A comparative analysis identifies the important themes that emerged from this effort. Recommendations and future needs are also discussed in this Volume. (MM).
Book Synopsis Financial Evaluation of Environmental Investments by : Tuula Moilanen
Download or read book Financial Evaluation of Environmental Investments written by Tuula Moilanen and published by IChemE. This book was released on 1996 with total page 204 pages. Available in PDF, EPUB and Kindle. Book excerpt: Traditional ways of analyzing investments, like net present value or payback calculations, do not deal adequately with environmental issues. Future liabilities and the long time-scale over which a product or process has an impact on the environment are not generally included, and risk is not incorporated properly. This text takes a holistic view of decision-making. The authors advance a methodology which puts the expected monetary values of different investment and risk scenarios into a mathematical model. Features of the model are a wider set of cost-benefits, a disciplined approach to risk and uncertainty, a consideration of the environmental aspects of every facet of an investment, quantification of less tangible things like corporate image and future liabilities, and a strict treatment of items like pollution monitoring that have been passed off as overheads. Case studies and examples of analysis to help you put it all into practice are included.
Book Synopsis Evaluating Research Efficiency in the U.S. Environmental Protection Agency by : National Research Council
Download or read book Evaluating Research Efficiency in the U.S. Environmental Protection Agency written by National Research Council and published by National Academies Press. This book was released on 2008-07-17 with total page 152 pages. Available in PDF, EPUB and Kindle. Book excerpt: A new book from the National Research Council recommends changes in how the federal government evaluates the efficiency of research at EPA and other agencies. Assessing efficiency should be considered only one part of gauging a program's quality, relevance, and effectiveness. The efficiency of research processes and that of investments should be evaluated using different approaches. Investment efficiency should examine whether an agency's R&D portfolio, including the budget, is relevant, of high quality, matches the agency's strategic plan. These evaluations require panels of experts. In contrast, process efficiency should focus on "inputs" (the people, funds, and facilities dedicated to research) and "outputs" (the services, grants, publications, monitoring, and new techniques produced by research), as well as their timelines and should be evaluated using quantitative measures. The committee recommends that the efficiency of EPA's research programs be evaluated according to the same standards used at other agencies. To ensure this, OMB should train and oversee its budget examiners so that the PART questionnaire is implemented consistently and equitably across agencies.

Download or read book Review of Monetary and Nonmonetary Valuation of Environmental Investments written by and published by . This book was released on 1995 with total page 197 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report was prepared under the Monetary and Other Valuation Techniques Work Unit of the USACEEvaluation of Environmental Investments Research Program. Overall, the objectives of this Work Unit are to: (1) identify relevant socioeconomic use and nonuse values associated with environmental projects; (2) improve the linkages between environmental output measures and necessary inputs to socioeconomic evaluation; (3) develop, test, and provide guidance for nonmarket valuation of environmental project outputs; and (4) assess the appropriateness of nonmonetary evaluation techniques for prioritizing programs at the national level. The conceptual foundation and institutional setting for pursuing further study are developed in this initital report. Specific objectives are to: (1) describe services provided by environmental resources and systems and methods for their measurement or valuation; (2) review existing research programs and products; and (3) evaluate the resource constraints on potential Corps' field applications. The report concludes with recommendations for further research. Independent expert views from an economist, engineer, ecologist and psychologist as to environmental outputs and valuation techniques are included as appendicies. (MM).

Book Synopsis Environmental Evaluation and Global Development Institutions by : Geeta Batra
Download or read book Environmental Evaluation and Global Development Institutions written by Geeta Batra and published by Routledge. This book was released on 2021-10-10 with total page 231 pages. Available in PDF, EPUB and Kindle. Book excerpt: Evaluation is increasingly important for finding sustainable solutions for the people and the planet, based on a systematic analysis of what works, for whom, and under what circumstances, and to contribute to the achievement of the Sustainable Development Goals, as they pertain to the environment. This book explores why the Global Environment Facility (GEF) invests in evaluation for accountability and learning to inform its decision-making on programming priorities, and how this leads to wiser funding decisions and better program performance on the ground. The book is based on real-life experiences of how to make evaluation count for international environmental action. Drawing upon comprehensive evaluations of the GEF, it provides unique insights from authors responsible for designing, implementing, and disseminating the findings of the evaluations. No other multilateral development or environment agency places evaluation fully at the center of their decision-making. The book outlines the trends in the global environment and the changing landscape of international environmental finance. It defines the role of the GEF and explains its institutional framework and the unique partnership that involves donor and recipient countries, multilateral development banks, UN agencies, nongovernmental organizations (NGOs), and national agencies in the developing countries. Further, it provides useful pointers to other organizations wishing to enhance evidence-based decision-making for improving their relevance, performance, and impact. The book will be most suitable for graduate-level, specialized study in a variety of disciplines such as environmental and development economics, political science, international relations, geography, sociology, and social anthropology.
