Book excerpt: Among the many models and tools available for solid waste management (SWM), the integrated SWM decision support tool (ISWM DST) developed at North Carolina State University provides a comprehensive and integrated approach that considers cost and environmental factors associated with a large set of waste processing options. ISWM DST is designed to generate alternative SWM strategies that meet user-defined cost and environmental objectives. In addition to an array of site-specific inputs, this tool includes a large number of model parameters, which are currently treated deterministically with point estimates for inputs. A high degree of variability and uncertainty is known to exist in these input parameters, affecting the uncertainty in the model outputs. The absence of a systematic procedure to consider uncertainty in ISWM DST is a major drawback. The goal of this study is to develop and incorporate an uncertainty analysis component into ISWM DST. A Latin Hypercube Sampling (LHS) procedure is coupled with a simulation approach to enable uncertainty propagation. The capabilities of this new component are demonstrated using a realistic case study in which a series of scenarios are examined assuming uncertainty in a subset of the input parameters. For each scenario, the alternative strategy development capabilities of ISWM DST is first applied, the then each SWM strategy is evaluated under conditions of uncertainty. Performance of alternative strategies is compared, and more reliable or robust strategies are identified. New and useful insights that were not apparent under deterministic conditions were gained, contributing more information to assist in SWM decision making. Further, correlation analysis was conducted to identify the uncertain input parameters that contribute mostly to the output uncertainty. This information is also expected to be valuable in making more informed decisions. In summary, this research contributes by significantly enhancing via the uncertain.

The volume's main finding was that no alternative technology was preferable to incineration but that work should continue on the neutralization technologies under Army consideration. In light of the fact that alternative technologies have evolved since the 1994 study, this new volume evaluates five Army-chosen alternatives to the baseline incineration system for the disposal of the bulk nerve and mustard agent stored in ton containers at Army sites located in Newport, Indiana, and Aberdeen, Maryland, respectively. The committee assessed each technology by conducting site visits to the locations of the technology proponent companies and by meeting with state regulators and citizens of the affected areas. This volume makes recommendations to the Army on which, if any, of the five technologies has reached a level of maturity appropriate for consideration for pilot-scale testing at the two affected sites.

Book excerpt: Municipal Solid Waste (MSW) management systems are increasingly getting complicated with the growth of urban areas. Mathematical programming and simulation models have been introduced to MSW in the 1970's. The majority of solid waste models that have been introduced employ optimization techniques for the design of the least cost solid waste systems. The application of optimization techniques is difficult due to the variety of management processes (recycling, composting, anaerobic digestion, incineration, and landfilling), and the existence of uncertainties associated with number of system components and their interrelations. Moreover, the increasing environmental concerns and the emphasis on material and energy recovery are gradually changing the orientation of MSW management and planning. Consequently, recent solid waste models require the optimization of both socio-economic and environmental considerations. The objective of this study is to develop a model that can serve as a solid waste decision support system (SWDSS) with the objective of assisting decision makers in MSW management and planning. The model will take into account solid waste generation rates, composition, collection, treatment, and disposal as well as the environmental impacts of various MSW management techniques. A linear programming model with the framework of dynamic optimization will be applied to achieve such a goal. This model requires the presence of economic and environmental impact cost estimates which are very sensitive and consequently local data are required for comparison with international estimates. The model will serve as a tool to evaluate various MSW management alternatives and obtain the optimal combination of technologies for the handling, treatment and disposal of MSW in a more economical and environmentally sustainable way.
