It is used to protect the reproductive viability of stocks and is often incorporated directly into commercial fishing regulations, as is the case with Tanner crab (Chionoecetes bairdi) in the Kodiak District. This metric had been estimated previously for this stock, but size at maturity can change with environmental conditions or increases in harvest pressure. This study utilized the allometric ratio between chela height and carapace width, a widely accepted nonlethal method, to classify maturity status using two different approaches. A logistic regression model was then developed to estimate the size at 50% maturity. The traditional method of classifying crab utilizing a single allometric ratio for the entire range of carapace widths estimated a mature size of 110.78 mm, within the range of previously estimated mature sizes. The recently developed method of classifying mature status using a ratio that is allowed to vary across the distribution of carapace widths estimated a slightly lower size at maturity at 109.59 mm; however, this method performs better at assigning maturity status to crab at the upper and lower end of the carapace width range. There does not appear to be compelling evidence that the current regulatory size at maturity (114 mm) needs to be adjusted because it still accurately represents the size at 50% maturity for this stock.

Book excerpt: The Alaska Department of Fish and Game (ADF&G) is updating long-term average abundance indices of mature male Tanner crab Chionoecetes bairdi used to determine regulatory fishery thresholds in the Kodiak, Chignik, South Peninsula, and Eastern Aleutian Districts. Since 1988, trawl survey area-swept abundance estimates have been determined annually, using the same vessel and net configuration. Initial thresholds were established in 1999, when only 11 years of consistent trawl survey estimates were available. To provide for a longer time series, 4 different methods were used to reconstruct historical male abundances from 1973–1998. The trawl survey has been conducted annually since then, adding an additional 23 years of estimates to the survey time series. Trawl survey stations have been added, removed, modified, and in some years a station may not have been sampled due to unforeseen circumstances, leading to total abundance estimates based on different background information. To develop a single source of comparable abundance estimates, stations and station areas used for area-swept estimates have been standardized from 1988–2021. For each district or section standard stations were assigned to a high or low CPUE (number of crab caught per kilometer towed) stratum. Estimated abundance of each stratum was calculated by applying the mean CPUE of sampled stations, weighted by station size, to the overall area of the stratum. Strata abundances were summed by district or section. This allows the entire area of the survey to be considered, even when a station was not sampled. There are currently 34 years of consistent, standardized trawl survey data that contribute to understanding the productivity of these stocks. Annual area-swept abundance estimates of mature male and female Tanner crab abundance show substantial fluctuations of over 10 million crab within a 3-year period. Long-term (1988–2021) average abundance indices of mature males were determined and compared to previous long-term average abundance indices in use through 2022. Of the 12 management units considered, the mature male long-term average increased in 4 management units and decreased in 8. Long-term average abundance indices of mature females were also determined using the standardized 1988–2021 data. However, no comparisons to previous averages were made because the population reconstruction done in 1999 did not consider females.

In 2018, the survey caught 12,568 male Tanner crab of which 348 were of legal size, ≥114mm (4.5 in), to produce a mean catch per unit effort (CPUE) of 18.06 legal-size crab/nmi and yielded an abundance estimate of 222,852 legal-size crab. In 2019, the survey caught 1,682 male Tanner crab of which 421 were of legal size to produce a mean CPUE of 22.17 legal-size crab/nmi and yielded an abundance estimate of 273,511 legal-size crab. The 2017, 2018, and 2019 survey results produced a 3-year mean of 207,109 legal-size male crab which allowed the standard noncommercial fisheries to occur for the 2019–2020 season. In 2018, the survey caught 4,193 female Tanner crab of which 1,566 were mature to produce a mean CPUE of 82.25 mature female crab/nmi and yielded an abundance estimate of 1,014,869 mature female crab. In 2019, the survey caught 2,660 female Tanner crab of which 2,295 were mature to produce a mean CPUE of 120.66 mature female crab/nmi and yielded an abundance estimate of 1,488,880 mature female crab. Abundance estimates of legal-size male Tanner crab were slightly above the long-term mean, and mature female Tanner crab were substantially above the long-term mean of the survey time series.

Legal male Tanner crab were caught at 11 of the 38 stations with 90% of the total legal males caught at only 5 stations. The survey caught 1,350 female Tanner crab of which 348 (26%) were mature to produce a mean CPUE of 24.08 crab/nmi (CV = 0.50) and yielded an abundance estimate of 297,126 mature crab. Abundance estimates of legal male and mature female Tanner crab were well below the long-term average of the survey time series.

The 2020 survey produced a CPUE for male Tanner crab that were of the historical legal size of 28.4 crab per nmi2, which was the third lowest observation for any Alaska Department of Fish and Game trawl survey in the PWSA. The estimated abundance of historical legal-size male Tanner crab was 8,214 crab in the survey area, and the estimated abundance for legal-size male Tanner crab was 35,920 crab in the survey area.

A bottom trawl survey has been designed for each of the areas to estimate the abundance of Tanner crab and assess if the minimum abundance threshold has been met. Trawl surveys have been completed in 2 of the areas occurring in 2020 and 2021 with results indicating that the abundance estimate does not meet the minimum abundance threshold to open a commercial fishery for Tanner crab in those 2 areas. These recommendations will provide the basis for ADF&G proposals to be submitted at the November 2021 Alaska Board of Fisheries meeting and will inform commercial fishery management decisions in 2022.

The Eastside and Southeast sections open to commercial Tanner crab fishing at 12:00 noon January 15, 2019, unless delayed by weather. The total Kodiak District guideline harvest level (GHL) is 615,000 pounds with 500,000 pounds available in the Eastside Section and 115,000 pounds available in the Southeast Section. The gear limit is 20 pots per vessel. ADF&G will manage the Kodiak District commercial Tanner crab fishery using inseason catch reports. Section and subsection closures may occur before GHLs are fully harvested based on fishery performance and harvest distribution. Participants should note that delivery requirements and post-closure pot storage requirements vary depending on the type of closure and the amount of advance notice given for the closure.
