The list of consumers surveyed included pulp and paper mills, mines, mineral producers, food and beverage firms, hospitals, universities, military bases, and other institutions with boilers or heating plants with thermal ratings over 200 thermhours. Information on fuel conversion was obtained from equipment manufacturers, and preliminary cost estimates for equipment conversions and pipeline installations are presented for 32 consumers around the province. The report includes financial analyses of the economic viability of the conversions.

Finally, recommendations are made regarding how natural gas should be regulated and distributed.
