The ability for states to quantify the relative costs and benefits of past or future code adoptions can inform policymakers with respect to the outcomes from their decisions. The Engineering Laboratory's Applied Economics Office has developed an extensive database, known as the Building Industry Reporting and Design for Sustainability (BIRDS) database, which allows the comparison of the energy efficiency and sustainability of alternative building designs based on different editions of ASHRAE Standard 90.1. The expansive database is a compilation of multiple data sources, including results from 13 680 whole building energy simulations for 12 commercial building prototypes in 228 cities across all U.S. states, building construction costs from RS Means and Whitestone databases, energy cost data collected from the Energy Information Administration, and emissions data collected from the Environmental Protection Agency. This report documents the prototype building designs and the life cycle costing and carbon assessment data and approaches implemented in the BIRDS building energy efficiency and sustainability database.

In the residential sector, improvements in energy efficiency as well as warmer winters have led to a 10% reduction in the final energy consumption while in the services sector, the final energy consumption increased by 2% mainly due to economic growth. However, the renovation rate is still very low. For residential buildings, the annual weighted energy renovation rate was estimated to 1.0% while the rate of deep renovation is much lower with values around 0.2%. The review on the implementation of cost-optimal minimum energy performance requirements indicates that all Member States implemented the EPBD requirements. Normally as energy performance indicator each State referred to the one already used, to which over time it has added the primary energy consumption. Moreover, the assessment of the Members States progress in implementing the cost optimal calculation reports a rather positive picture regarding the conformity with the requirements of the Delegated Regulation No. 244/2012. The main gaps are registered for the calculations' scope, the derivation of cost-optimal levels, and the definition of a plan to reduce the gap. The share of energy certified buildings across Member States is still very low. Only about 10% of the existing buildings have an Energy Performance Certificate. The main identified issues are related to lack of access to reliable information, quality and fair pricing of EPCs, diminishing the trust in this tool. Even though the use of EPCs generally improved after the EPBD recast, it is clear that further changes are needed to make EPCs a reliable information source. The report reveals that currently 25 Member States have in force a complete Nearly Zero Energy Building definition. NZEB requirements are currently 70% lower than the national minimum energy performance requirements in 2006 showing a consistent trend in increasing building energy efficiency. Moreover, in comparison with cost-optimal levels the NZEB requirements are significant lower (about -50%) of cost-optimal references, implying that Member States may refer to the cost-optimal approach to define the NZEB requirements. The assessment of the first 15 submitted LTRSs highlights that almost all the Member States provide a good overview of the building stock and policies to stimulate cost-effective deep renovation, to target worst performing buildings and public buildings and to alleviate energy poverty. However, less than half of the strategies provide a clear roadmap towards a decarbonised building stock by 2050 while the majority present a high level of ambition, not always supported by comprehensive policies. The overview of the financial and fiscal instruments supporting energy renovation of buildings across the EU highlights that up until 2019, grants and subsidies were deployed in almost all Member States, representing the main type of public policy support. Soft loans were available in half of the EU countries supported by state guarantees or designed as revolving funds while several Member States offered incentives in the form of income tax incentives or VAT reduction schemes.

Pursuing energy efficiency in buildings is vital to energy security in developing countries and is identified by the Intergovernment Panel on Climate Change as having the greatest potential for cost-effective reduction of CO2 emissions by 2030 among all energy-consuming sectors. Building energy efficiency codes (BEECs), along with energy efficiency standards for major appliances and equipment, are broadly recognized as a necessary government intervention to overcome persistent market barriers to capturing the economic potential of energy efficiency gains in the residential, commercial and public-service sectors. Implementation of BEECs help prevent costly energy wastes over the lifecycles of buildings in space heating, air conditioning, lighting, and other energy service requirements. Nonetheless, achieving the full potential of energy savings afforded by more energy-efficient buildings requires holding people who live or work in buildings accountable for the cost of energy services. Compliance enforcement has been the biggest challenge to implementing BEECs. This report summarizes the findings of an extensive literature survey of the experiences of implementing BEECs in developed countries, as well as those from case studies of China, Egypt, India, and Mexico. It also serves as a primer on the basic features and contents of BEECs and the commonly adopted compliance and enforcement approaches. This report highlights the key challenges to improving compliance enforcement in developing countries, including government commitment to energy efficiency, the effectiveness of government oversight of the construction sector, the compliance capacity of building supply chain, and financing constraints. The report notes that the process of transforming a country s building supply chain toward delivering increasingly more energy-efficient buildings takes time and requires persistent government intervention through uniformly enforced and regularly updated BEECs. The report recommends increased international support in strengthening the enforcement infrastructure for BEECs in middle-income developing countries. For low- and lower-middle-income countries, there is an urgent need to assist in improving the effectiveness of government oversight system for building construction, laying the foundation for the system to also cover BEECs.

Abstract: In 2006, over 160 countries have ratified the Kyoto Protocol, which is an international agreement concerning the climate change. It sets binding targets for reducing greenhouse gas ("GHG") emissions (UNFCCC, 2006) and these countries were committed to do so. Reduction on GNG emission becomes a common but differentiated responsibility over these countries, including China and Hong Kong. In Hong Kong, The Government of the Hong Kong Special Administrative Region ("HKSAR") was also committed to reduce GHG emissions by implementing difference measures (EPD, 2010). In view of 60 percent of GHG emission in Hong Kong is generated by electricity generation, reduction on electricity consumption for building operations is the main means of achieving reduction on GHG emissions. Since Hong Kong had been treated as international financial centre, over 60 percent of the total electricity consumption was contributed by the commercial sector. To promote energy efficiency so as to accomplish reduction on electricity consumption, both HKSAR and other green organization, such as BEAM Society and U.S. Green Building Council, had set up numerous reference guidelines. However, these guidelines may applicable to new buildings but not in most commercial building in Hong Kong which were aged and multi-owned. In these aged and multi-owned commercial building, the concern of energy efficiency was not involved during design stage. In view of durable nature of commercial building, energy efficiency hardly be achieved unless substantial implementation of measures. However, capital cost and alteration work were needed to be considered for such implementation which causing difficulties for most of the single block building. As advised by Electrical and Mechanical Department, the Building Manager is one of the key persons in building energy efficiency and conservation as it is the one who operate all building services installation so as to suit the needs of the occupants. This dissertation is an attempt to evaluate the feasibility of implementing energy efficiency measures in these commercial buildings in Hong Kong from the management point of view. Book excerpt: The concept of Measurement and Verification (M & V) of a new building continues to become more important because efficient design alone is often not sufficient to deliver an efficient building. Simulation models that are calibrated to measured data can be used to evaluate the energy performance of new buildings if they are compared to energy baselines such as similar buildings, energy codes, and design standards. Unfortunately, there is a lack of detailed M & V methods and analysis methods to measure energy savings from new buildings that would have hypothetical energy baselines. Therefore, this study developed and demonstrated several new methodologies for evaluating the energy performance of new commercial buildings using a case-study building in Austin, Texas. First, three new M & V methods were developed to enhance the previous generic M & V framework for new buildings, including: 1) The development of a method to synthesize weather-normalized cooling energy use from a correlation of Motor Control Center (MCC) electricity use when chilled water use is unavailable, 2) The development of an improved method to analyze measured solar transmittance against incidence angle for sample glazing using different solar sensor types, including Eppley PSP and Li-Cor sensors, and 3) The development of an improved method to analyze chiller efficiency and operation at part-load conditions. Second, three new calibration methods were developed and analyzed, including: 1) A new percentile analysis added to the previous signature method for use with a DOE-2 calibration, 2) A new analysis to account for undocumented exhaust air in DOE-2 calibration, and 3) An analysis of the impact of synthesized direct normal solar radiation using the Erbs correlation on DOE-2 simulation. Third, an analysis of the actual energy savings compared to three different energy baselines was performed, including: 1) Energy Use Index (EUI) comparisons with sub-metered data, 2) New comparisons against Standards 90.1-1989 and 90.1-2001, and 3) A new evaluation of the performance of selected Energy Conservation Design Measures (ECDMs). Finally, potential energy savings were also simulated from selected improvements, including: minimum supply air flow, undocumented exhaust air, and daylighting.
