Book excerpt: "Over the past decade, Congress passed legislation to address its concern regarding allegations of contractor and U.S. Forces' involvement in sexual slavery, human trafficking, and debt bondage. Prior to 2000, allegations of sexual slavery, sex with minors, and human trafficking involving U.S. contractors in Bosnia and Herzegovina led to administrative and criminal investigations by U.S. Government agencies. In 2002, a local television news program aired a report alleging that women trafficked from the Philippines, Russia, and Eastern Europe were forced into prostitution in bars in South Korea frequented by U.S. military personnel, which resulted in an investigation and changes to DoD policy. In 2004, official reports chronicled allegations of forced labor and debt bondage against U.S. contractors in Iraq. These incidents were contrary to U.S. Government policy regarding official conduct and reflected poorly on DoD."--Page 1.

Forces personnel and contractors working for DOD overseas involving sexual slavery, human trafficking, and debt bondage attracted media attention and motivated Congressional action. Prior to 2000, instances of sexual slavery, sex with minors, and human trafficking involving U. S. contractors in Bosnia and Herzegovina led to administrative and criminal investigations. In 2002, a local television news program aired a report that women trafficked from the Philippines, Russia, and Eastern Europe were forced into prostitution in bars in South Korea frequented by U. S. military personnel. In 2004, reports chronicled allegations of forced labor and debt bondage against U. S. contractors in Iraq, leading to foreign embassy involvement. These incidents were contrary to U. S. Government policy regarding official conduct and reflected poorly on DOD. This report is the first in a series, and it discusses results of our review of contracts awarded in FY 2009. We announced this project on August 5, 2009. Our objective was to review a sample of DOD contracts for compliance with the "Trafficking Victims Protection Act of 2000," 22 U.S. C 78 (2009), as amended, and to summarize DOD CTIP investigative efforts. We examined a sample of contracts solicited, awarded, and administered by Army, Navy, Marine Corps, and Air Force command in the U. S. Pacific Command area of responsibility, specifically, the Republic of Korea, Japan, and U. S. Territory of Guam. Subsequent reports will cover additional Combatant Command geographical areas of responsibility. Our contracts sample consisted of construction and service contracts, each with a total value of $5 million or more and awarded in FY 2009. We believe that this sample met the "heightened risk" standard stated in the statute.

Book excerpt: In June 2002 the Inspector General of the Department of Defense initiated a Human Trafficking Assessment Project in response to concerns expressed by 13 Members of Congress regarding media reports that "U.S. military personnel, particularly those stationed in South Korea, are engaged in activities that promote and facilitate the trafficking and exploitation of women." The first phase of that project addressed concerns involving United States Forces Korea (USFK). Our Phase I report dated July 10, 2003, identified several opportunities to build on the aggressive efforts taken by USFK leadership to combat human trafficking in Korea. In response to our Phase I report, 26 Members of Congress (including the original 13), signed a letter to the Secretary of Defense dated October 13, 2003 (Attachment A), concluding with the following admonition: Combating trafficking in human beings is an ongoing and worldwide issue. Commanders and service members at all levels must understand their role in helping to eradicate the scourge of human trafficking and to avoid giving any indication that DOD turns a blind eye to this barbaric practice.

Available in PDF, EPUB and Kindle. Book excerpt: The U.S. government has a zero tolerance policy for human trafficking, as established in a presidential directive, but trafficking in persons (TIP) of foreign workers on U.S. government contracts overseas persists. GAO and DODIG reports on overseas U.S. military operations have highlighted TIP among foreign workers employed on contracts. This report examines, among other things: the extent to which selected DOD components have implemented oversight and training requirements for CTIP in contracts and the extent to which selected DOD components have tracked and reported investigations of TIP incidents in contracts from fiscal years 2015 through 2020. GAO is making six recommendations to improve DOD oversight of contractors’ CTIP efforts and reporting of TIP in contracts: two to strengthen guidance on oversight, one to reinstate requirements on reporting the percentage of people trained, and three to clarify guidance for reporting on TIP investigations.

Book excerpt: Human trafficking has many names and can take many forms - pimp control, commercial sex, exploitation, forced labor, modern slavery, child labor, and several others - and the definitions vary greatly across countries and cultures, as well as among researchers. In the United States, the Trafficking Victims Protection Act (TVPA) is the cornerstone of counter-trafficking efforts. It provides guidance for identifying and defining human trafficking, and it authorizes legislation and appropriations for subsequent counter-trafficking measures both within and outside of the federal government. First enacted in 2000, the TVPA has since been reauthorized by three administrations, and it includes a directive for the President to establish an Interagency Task Force to Monitor and Combat Trafficking. The subsequent Frederick Douglass Trafficking Victims Prevention and Protection Reauthorization Act of 2018 also includes provisions for victim services and plans to enhance collaboration efforts to fight trafficking abroad. To explore current and innovative sampling methods, technological approaches, and analytical strategies for estimating the prevalence of sex and labor trafficking in vulnerable populations, a 2-day public workshop, Approaches to Estimating the Prevalence of Human Trafficking in the United States, was held in Washington, D.C. in April 2019. The workshop brought together statisticians, survey methodologists, researchers, public health practitioners, and other experts who work closely with human trafficking data or with the survivors of trafficking. Participants addressed the current state of research on human trafficking, advancements in data collection, and gaps in the data. They discussed international practices and global trends in human trafficking prevalence estimation and considered ways in which collaborations across agencies and among the U.S. government and private-sector organizations have advanced counter-trafficking efforts. This proceedings summarizes the presentations and discussions of the workshop.
