Book excerpt: For selected target groups, such as unemployed and disadvantaged youth, Christoph Ehlert demonstrates that flexible and well-targeted programmes significantly improve employment chances. To be effective, these programmes must combine individual coaching, classroom training and temporary work. Apart from the programmes, the organisational framework in which the programmes are allocated also influences the outcome. The author shows that the introduction of customer service centres, that streamlined the customers through the counselling and placement process, helped little in bringing unemployed back to work, while the introduction of action programmes even worsened the situation for the unemployed and job-seekers. Whereas the introduction of new placement software in German employment agencies led to an increase in regular employment and to more sustainable placements that exhibit longer tenures.

This paper describes the economic and institutional context of the German labour market before and after these so-called Hartz reforms. Focussing on active policy measures, we delineate the rationale for reform and its main principles. As results of programme evaluation studies post-reform have become available just now, we give a first assessment of the effectiveness of key elements of German ALMP before and after the Hartz reforms. The evidence indicates that the re-organisation of public employment services was mainly successful, with the exception of the outsourcing of services. Re-designing training programmes seems to have improved their effectiveness, while job creation schemes continue to be detrimental for participants' employment prospects. Wage subsidies and start-up subsidies show significantly positive effects. Book excerpt: Using different regional data sources for East Germany the three largest active labour market policy (ALMP) programmes - job creation schemes (JCS), structural adjustment schemes (SAS) and public training (PT) - are evaluated. After addressing the regional allocation rule of the funding of ALMPs and the fundamental simultaneity problem in macroeconomic evaluation studies, identification strategies and possible instrumental variables are discussed. Three different approaches based on different econometric techniques for panel data (GMM and two-stage least squares) are applied. An augmented matching function indicates a negative effect of JCS on regional matching efficiency (inflows into regular employment) and no significant effects of PT and SAS. A reduced form approach based on the Beveridge curve does not indicate any long-term effects of ALMPs on regional job seeker rates. A dynamic labour demand estimation indicates that PT has no effects on employment and JCS leads to displacement of regular employment.

The British set the European Employment Strategy’s agenda and extended their policy model to the European level. Via the European Employment Strategy, the British system significantly changed the German one from a highly protective to a liberal model. The German state transferred the responsibility for protection from employment related “common risks of life” to the citizens, reducing its own measures to supporting services and a mere “guarantee of survival”. Although this convergence of Employment Policy was caused by the European Employment Strategy, it did not contribute to the merging of a unified European Employment Policy or to a public awareness of the European Union’s role in this policy area. While Germany obviously respected the European Employment Strategy as a “superior guidance” and treated it as a self standing “European Policy”, the British used it to extend the reach of their national policies. A real integration of national policies into an EU-policy did not happen. In the United Kingdom as well as in Germany, the reforms of the employment policies have not been determined and implemented in a process of broad public participation but mostly as a “top-down” process, with decisions made by a professional elite. The European Employment Strategy with its set of policy methods (Open Methods of Cooperation) had not been able to reach its goals of a more democratic policy making and more public awareness of an independent role of the European Union in employment policy.
