Currently, funds in many state transportation budgets are depleting. Nowadays, State DOT officials together with researchers are exploring various transportation financing approaches and they are considering the utility, merits, challenges, and impacts of these approaches. A major financing approach being considered relies on the collection of tolls on existing toll roads and on roads on which tolls are not presently collected. Recent technology advancements in Open Road Tolling and All-Electronic Tolling have provided State DOTs with the opportunity to consider expanding the use of toll revenue to finance transportation investments. These two types of tolling technologies appeal to motorists by allowing them to maintain their current highway speed while going through a toll plaza. In addition, many State DOT officials now view toll based approaches as viable "user fee" based strategies together with other alternative approaches such as the fuel tax and sales tax. Central to this research is a case study of the Boston Metropolitan area. The case study includes the formulation and preliminary evaluation of toll based financing approaches potentially suitable for consideration in Massachusetts. The approaches include increases to existing tolls and placing tolls on selected roadways not currently tolled. The evaluation includes estimates of changes in demand and anticipated revenues associated with these toll based approaches. It is expected that the results of this research will be of interest to State DOT officials in Massachusetts and other states.

Book excerpt: As states continue to consider taking on more responsibility in transportation, a major issue State Departments of Transportation (DOTs) face relates to financing future transportation investments. At present, many state transportation policymakers and State DOT administrators are considering alternative financing approaches to generate future revenue sources for transportation investments. This dissertation focuses on several user fee based approaches currently being considered by state transportation policymakers and administrators in the U.S. Examples of such approaches include: increasing the current fuel tax and indexing the fuel tax to inflation; implementing an odometer based vehicle miles traveled (VMT) fee approach through vehicle inspection programs in selected states; establishing a global positioning system (GPS) based VMT fee approach for heavy vehicles where privacy and implementation costs are less of a concern; and increasing existing tolls and charging tolls on existing roads that do not have tolls, preferably with open-road tolling (ORT) and all-electronic toll (AET) payment systems. Meanwhile, major questions of interest relate to the potential impacts or consequences of such financing approaches. Central to this dissertation is the development of a conceptual framework and analytical methods to aid state transportation policymakers and administrators in the planning and formulation of alternative financing approaches suitable for consideration in their state. The application of the framework and methods is illustrated in a case study. This case study includes an evaluation of alternative toll scenarios on a section of Interstate 93 in the Boston Metropolitan area where at present tolls are not charged. A major conclusion of the case study is that placing tolls along interstate highways where tolls are not currently collected has the potential to provide a significant source of revenue for State DOTs but that other impacts including route diversion, privacy, and equity need to be considered and addressed in the decision-making process. It is expected that the results of the dissertation will be of interest to state transportation policy makers as well as State DOT administrators currently involved in the development of a comprehensive transportation finance policy.

This book was released on 2014 with total page 469 pages. Available in PDF, EPUB and Kindle. Book excerpt: For more than a decade, transportation officials have been concerned that, at current levels, the fuel tax, the primary funding source of surface transportation in the United States, would not provide enough revenue to satisfy the ever rising transportation needs. Recent studies have evaluated alternative funding strategies at the national and state levels. In this dissertation, the author improves this evaluation procedure by developing a multi-criteria evaluation of different funding options for implementation in Texas using a technique called PROMETHEE. This evaluation uses a new criteria system established through his Delphi survey of Texas-based experts who are experienced in transportation financing and/or participate in transportation funding policy decisions. With a well-organized survey process, the author tries to develop a consensus among the officials from metropolitan planning organizations in Texas, various districts of the Texas Department of Transportation and the staff of the Texas Legislative Transportation Committee members regarding the criteria and their weights. The resultant criteria weights seem to indicate that the expert panel members recognize the importance of public opinion and its impact on reaching a legislative solution. They appear to be less concerned about criteria that may be addressed through research and modifications to the funding alternatives. This research shows that the funding policy is not seen as a tool for improving user efficiency; this result differs from the common view in the literature that encourages the fuel tax's replacement with VMT charges, which have high implementation and operating costs. Since the criteria system is based on a Texas based panel opinion, it likely strengthens the credibility of the resultant recommendations among the public. Based on his evaluation, the author recommends increasing the fuel tax and tolling all new freeway capacity, while gradually moving towards congestion based tolls on all toll roads as the set of future funding options. Through a scenario analysis, he shows that his recommendations are not affected by the differences in opinion regarding the criteria weights or any uncertainties in the scoring. Complex, high-cost methods that require advanced technology such as VMT charges and tolling of all existing urban highways are not preferred. Previous researchers' attempts to identify new alternatives have mainly concentrated on improving the revenue sustainability and promoting efficient travel behavior. With this research, the author tries to bring back the focus to public acceptance and any factors that influence it. Effort to improve the public awareness of transportation funding needs and to improve the public acceptance of increasing the fuel tax and other user charges appear critical for future success. The author also analyzes the choice of implementing local funding solutions in place of statewide funding solutions. In the expert survey, the panel members suggest a balance between the two types of funding while the statewide funding should remain primary. Based on the literature review and Delphi survey responses, the author proposes the integration of both methods such that statewide funding remains primary, local funding is coordinated by regional planning and the user-pay principle continues to govern transportation funding.

Book excerpt: In recent years, there has been an increasing emphasis placed on local and regional integration in major planning projects and infrastructure development including roads, rail and waterways. This emphasis is not only on integrating various projects, but also integrating them with related issues such as housing, industry, environment and water. In other words, land-use planning and infrastructure management have become more spatially-oriented. This book brings together experts in the fields of spatial planning, land-use and infrastructure management to explore the emerging agenda of spatially-oriented integrated evaluation. It weaves together the latest theories, case studies, methods, policy and practice to examine and assess the values, impacts, benefits and the overall success in integrated land-use management. In doing so, the book clarifies the nature and roles of evaluation and puts forward guidance for future policy and practice.

Book excerpt: This synthesis will be of interest to administrative and financial officials of toll authorities, as well as members of the governing boards of these agencies. It will also be of interest to state departments of transportation and to legislators who are exploring innovative methods for financing major highway facilities. This synthesis also provides useful information for bonding and other financial institutions. It presents information on the current tolling policies and practices employed by highway, bridge, and tunnel tolling authorities throughout the United States. This report of the Transportation Research Board presents a profile of the traditions, pricing practices, and operational aspects of the tolling industry. Based on information derived from survey responses from 41 toll organizations, representing over 90% of annual U.S. toll transactions, the research for the synthesis indicates that the tolling industry employs a wide range of policies and practices, including many innovative approaches, used in response to the need to provide improved highway facilities. Case studies of several selected innovative tolling practices are discussed: variable/congestion pricing; high- occupancy toll, or HOT lanes; public-private partnerships; interagency partnerships; and others such as state infrastructure banks (SIBs), shared resource agreements, and transportation utility fees. Detailed information on the experience of states with privatization of highway facilities is also presented. A unique summary of the future issues to be addressed in the tolling industry as gleaned from the survey concludes the document.

States, in financing their road-building programs, also rely heavily on motor fuel taxes and on fees paid by highway users. But these revenues are insufficient. This study reviews several approaches to augment traditional sources of funding for highways. The analysis covers changes in rules governing federal aid, state infrastructure banks, federal credit assistance, and private-sector financing of roads. Charts and tables.

Book excerpt: The concept of ‘the triple bottom line’ has recently emerged to describe a new framework for development aimed at achieving economic and social balance while maintaining the long-term integrity of ecological systems. This requires measuring not only the economic viability of projects, but also their impact on the environment and their contribution to society. We live in a world where most people are aware of the importance of our environment. The way in which this realisation came about has, in hindsight, not been as simple as could have been expected. Systematic evaluations of the economic viability of projects using discounting date back to the beginning of the last century and are something which has been readily accepted, especially over the last few decades. However, an integrated approach, including environmental and social aspects, is much more recent, and even now, the methods and methodologies for such an approach are still being developed. This volume details the state of the art of the development towards the triple bottom line. It indicates where there is still debate about fundamental principles, where theory has been overlooked in the name of convenience, and where there are still unresolved problems. The discussions provided here will serve to provide a more detailed understanding of what we do in our calculations, what they mean and the limitations thereof.

Book excerpt: Sustainable poverty reduction and equitable economic development depend on the solid foundation of the rule of law. These reforms are underpinned by legal reform, whether it be to increase efficiency in business transactions, benefit from globalization policies, improve the way governments deliver essential services, or facilitate access to a more efficient and effective justice system. Internationally, rules and frameworks of cooperation are required in order to confront new global threats, such as communicable diseases, attacks on the environmental commons, destabilizing capital movements, and money laundering. The World Bank Legal Review, the first in a new annual series, offers a combination of legal scholarship, lessons from experience, legal developments, and recent reports on the many ways in which the application of law and the improvement of justice systems promote poverty reduction, economic development, and the rule of law. This book, produced by the Legal Vice Presidency of the World Bank, is a publication for policymakers and their legal advisers, attorneys and other professionals involved in the area of international development.
