to predict state seat belt usage rates based on factors that include demographic characteristics, socio-economic factors and policies/regulations. To supplement this, statistical models predicting traffic fatalities and unrestrained vehicle occupant fatalities as a function of seat belt law and other characteristics mentioned previously were also developed. These models could be used to quantify the effects of enforcing primary seat belt law in saving lives in Kansas. During the second approach, focus group surveys were conducted among Kansans to identify more direct human factor related issues and seat belt usage in Kansas. Focus group surveys of Kansas drivers were a real eye opener, indicating very low understanding regarding the seat belt law, where lower income groups, younger drivers, and minority groups particularly lagged. Stated belt use behavior revealed that females versus males, van users versus pick-up truck drivers, older drivers versus young drivers, non-Hispanics versus Hispanics are more likely to use seat belts. Reasons for non-use included absence of factors which positively affect the decision, types of trips. Even though some of these factors are beyond control, other findings indicate that a considerable percentage of drivers suggest stricter laws and other punishments to improve their own safety, perhaps because they are not able to maintain a high level of self-discipline by themselves.

Book excerpt: In 2004, Virginia's child restraint use survey was conducted in four metropolitan areas of the state (northern, eastern, central, and western) and in four mid-size cities (Charlottesville, Danville, Lynchburg, and Harrisonburg) at the same sites, on the same day of the week, and at the same hour of the day as in previous surveys. The principal goal of the survey is to monitor (1) safety and booster seat use by infants under 4 and preschoolers 4 and 5 years of age, and (2) safety belt use by older children 6 to 16. Each survey estimates compliance with the child restraint law in place at the time. The surveys have been conducted every year since 1983. Changes were made in the 2002 child restraint survey methodology to reflect the changes in the child restraint law. The age categories previously used were changed to (1) infants under 4, (2) preschoolers 4 and 5, and (3) older children 6 to 16. These categories will allow investigators to continue to analyze the longitudinal restraint use data using the previous age categories (infants under 4 and children 4 to 16) and to evaluate the impact of the legislative changes made in 2002. In this survey, safety belt and child safety seat use were divided into three categories: correct use, incorrect use, and nonuse. The definitions of correct use and incorrect use for child safety seats were changed in 2003 to measures that could be consistently determined from outside the vehicle. Incorrect use for children under 6 was defined to include safety seat or lap belt use by a child either too large or too small for that form of restraint. For children 6 to 16, the definition of incorrect use was not changed and included wearing the shoulder belt either behind the back or under the arm. Total use rates defined as correct plus incorrect use are also presented in the report to represent a rate not biased by any remaining variability in the incorrect use category. A total of 2,596 children were observed during the 2004 survey: 375 infants under 4 and 2,221 children 4 to 16. In 2004, total child restraint use for infants in metropolitan areas and in mid-size cities combined was 98.1% and correct use was 92.8%. Total seat belt use among 4 to 16 year olds in metropolitan areas and in mid-size cities combined was 76.0%, and correct use was 65.4%.
