As the trend has evolved, the security-development nexus has received significant attention from policymakers as a new means to address security threats. Integrating the traditionally separate areas of security and development, the nexus has been promoted as a new strategy to achieve a comprehensive, people-centred approach. Despite the enthusiasm behind the security-development nexus, it has received significant criticism. This book investigates four tensions that influence the integration of security and development to understand why it has failed to live up to expectations. The book compares two case studies of internationally driven initiatives to address organised crime as part of post-conflict reconstruction in Sierra Leone and Bosnia. Examination of the tensions reveals that actors addressing organised crime have attempted to move away from a security approach, resulting in incipient integration between security and development, but barriers remain. Rather than discarding the nexus, this book explores its unfulfilled potential. This book will be of much interest to students of war and conflict studies, development studies, criminology, security studies and IR in general.

Since the Union’s European (now Common) Security and Defence Policy (ESDP/CSDP) became operational in 2003, the EU has conducted more than 20 civilian and military operations that broadly served to either deter aggression in host countries, and/or to build or strengthen the rule of law. This sudden burst of EU activity in the realm of external security is interesting from both a scholarly and a policy perspective. On one hand, institutionalised cooperation in the field of foreign, security and defence policy challenges the mainstream in IR theory which holds that in such sovereignty-sensitive areas cooperation would necessarily be limited. On the other hand, the sheer quantity of operations suggests that the ESDP may represent a potentially significant feature of global governance. In order to understand the drivers behind CSDP, EU Foreign Policy and Crisis Management Operations analyses the policy output in this area, including the operations conducted in the CSDP framework. Up until now, many studies inferred the logic behind CSDP from express intentions, institutional developments and (the potential of) pooled capabilities. By mining the rich data that CSDP operations represent in terms of the motives and ambitions of EU governments for the CSDP, this book advances our understanding of the framework at large. Book excerpt: With the Lisbon Treaty in place and the European Union increasingly involved in international crisis management and stabilization operations in places near and far, this volume revisits the trajectory of a European strategic culture. Specifically, it studies the usefulness of its application in a variety of circumstances, including the EU’s operations in Africa and the Balkans as well as joint operations with NATO and the United Nations. The contributors find that strategic culture is a useful tool to explain and understand the EU's civilian and military operations, not in the sense of a ‘cause’, but as a European normative framework of preferences and constraints. Accordingly, classical notions of strategic culture in the field of international security must be adapted to highlight the specific character of Europe's strategic culture, especially by taking the interaction with the United Nations and NATO into account. Though at variance over the extent to which security and defence missions have demonstrated or promoted a shared strategic culture in Europe, the authors reveal a growing sense that a cohesive strategic culture is critical in the EU’s ambition of being a global actor. Should Europe fail to nurture a shared strategic culture, its actions will be based much more on flexibility than on cohesion. This book was published as a special issue of Contemporary Security Policy.

The vagaries of this process are clearly visible, yet insufficiently explained in the EU policies towards the post-Soviet space. EU Foreign Policy and Post-Soviet Conflicts examines EU intervention and non-intervention in conflict resolution, with a specific focus on the EU’s role in the post-soviet conflicts in the South Caucasus and Moldova: Abkhazia, South Ossetia, Nagorno-Karabakh and Transnistria. It explains how EU foreign policy affected these conflicts, but more importantly what EU intervention in these conflicts reveal about the EU itself. Based on extensive field research, the author argues that the reluctant EU intervention in post-Soviet conflicts results from a dichotomous relationship between EU institutions and some EU member states. Popescu argues this demonstrates that EU institutions use policies of ‘stealth intervention’ where they seek to play a greater role in the post-Soviet space, but they do so through relatively low-profile, uncontroversial and depoliticised actions in order to avoid visible Russian opposition. Exploring an array of questions related to the EU as a foreign policy actor, this book traces the politics of conflict intervention by EU institutions using original empirical data related to the EU decision making process and will be of interest to students and scholars of European politics, conflict resolution, foreign policy and Post-Soviet politics.
