Book excerpt: Increasing number of crashes has been a major concern to safety engineers and planners nationwide. The State of North Carolina, which has seen more than 220,000 reported crashes per year during last three years, is no exception in this regard. The state and local agencies are spending a lot of money to improve road safety and mobility on North Carolina roads. Several studies have been carried out to better understand the causes of road crashes to pro- actively apply safety treatments. Pavement roughness is a factor that influences ride quality. A low value of pavement roughness may result in low friction or rolling resistance whereas a high value may affect ride quality and reduces the ability to control the vehicle at high speeds. Thus, it should not be too low or too high. This study focuses on evaluating the relationship between pavement roughness and occurrence of the road crashes. Pavement profile data collected by NCDOT (North Carolina Department of Transportation) using laser profilometer on 5 selected corridors in used to evaluate the relationship. Pavement roughness is determined in terms of IRI (International Roughness Index) using ProVAL (Profile Viewing and Analysis) software. Scatter plots and bivariate analysis indicate that a reasonably strong relationship exists between pavement roughness and crashes. In general, results show that the number of crashes decreases as pavement roughness increases. Multivariate analysis considering predictor variables such as traffic volume data, length, and roadway features data along with pavement roughness showed mixed results.

Laser profilometer data obtained from the NC Department of Transportation (NCDOT) is processed to calculate estimated pavement macrotexture at one-sixteenth of a mile interval according to the ASTM standards. Crash data collected over the same lengths of the corridors were integrated with the calculated pavement macrotexture. Scatter plots, bivariate analysis and multivariate analysis showed that a strong relationship exists between pavement macrotexture and crash incidences on NC roads. Analyses and evaluation indicate that crashes decrease with increase in pavement macrotexture on NC roads. Pavement macrotexture greater than or equal to 0.06" (but typically less than 0.12") would be most appropriate to provide safe and efficient transportation to road users.

Similar results were observed when analyzed to study the relationship between dry crashes, wet crashes, injury crashes and property damage only crashes with pavement macrotexture. The statistical parameters indicate that the relationship between pavement macrotexture and logarithm of crashes is relatively strong than when compared to crashes. The relatively low R2 values indicate that pavement macrotexture alone cannot explain the crashes on NC roads. Predictor variables such as million vehicle miles of travel (as function of traffic volume and length), the number of interchanges, the number of at-grade intersections, the number of grade separated interchanges and the number of bridges, culverts and overhead signs were considered along with pavement macrotexture to study their relationship with crashes. Multivariate analyses were conducted by considering crashes and logarithm of crashes as dependent (target) variable. In all the cases tested, models with logarithm of crashes as dependent variable showed a very strong relationship with macrotexture than when compared to models with crashes. Analyses and evaluation indicate that crashes decrease with increase in pavement macrotexture on NC roads. Pavement macrotexture greater than or equal to 0.06" (but typically less than 1.2") would be most appropriate to provide safe and efficient transportation to road users. The results can be used by NCDOT to pro actively apply treatments to increase pavement macrotexture so as to improve safety on NC roads.

Pavement distresses directly affect ride quality, and indirectly contribute to driver distraction, vehicle operation, and accidents. In this study, analysis was performed on highways in the states of Arizona, North Carolina and Maryland for years between 2013 and 2015 in order to investigate the relationship between accident rate and pavement roughness and rutting. Two main types of data were collected: crash data from the accident records and roughness and rut depth data from the pavement management system database in each state. Crash rates were calculated using the U.S. Department of Transportation method, which is the number of accidents per vehicle per mile per year multiplied by 100,000,000. The variations of crash rate with both International Roughness Index (IRI) and rut depth were investigated. Linear regression analysis was performed to study the correlation between parameters. The analysis showed positive correlations between road roughness and rut depth in all cases irrespective of crash severity level. The crash rate data points were high for IRI values above 250-300 inches/mile in several cases. Crash road segments represent 37-48 percent of the total length of the network using 1-mile segments. Roughness and rut depth values for crash and non-crash segments were close to each other, suggesting that roughness and rutting are not the only factors affecting number of crashes but possibly in combination with other factors such as traffic volume, human factors, etc. In summary, it can be concluded that both roughness and rut depth affect crash rate and highway maintenance authorities should maintain good pavement condition in order to reduce crash occurrences.

Book excerpt: Pavement conditions may have a significant impact on traffic safety, a correlation which needs to be studied and quantified. The research reported in this dissertation investigates the relationship between pavement conditions (specifically, ride quality and distresses of the pavement surface) and crash rates (CR) by examining traffic safety performance over time under changing pavement conditions for selected asphalt concrete (AC) and Portland cement concrete (PCC) pavement sections on in-service U.S. highways. This dissertation covers four topics on the relationship between pavement conditions and CR on highways. The first study examines different model formulations to investigate the effect of roadway (rigid pavement) surface conditions on traffic safety for highways in Ohio. In another study, conducted on U.S. highways for both AC and PCC pavement, various regression models are used to investigate whether pavement conditions correlate with CR. For both studies, a quadratic relationship is identified as the most effective for linking the CR with the International Roughness Index (IRI). The IRI values for PCC pavement corroborate those in the Ohio study. In the third study, an effort is made to better understand the potential effects of two different measurements, IRI and pavement Surface Distresses Indices (SDIs), on traffic crashes on U.S highways. The results show that a quadratic model may best fit the data for both types of pavement when including IRI and SDIs. In the fourth study, overall cracking indices are developed based on SDIs for AC and PCC pavements. The results show a relationship between the developed overall indices and CR with second-order (polynomial) models. The findings of these studies suggest two major conclusions. First, there is a clear correlation between CR and pavement conditions. Second, worsening pavement conditions can lead to more accidents in a normal driving environment. The models developed in these studies can be used to predict the safety of AC and PCC pavement sections on in-service highways, enabling state and local transportation agencies to better understand the problem and formulate appropriate remedial action strategies. The findings of this study may encourage extra vigilance from drivers and inform transportation officials in pavement maintenance decision-making.

Book excerpt: Faced with continuously increasing maintenance due to aging infrastructure, the Texas Department of Transportation (TxDOT) is evaluating the potential impact of reduced funding on highway safety. The main objective of this thesis is to develop a methodological procedure to identify threshold levels of pavement skid resistance for highways in the context of traffic crashes, assisting TxDOT Administration and engineers in making proper maintenance decisions. As a result, the efficiency and safety of the highway system could be preserved. The scope of this study covers all types of state-maintained highways in Texas. The primary objectives of this thesis include: 1) synthesis of literature; 2) quantification of the relationship between crash risk and pavement skid resistant; 3) determination of critical skid resistant threshold levels; and, 4) benefit cost analysis. A detailed methodology framework was developed and a comprehensive database was generated from four data files containing pavement, geometry, traffic, and crash information to support this research. The impact of skid resistance level on crash risks was proven to be significant based on the results of regression analysis and insights provided by TxDOT experts. The quantitative relationships between crash risk and skid resistance were quantified using the Crash Rate Ratio method. Hierarchical structure grouping was used to categorize the entire network into homogeneous groups based on traffic level, roadway alignment and other factors. Critical skid resistance threshold levels were determined for the whole state as well as for stratified highway groups. Finally, benefit/cost ratio analyses were conducted to evaluate the effectiveness of pavement maintenance treatments to restore or increase skid resistance.
