Book excerpt: Since the early 1940s, radioactive wastes generated from the defense operations at the Hanford Site have been stored in underground waste storage tanks. During the intervening years, the waste products in some of these tanks have transformed into a potentially hazardous mixture of gases and solids as a result of radiolytic and thermal chemical reactions. One tank in particular, Tank 101-SY, has been periodically releasing high concentrations of a hydrogen/nitrous oxide/nitrogen/ ammonia gas mixture into the tank dome vapor space. There are concerns that under certain conditions a detonation of the flammable gas mixture may occur. There are two ways that a detonation can occur during a release of waste gases into the dome vapor splice: (1) direct initiation of detonation by a powerful ignition source, and (2) deflagration to detonation transition (DDT). The first case involves a strong ignition source of high energy, high power, or of large size (roughly 1 g of high explosive (4.6 kj) for a stoichiometric hydrogen-air mixture1) to directly initiate a detonation by ''shock'' initiation. This strong ignition is thought to be incredible for in-tank ignition sources. The second process involves igniting the released waste gases, which results in a subsonic flame (deflagration) propagating into the unburned combustible gas. The flame accelerates to velocities that cause compression waves to form in front of the deflagration combustion wave. Shock waves may form, and the combustion process may transition to a detonation wave.

This effort is sponsored by the Department of Energy (DOE/EM, EM-36). Even though the methodology described herein will be applied to the entire tank farm, this report focuses only on the risk from the weapons-production wastes stored in tank number 241-SY-101, commonly known as Tank 101-SY, as configured in December 1992. This tank, which periodically releases ({open_quotes}burps{close_quotes}) a gaseous mixture of hydrogen, nitrous oxide, ammonia, and nitrogen, was analyzed first because of public safety concerns associated with the potential for release of radioactive tank contents should this gas mixture be ignited during one of the burps. In an effort to mitigate the burping phenomenon, an experiment is being conducted in which a large pump has been inserted into the tank to determine if pump-induced circulation of the tank contents will promote a slow, controlled release of the gases. At the Hanford Site there are 177 underground tanks in 18 separate tank farms containing accumulated liquid/sludge/salt cake radioactive wastes from 50 yr of weapons materials production activities. The total waste volume is about 60 million gal., which contains approximately 120 million Ci of radioactivity.

Washington River Protection Solutions (WRPS) contracted the Savannah River National Laboratory (SRNL) to explore abatement technologies and strategies to remediate the vapors emitted through the ventilation system. In response, SRNL conducted an evaluation of technologies to abate, or reduce, vapor emissions to below 10% of the recognized occupational exposure limits (OELs). The evaluation included a review of published literature and a broadly communicated Request for Information to commercial vendors through a Federal Business Opportunities (Fed Biz Opps) web posting. In addition, SRNL conducted a workshop and post-workshop conference calls with interested suppliers (vendors) to assess proposals of relevant technologies. This report reviews applicable technologies and summarizes the approaches proposed by the vendors who participated in the workshop and teleconference interviews. In addition, the report evaluates the estimated performance of the individual technologies for the various classes of chemical compounds present in the Hanford Chemicals of Potential Concern (COPCs) list. Similarly, the report provides a relative evaluation of the vendor proposed approaches against criteria of: technical feasibility (and maturity), design features, operational considerations, secondary waste generation, safety/regulatory, and cost / schedule. These rough order magnitude (ROM) cost estimates are intended to provide a comparison basis between technologies and are not intended to be actual project estimates.

Also, included is a discussion of the strategy and plans to remedy hazardous conditions and remove other deficiencies related to the operation of the tanks. A three-pronged multimillion dollar integrated program has been initiated that (1) assesses and, on an as needed basis, defines remediation and/or mitigation actions to allow interim stabilization of high risk waste tanks; (2) upgrades existing facilities and instrumentation to meet current nuclear facility operations standards; and (3) addresses and upgrades the conduct of operations. For tanks that are considered at risk, extensive management controls presently are employed to ensure that the tanks continue to be maintained in a safe manner. In addition, comprehensive monitoring, characterization and applied research, and engineering efforts have been initiated to support resolution of safety issues. A key element of the Westinghouse Hanford Company effort is preventing future problems associated with creating potentially incompatible wastes as part of waste management activities associated with the planned disposal of the wastes in these storage tanks. Such efforts also will provide the basis for safe near future remediation of tanks and define and maintain the envelope of safety to support the ultimate disposal of all high- activity waste in Hanford Site tanks. 6 refs., 1 fig., 1 tab.
