Book excerpt: Los Angeles County used some of its Mental Health Services Act funds to greatly expand access to Full Service Partnership (FSP) programs. These programs, for individuals with serious mental illness, use a team approach to provide comprehensive, community-based psychiatric treatment, rehabilitation, and support to move toward recovery and resilience for target populations. For this report, the authors estimated annual government spending associated with five outcome areas targeted by FSPs: homelessness, criminal justice detention, behavioral health inpatient stays, connection to outpatient primary care, and employment. The focus is on government cost savings from these outcomes over a five-year period (2012-2016), comparing spending during the 12 months prior to individuals' enrollment in FSPs with the 12 months after FSP enrollment. There is evidence that the investment Los Angeles County has made in its FSP programs has yielded positive outcomes and resulted in a substantial decrease in spending on criminal justice detention and more-moderate decreases in spending on behavioral health inpatient stays and on clients who are homeless. There are also nonfinancial benefits, such as improved mental health and quality of life, that could not be incorporated into the financial analysis.

The evaluation found evidence that the Los Angeles County Department of Mental Health (LAC DMH) is reaching the highly vulnerable population it seeks to reach with its FSP and youth PEI programs. Furthermore, those reached by the programs experience improvements in their mental health and life circumstances. Refining data collection will enable more-thorough evaluation of processes of care and would inform the program's quality-improvement efforts.

Book excerpt: WhyWeRise is a social marketing campaign conducted by the Los Angeles County Department of Mental Health (LACDMH) that is focused on prevention of and early intervention for mental health challenges among county residents. The primary aim of the fall 2020 WhyWeRise campaign was to continue to raise awareness of resources available to support mental health in Los Angeles County, increase perceptions of support, and foster feelings of hope and connection. WhyWeRise includes WeRise events each spring. Because of the coronavirus disease 2019 (COVID-19) pandemic, WeRise events in 2021 were held both online and in person. LACDMH and the California Mental Health Services Authority commissioned the RAND Corporation to conduct an evaluation of the reach and impact of the fall 2020 WhyWeRise campaign and the 2021 WeRise online events. Surveys found that WhyWeRise successfully reached Los Angeles County residents, especially Hispanic residents and those who are economically and educationally less advantaged. Those whom the campaign materials reached agreed that the materials made them feel that their mental health was important. Los Angeles County residents exposed to the campaign were more likely to be aware of the information and resources offered by LACDMH and to say that LACDMH is available for them if they need help. Those who attended WeRise online events said they felt empowered by the events, connected to community, and hopeful about the future. They also said that they knew where to find mental health resources.
