Later, as Army Air Forces expanded their activity in this area, Army photographic interpreters became more active in this phase of the work. In some areas the AAF and Navy collaborated actively. Training material and electronics reports were distributed by both services ... The Japanese were firm believers in the military value of electronics. Their use and knowledge of equipment, however, varied considerable with the particular theater of command. Some creditable scientific work was accomplished, and a considerable amount of equipment was produced during the war; but disorganization and inefficiency on the part of the military in utilizing existing knowledge and resources resulted in lessened benefits from this equipment. The 'state of war' existing between the Japanese Army and Navy was an important factor contributing to this confusion and lack of efficiency"--Page 1

Book excerpt: "During most of World War II the subjects of camouflage, concealment (defined here as underground construction), and deception (the use of decoys and dummies), were not special fields of photographic interpretation. Instead they were treated in a routine manner as they occurred in relation to standard subjects of reporting, i.e., airfields, shipping, industry, etc., and were not considered particularly troublesome or significant. However, when the aerial bombardment of Japan forced the Japanese to disperse vital military and industrial facilities, the detection of efforts toward camouflage and concealment suddenly became important. The war ended before Japanese attempts to hide essential targets assumed any great operational significance, but the threat implied to the effectiveness of photographic interpretation caused much speculation on the future usefulness of photographs as an intelligence source. In order to answer the questions thus raised photographic interpreters attached to the United States Strategic Bombing Survey studied Japanese camouflage, concealment, and deception in the field. Due to the lack of any special reporting procedure for this type of interpretation, very little published photographic intelligence material was available for checking, and consequently the following evaluation is largely qualitative in nature. All considerations of Japanese methods in this report are made strictly on the basis of their effectiveness in confusing the photographic interpreter. Some techniques of camouflage, concealment, and deception which did not greatly confuse the interpreters may have been effective in confusing an attacking pilot or bombardier"--Page 1

Book excerpt: "Since the interpretation of shipping was, quite naturally, of considerably more interest to the Navy than to the Army, it was a subject of greater concentration and specialization in Navy units than Army units, and consequently Navy reports were the principal source of photographic intelligence on shipping. For that reason this report confines itself to an evaluation of Navy reports. From the early stages of the Pacific war, it was apparent that accurate assembling of naval and merchant shipping intelligence was extremely important. Photography has been a major source of this intelligence. Interpreters working with shore based interpretation organizations and aboard carriers were charged with the job of reporting: (1) Naval and merchant ship movements ; (2) General activity within harbors, including shipbuilding and repair ; (3) Recognition features of new classes and types developed. The above information was issued in various forms to operational commands for tactical action and to groups in Washington and elsewhere interested in over-all military and economic aspects of shipping. It is the purpose of this report to evaluate shipping intelligence as interpreted from photographs by comparison with information presently available in Japanese sources"--Page 1
