The high winds are problematic in many ways including, interfering with the performance of the transportation system, blowing vehicles off the road, or even overturning high profile trucks, which can cause economic losses and safety concerns for road users. The primary objectives of this research involve two parts: First, develop a statistical model that reveals the correlation between likelihood of overturning trucks and the weather conditions. Second, use the result of the statistical model to develop a data driven operation plan for Wyoming Department of Transportation (WYDOT) to use in the winter season at a hazardous high wind corridor to improve truck safety. Two logistic models were developed in this thesis. The second order interaction model performed better than the first one and revealed the correlation between the likelihood of overturning crash and weather parameters. A three operation-level high wind warning system was also developed for WYDOT to use to improve the truck safety in the hazardous high wind corridor.

Book excerpt: The use of large trucks has steadily increased since the passage of the Surface Transportation Assistance Act to the point where they now account for over 50% of vehicle traffic on some highways in Virginia. Projections now forecast that large-truck travel will grow at twice the rate of personal vehicle travel in the near future. Although several studies have been conducted to determine the effects of large trucks on safety on multilane primary and interstate highway systems, the effects on two-lane secondary roads have been largely ignored. This study identified the causal factors and predominant types of large-truck crashes on two-lane secondary roads in Virginia and compared the large-truck crash rates for two-lane secondary roads and two-lane primary roads. The study also identified advanced technologies associated with intelligent transportation systems (ITS) that can be used to minimize the causal factors of large-truck crashes on these roads. The results showed that large-truck crash rates are significantly higher on two-lane secondary roads than on two-lane primary roads, with the predominant types of crashes being angle, rear end, sideswipe same direction, and sideswipe opposite direction. The study identified several ITS technologies that can be used to mitigate the predominant causal factors and recommends a pilot study to test the effectiveness of one such system.

An earlier project succeeded in supporting the hypothesis that certain traffic conditions are favorable to crashes and in developing real-time algorithms for the estimation of crash probability from detector measurements. Following this accomplishment a natural question is how can this help prevent crashes? This project has the ambitious plan of not only answering this question but also providing a multifaceted approach that can offer different types of solutions to an agency aimed at reducing crashes in this and other similar locations. This project has two major objectives; first it aimed at utilizing a cutting edge 3D virtual reality system to design and visualize different driver warning systems specifically for the I-94 westbound high crash location in Minneapolis, MN. Second, in view of the desire of local engineers for a more traditional approach, this project explored the use of existing micro-simulation models in the evaluation of safety improvements for the aforementioned high crash area. This report describes the results of these investigations but more importantly describes the lessons learned in the process of the research. These lessons are important because they highlight gaps of technology and knowledge that hampered this and other research projects with similar objectives.

The national-level focus on a "few good measures" provides a standard, systematic method for understanding a variety of programs and projects. This report presents an expanded process and measures for considering the effect of ITS investments. A series of questions are proposed to bring out the potential effects of ITS programs that may not be analyzed due to relatively little data or complex relationships. This particularly relates to subject areas unfamiliar to the public sector transport agencies that typically are in charge of ITS deployment. These groups have little experience with logistics, supply chains, or business restructuring concepts. The report also recommends expanding one goal and adding another. It suggests that local goals be identified and studied as a way of exploring important attributes and developing future plans. The important factors might be better analyzed and incorporated with a multi-criteria analysis approach, rather than the traditional benefit/cost analysis. This approach will also allow the local concerns to be addressed in a more "customized" process and produce the statistics needed to compare local projects with national standards and results

While improvements in automobile safety have reduced the number of fatalities in recent decades, DOT has worked with the automobile industry to develop V2V technologies, through which vehicles are capable of warning drivers of imminent collisions by sharing data, including information on speed and location, with nearby vehicles. GAO was asked to review the status of V2V technologies. GAO examined (1) the state of development of V2V technologies and their anticipated benefits; (2) the challenges, if any, that will affect the deployment of these technologies and what actions, if any, DOT is taking to address them; and (3) what is known about the potential costs associated with these technologies. GAO reviewed documentation on V2V technology-related efforts by DOT and automobile manufacturers, visited a pilot study of V2V technologies in Michigan, and interviewed DOT officials, automobile manufacturers, and 21 experts identified by the National Academies of Sciences. Experts were selected based on their level of knowledge and to represent a variety of subject areas related to V2V technology development.
