In particular, it shows how modelling results can be combined with information from standard household surveys to provide an integrated analysis of the direct distributional impact of such programs and the indirect distributional and efficiency impacts arising from domestic financing mechanisms. This approach reflects the view that any credible poverty alleviation strategy must have a credible financing strategy underlying it, and this need for domestic financing can have important consequences for both the level and the distribution of household incomes. To illustrate the approach, the report focuses on the recent introduction in Mexico of an innovative poverty alleviation transfer program called PROGRESA, which has been used as a prototype for similar programs that have recently been implemented in other developing countries.

These programs provide money to poor families, conditional on certain behavior, usually investments in human capital-such as sending children to school or bringing them to health centers on a regular basis. Rawlings and Rubio review the experience in evaluating the impact of these programs, exploring the application of experimental and quasi-experimental evaluation methods and summarizing results from programs launched in Brazil, Honduras, Jamaica, Mexico, and Nicaragua. Evaluation results from the first generation of programs in Brazil, Mexico, and Nicaragua show that conditional cash transfer programs are effective in promoting human capital accumulation among poor households. There is clear evidence of success in increasing enrollment rates, improving preventive health care, and raising household consumption. Despite this promising evidence, many questions remain unanswered about the impact of conditional cash transfer programs, including those concerning their effectiveness under different country conditions and the sustainability of the welfare impacts.

That is, the government only transfers the money to persons who meet certain criteria. These criteria may include enrolling children into public schools, getting regular check-ups at the doctor's office, receiving vaccinations, or the like. They have been hailed as a way of reducing inequality and helping households break out of a vicious cycle whereby poverty is transmitted from one generation to another. Do these and other claims make sense? Are they supported by the available empirical evidence? This volume seeks to answer these and other related questions. Specifically, it lays out a conceptual framework for thinking about the economic rationale for CCTs; it reviews the very rich evidence that has accumulated on CCTs; it discusses how the conceptual framework and the evidence on impacts should inform the design of CCT programs in practice; and it discusses how CCTs fit in the context of broader social policies. The authors show that there is considerable evidence that CCTs have improved the lives of poor people and argue that conditional cash transfers have been an effective way of redistributing income to the poor. They also recognize that even the best-designed and managed CCT cannot fulfill all of the needs of a comprehensive social protection system. They therefore need to be complemented with other interventions, such as workfare or employment programs, and social pensions.

Written for policymakers and program managers in developing countries, in donor agencies, and in NGOs who have responsibility for designing interventions that reach the poor, it conveys what targeting options are available, what results can be expected as well as information that will assist in choosing among them and in their implementation. Key messages are: - While targeting 'works' - the median program transfers 25 percent more to the poor than would a universal allocation - targeting performance around the world is highly variable. - Means testing, geographic targeting, and self-selection based on a work requirement are the most robustly progressive methods. Proxy means testing, community-based selection of individuals and demographic targeting to children show good results on average, but with considerable variation. - Demographic targeting to the elderly, community bidding, and self-selection based on consumption show limited potential for good targeting. - There is no single preferred method for all types of programs or all country contexts. Successful targeting depends critically on how a method is implemented. Book excerpt: Cash transfers targeted to poor people, but conditional on some behavior on their part - such as school attendance or regular visits to health care facilities - are being adopted in a growing number of developing countries. Even where ex-post impact evaluations have been conducted, a number of policy-relevant counterfactual questions have remained unanswered. These are questions about the potential impact of changes in program design - such as benefit levels or the choice of the means - test - on both the current welfare and the behavioral response of household members. Bourguignon, Ferreira, and Leite propose a method to simulate the effects of those alternative program designs on welfare and behavior based on microeconometrically estimated models of household behavior. In an application to Brazil's recently introduced federal Bolsa Escola program, the authors find a surprisingly strong effect of the conditionality on school attendance, but a muted impact of the transfers on the reduction of poverty and inequality levels. This paper - a product of the Poverty Team, Development Research Group - is part of a larger effort in the group to understand the impact of policies on the distribution of incomes.

In this guide, the first of its kind, Oxfam staff members present the rationale behind cash-transfer programs, considering the arguments for and against cash as an alternative to commodity distribution. They also give guidance on when cash is the most appropriate intervention and how to assess this. Takaful was designed in 2015 as a conditional cash transfer program providing income support targeted to the most vulnerable, namely poor families with children under age 18. As one of the largest programs — both in absolute terms and in terms of share of the population covered — in the wave of national cash transfer programs spreading across Africa, as well as an innovator among countries in the Middle East, Egypt’s experience has the potential to serve as a model for these regions. The International Food Policy Research Institute (IFPRI), in collaboration with the Ministry of Social Solidarity, conducted a first-round evaluation of the program in 2017 to estimate its effects on household well-being (Breisinger et al. 2018). That evaluation found large positive impacts on several outcomes, most notably, household consumption. The second-round evaluation, conducted in 2022, found a shift toward greater investment in physical and human capital among program beneficiaries. This brief summarizes the main findings from that second-round evaluation, noting differences from the first evaluation results and providing key recommendations.

Book excerpt: Egypt introduced the Takaful and Karama Program (TKP), a pair of targeted cash transfer schemes in March 2015. Takaful and Karama was designed as a conditional cash transfer program providing income support targeted to the poor and most vulnerable; namely poor families with children (under 18 years of age), poor elderly (aged 65 years and above) and persons with severe disability. Originally implemented as an unconditional cash transfer, the program is now a conditional cash transfer program, but the conditionalities have yet to be monitored. Starting July 2017, households received EGP60 for each child under 6 years old, EGP80 for each child in primary education, EGP100 for children in preparatory education, and EGP140 for secondary education. As of June 2017, 90% of TKP beneficiaries were women. In 2018, the International Food Policy Research Institute (IFPRI) completed the first round of impact evaluation of TKP, based on household survey data collected after the first 15 months of the program. The evaluation found that TKP substantially improved wellbeing for poor households, increasing household consumption per adult equivalent by 8.4 percent. and reducing the probability that a beneficiary household is poor (< USD1.90 per capita per day) by 11.4 percentage points, which is comparable to several of the well-known, large-scale programs in Latin America where consumption impacts are on the order of 7-8 percent.
