Book excerpt: In 2004, California voters passed the Mental Health Services Act, which was intended to transform California's community mental health system from a crisis-driven system to one that included a focus on prevention and wellness. The vision was that prevention and early intervention (PEI) services comprised the first step in a continuum of services designed to identify early symptoms and prevent mental illness from becoming severe and disabling. Twenty percent of the act's funding was dedicated to PEI services. The act identified seven negative outcomes that PEI programs were intended to reduce: suicide, mental health-related incarcerations, school failure, unemployment, prolonged suffering, homelessness, and removal of children from the home. The Mental Health Services Oversight and Accountability Commission (MHSOAC) coordinated with the California Mental Health Services Authority (CalMHSA), an independent administrative and fiscal intergovernmental agency, to seek development of a statewide framework for evaluating and monitoring the short- and long-term impact of PEI funding on the population. CalMHSA selected the RAND Corporation to develop a framework for the statewide evaluation. This report describes the approach, the data sources, and the frameworks developed: an overall approach framework and outcome-specific frameworks.

Available in PDF, EPUB and Kindle. Book excerpt: First published in 1999, this volume examines how, in the middle of the nineteenth century, Dr John Snow is reputed to have wrenched the handle from a street pump in central London, forcing people in the neighbourhood to change their drinking habits and so preventing them from contracting cholera from the dirty water. Aspects of the story may be apocryphal, but the general drift of Snow's assault on disease has enormous appeal for health, education, social services and police professionals working with children in need. Why spend so much time struggling to find strategies to cope with the more intractable problems among adolescents, when the problems might be prevented from occurring in the first place? This book tries to untangle some of the complex ideas that underpin effective prevention and early intervention activity on behalf of children experiencing social or psychological difficulty. It describes twenty programmes from Europe and America that have made an impact and where there has been an attempt to evaluate their usefulness. On this basis it suggests some principles for more effective preventive practice.

Book excerpt: "Prevention research has traditionally focused on preventive interventions tied to specific disorders, e.g., substance abuse, conduct disorders, or criminality. This produced "silos" of isolated knowledge about the prevention of individual disorders but not about interventions that work across disorders. This handbook is the first to comprehensively describe current research and practice in mental health prevention programs that is organized around comprehensive prevention systems that reach across all disorders and all institutions within a community. Throughout the book preventive interventions are seen as a necessary component of effective mental health programs, not as a replacement for therapeutic interventions"--Provided by publisher.

Available in PDF, EPUB and Kindle. Book excerpt: Many Californians experience serious and impairing mental health issues, but fewer receive the care that they need. In light of this, the California Mental Health Service Authority (CalMHSA), a joint power authority of counties working together on statewide mental health projects, administers prevention and early intervention (PEI) campaigns that seek to address mental health stigma and encourage people to get mental health support. This report describes surveys of a representative sample of California adults, conducted at two time points, to understand (1) the reach and impact of CalMHSA's mental health PEI campaigns and (2) how Californians are faring with respect to their mental health attitudes, knowledge, and use of mental health resources.

Book excerpt: Over the past few decades there have been major successes in creating evidence-based interventions to improve the cognitive, affective, and behavioral health of children. Many of these interventions have been put into practice at the local, state, or national level. To reap what has been learned from such implementation, and to explore how new legislation and policies as well as advances in technology and analytical methods can help drive future implementation, the Institute of Medicine-National Research Council Forum on Promoting Children's Cognitive, Affective, and Behavioral Health held the workshop "Harvesting the Scientific Investment in Prevention Science to Promote Children's Cognitive, Affective, and Behavioral Health" in Washington, DC, on June 16 and 17, 2014. The workshop featured panel discussions of system-level levers and blockages to the broad implementation of interventions with fidelity, focusing on policy, finance, and method science; the role of scientific norms, implementation strategies, and practices in care quality and outcomes at the national, state, and local levels; and new methodological directions. The workshop also featured keynote presentations on the role of economics and policy in scaling interventions for children's behavioral health, and making better use of evidence to design informed and more efficient children's mental health systems. Harvesting the Scientific Investment in Prevention Science to Promote Children's Cognitive, Affective, and Behavioral Health summarizes the presentations and discussion of the workshop.

Book excerpt: Communities provide the context in which programs, principles, and policies are implemented. Their needs dictate the kinds of programs that community organizers and advocates, program developers and implementers, and researchers will bring to bear on a problem. Their characteristics help determine whether a program will succeed or fail. The detailed workings of programs cannot be separated from the communities in which they are embedded. Communities also represent the front line in addressing many behavioral health conditions experienced by children, adolescents, young adults, and their families. Given the importance of communities in shaping the health and well being of young people, the National Academies of Sciences, Engineering, and Medicine held a workshop in June 2016, to examine the implementation of evidence- based prevention by communities. Participants examined questions related to scaling up, managing, and sustaining science in communities. This publication summarizes the presentations and discussions from the workshop.

Available in PDF, EPUB and Kindle. Book excerpt: This book sets out the current state of knowledge about what works in reducing impairments to children’s health and development. Little and Maughan’s book applies a high standard of proof and reproduces only the work of the leading intervention scientists from around the world. After discussing the real world challenges to more effective children’s services, the book goes on to cover policy and practice proven to change the lives of all children, and extends also to effective programmes targeted at children with specific disorders. Examples include changes in household income, early years support, moving families to less disadvantaged communities, improving parenting and using schools to better mental health. The benefits of evidence-based programmes are specified, as are the costs to society of not intervening. The evidence is used to make recommendations about getting effective policy and practice into routine use, and includes illustrations of successful applications of these ideas.
