Book excerpt: Essay from the year 2018 in the subject Politics - International Politics - Region: Africa, grade: 87%, Obafemi Awolowo University, course: Management Problems in Nigeria Local Government, language: English, abstract: The yearnings for development in rural communities and urban localities have increased call for more local government creation in Nigeria. However, the question of who creates local government remains one of the controversies of the contemporary Nigerian federal arrangement. The study analyses the question of local government creation in Nigeria and the criteria for such creation. Local government creation in Nigeria has been through numerous experiences that we tend to ask at some points in time: “who creates local government?” Numerous attempts have been geared towards bringing government nearer to the people at the most basic level. The importance of bringing government nearer to the people cannot be overemphasized. This translates to bringing services of great importance to the welfare and livelihood of the community. Such services have high positive implication on the standard of living of the people at this primary level of administration. The Nigerian experience has brought another dimension to discourse of local government being a residual affair of the state government as it is obtainable in classic federal states like United States, Canada amongst others. In other words, creation of local government is the prerogative of state, provincial or regional government. The Nigerian case through the local government creation tussle between the federal government and Lagos State government has left many wondering which level of government wields the power to create local government. This paper seeks to answer the shrouding question of ‘who creates Local Government?’ and highlight the criteria for creating local government in Nigeria. It does this through its various parts.

Book excerpt: Academic Paper from the year 2019 in the subject Sociology - Work, Profession, Education, Organisation, grade: A, , course: English, language: English, abstract: Unemployment has remained a contentious cog in the development of Nigeria as a nation. With the increasing turnout of graduates yearly from Tertiary Institutions, many graduates have remained unemployed and underemployed for a long period. This, no doubt, does not only affect national development but also continue to militate against the quality of education in Nigeria. This study is carried out to examine the effects of unemployment on the quality of education in Nigeria. It investigates the impact of unemployment on the attitude, perception and disposition of students towards education; how this attitude and perception affect the productivity of students and its overall impact on the quality of education. A self-structured questionnaire was used to elicit information from 105 respondents randomly selected from corps members, graduates, undergraduates, primary school teachers, secondary school teachers and college of Education lecturers from Ikere Local Government Area of Ekiti state. The study revealed that unemployment has discouraged majority of the students to be serious with academic activities which hinders their creative imagination and enhances criminal activities in schools. Most students are crazy to have certificates they cannot defend. This study, therefore, recommends the need to reposition education towards developing the creative skills of students and re-orientation of students on the essence of education as a means of widening their horizon so that they can make use of opportunities around rather than expecting automatic ticket to white collar jobs which are not readily available.

Book excerpt: Academic Paper from the year 2016 in the subject Economics - Finance, grade: Bsc, University of Benin, course: accounting, language: English, abstract: This research work investigates the timeliness of financial reporting in Edo State local governments. The study specifically examines the influence of the size of the local government, technology, complexity and auditor competence in relation to the timeliness of financial reporting in the local government. A total of twenty-four structured questions and eighty questionnaires are used to evaluate respondent’s perceptions. The process of getting financial information from any local government takes time because the users have to wait until the financial accounts are published in the official government gazettes. As a result, there is a possibility of lack of interest in the financial accounts of local government as any potential issues fade with the passage of time if the reporting is overly late or inexplicable, so it will lose its relevance. Some critical issues identified which are responsible for delay in reporting in local government include the current environment of across-the-board budget cuts, over bloated size of the local government, lack of technology advancement, increased number of unqualified staff resources and new accounting standards, poor internal control system, inadequate system to record account for and monitor spending in terms of legislated processes. The findings reveal that the size and the complexity of the local government have significant impact on the timeliness of financial reporting, while auditor competence has no impact on timeliness. It recommends that the local government council in Edo State should ensure that their financial statements are published at the right time of their financial year so that users of the financial statements can have access to their reports. It is concluded that the timely release of a financial report is an essential ingredient for maintaining confidence in the minds of the stakeholders, as the lengths of time in which financial statements are reported to have an impact on the progress of the local council.

Book excerpt: Shea butter (butyrospermin parkii) has been produced and sold by rural West African women and circulated on the world market as a raw material for more than a century. Shea butter has been used for cooking, making soap and candles, leatherworking, dying, as a medical and beauty aid, and most significantly, as a substitute for cocoa butter in chocolate production. Now sold in exclusive shops as a high-priced cosmetic and medicinal product, it caters to the desire of cosmopolitan customers worldwide for luxury and exotic self-indulgence. This ethnographic study traces shea from a pre- to post-industrial commodity to provide a deeper understanding of emerging trends in tropical commoditization, consumption, global economic restructuring and rural livelihoods. Also inlcludes seven maps.

The report documents the main social safety net programs that exist globally and their use to alleviate poverty and to build shared prosperity. The 2018 report expands on the 2015 edition, both in administrative and household survey data coverage. A distinct mark of this report is that, for the first time, it tells the story of what happens with SSN/SA programs spending and coverage over time, when the data allow us to do so. This 2018 edition also features two special themes †“ Social Assistance and Ageing, focusing on the role of old-age social pensions, and Adaptive Social Protection, focusing on what makes SSN systems/programs adaptive to various shocks.

Available in PDF, EPUB and Kindle. Book excerpt: In Religion and the Making of Nigeria, Olufemi Vaughan examines how Christian, Muslim, and indigenous religious structures have provided the essential social and ideological frameworks for the construction of contemporary Nigeria. Using a wealth of archival sources and extensive Africanist scholarship, Vaughan traces Nigeria’s social, religious, and political history from the early nineteenth century to the present. During the nineteenth century, the historic Sokoto Jihad in today’s northern Nigeria and the Christian missionary movement in what is now southwestern Nigeria provided the frameworks for ethno-religious divisions in colonial society. Following Nigeria’s independence from Britain in 1960, Christian-Muslim tensions became manifest in regional and religious conflicts over the expansion of sharia, in fierce competition among political elites for state power, and in the rise of Boko Haram. These tensions are not simply conflicts over religious beliefs, ethnicity, and regionalism; they represent structural imbalances founded on the religious divisions forged under colonial rule.

Book excerpt: Document from the year 2017 in the subject Politics - International Politics - Region: Africa, , language: English, abstract: African continent has for several decades been considered the poorest continent in the world simply because the majority of children and adults suffer from extreme poverty. According to the global development report published by the guardian in 2016, Sub-Saharan Africa not only has the highest percentage of children living in extreme poverty (49%), it is home to the largest share of the world’s extremely poor children (51%). South Asia has the second highest share (36%). Although many experts have indicated that sub-Sahara Africa in particular, is expected to reach a GDP of $29 trillion by 2050, there is little to indicate how this growth correlates with economic development. No matter how true these predictions might be, sub-Sahara Africa’s economic development is slower and the situation on ground don’t reflect whether this growth will soon give birth to economic development as exports argue. Sub-Sahara Africa is losing energetic labor force through economic migration that that has since 2013 become a serious social problem to Europe. [...]

Book excerpt: Nowhere has there been a discussion of the confusion necessarily generated by the rapidity of the change or of the agony created in the lives of many whose attitudes, expectations, and even success depended on the continuance of now abolished institutions. Historians have ignored the settled conditions of most samurai and instead concentrated on the study of the minority of activist samurai leaders who, with the backing of only a few Han (feudal domains) sought to overthrow the old order and whose success in doing so has made the study of the modernization of Japan the prime concern of historians. The history of the Meiji period may have been an overall political and industrial success story, but for a fuller understanding of the conditions of that success it is also necessary to understand "what it was really like" for the members of the old elite to be estranged from the proponents of revolution and what many members did to assure their own social and psychological position in a world they had not expected. In this book the author attempts to show that the impact of the Meiji Restoration destroyed the meaningfulness of the Confucian doctrine for these declasse samurai. Through Christianity, the samurai attempted to revive their status in society by finding a doctrine that offered a meaningful path to power. But in doing so, they had to accept a new theory of social relations. Ultimately, as the convert's understanding of society became totally informed by the Christian doctrine, they accepted a transcendent authority that brought them into conflict with society about them. Therefore, to understand the development of a Christian opposition in Meiji society we must begin with the conversion experience itself. [intro]

Book excerpt: "The author critically reviews the methods available for the ex-post counterfactual analysis of programs that are assigned exclusively to individuals, households, or locations. The discussion covers both experimental and non-experimental methods (including propensity-score matching, discontinuity designs, double and triple differences, and instrumental variables). Two main lessons emerge. First, despite the claims of advocates, no single method dominates; rigorous, policy-relevant evaluations should be open-minded about methodology. Second, future efforts to draw more useful lessons from evaluations will call for more policy-relevant measures and deeper explanations of measured impacts than are possible from the classic ("black box") assessment of mean impact.
