Sustentado en diversidad de paisajes, ecosistemas, climas, cultura, identidad, educación, capacidad de trabajo y desarrollo empresarial además de la conectividad regional e interregional. De manera que el reto consiste, entonces, en diversificar la economía, desarrollando una industria turística atractiva, capaz de dar respuesta, por lo menos en parte, a la necesidad de nuevas fuentes de ingresos, con proyectos generadores de empleo e impulsadores de inversión y consumo; generando fuentes de ingresos alternos al negocio cafetero y sus efectos, en algunos casos negativos, como base de la economía regional. Una vez identificados los proyectos que de alguna ú otra manera podrían aportar al desarrollo económico sostenido de la región, como es el caso del proyecto, Parque Temático de Flora y Fauna de Pereira; resulta necesario, plantear los componentes de inversión, ingresos esperados por la operación y, los costos y gastos generados por la implementación del mismo. Al tener un estimativo del monto generado por estos conceptos, se trata entonces, de actualizar los valores en un momento de tiempo determinado y común, para el respectivo análisis y construcción de flujos de caja. De esta forma resulta posible conocer la bondad del proyecto a través de los distintos indicadores, como lo son: el Valor Presente Neto (VPN), la Tasa Interna de Retorno (TIR) y la relación beneficio-costo. La presente evaluación, retoma entonces, las proyecciones de presupuestos de inversión, ingresos, costos y gastos, generados por la operación del mismo. Los actualiza a valor presente, basado en diferentes estudios propios del proyecto y coordina con las entidades encargadas de la materialización del mismo. En general, el proceso de urbanizacion de la ciudad ha respondido a dos procesos paralelos, un desarrollo formal planificado y un crecimiento espontaneo caracterizado por la ilegalidad y pirateria, que han generado procesos de degradacionn ambiental materializados entre otros fenomenos, por la creciente consolidacion de escenarios de riesgo. En este contexto resulta pertinente indagas sobre la viabilidad de la aplicacion de un instrumento de gestion del suelo como la recuperacion de plusvalias en la gestion del riesgo, a partir del analisis del desarrollo de un plan parcial, para este caso de estudio el plan parcial parque tematico de flora y fauna en el municipio de Pereira y vislumbrar posibles lineamientos que orienten la gestion ambiental local.

Dicho plan, formula una serie de acciones dirigidas hacia la prevencion, mitigacion, correccion y/o compensacion de los posibles efectos, generados en los recursos naturales y comunidad presentes en la zona del proyecto, desde los mismos diseños del area turistica hasta su operacion y mantenimiento. El plan manejo se divide en tres fases: la elaboracion de la linea base o caracterizacion biofisica y socioeconomica de la zona del proyecto; la evaluacion de impacto, donde se identifican, caracterizan y valoran los efectos sobre los elementos del medio posiblemente afectados (suelo, paisaje, biodiversidad, agua, aire y comunidad), y el diseño del plan de manejo ambiental, el cual comtempla las acciones a implementar por recurso natural posiblemente afectado, el plan de contingencias y el plan de seguimiento y monitoreo, todos construidos con base en fichas. Si bien, las obras de construccion del parque tematico de flora y fauna no requieren de licencia ambiental, la corporacion autonoma regional de risaralda (CARDER) exige una serie de permisos y concesiones para el manejo de los recursos naturales presentes en el area del proyecto. Las acciones formuladas en el plan de manejo ambiental atienden a las disposiciones de la autoridad ambiental competente y son el insumo para acceder a los permisos requeridos durante el desarrollo del proyecto.
