The first meeting was organized in 1959 and dealt with Variable Stars, the last one was held in 1981 and focussed on 'Binary and Multiple Stars as Tracers of Stellar Evolution'. The present conference was organized to commemorate the 200th anniversary of the birth of Friedrich Wilhelm Bessel, who was born in Minden on July 22, 1784, and died in Konigsberg on March 17, 1846. When the plan for an international conference on astrometric binaries was presented to several colleagues, we received enthusiastic support and decided to pursue the idea. A Scientific Organizing Committee was soon established, consisting of: Z. Kopal Manchester, u.K.S.M. Gong Nanjing, China (Chairman) M. Grewing Tiibingen, F.R.G.V. Abalakin Pulkovo, U.S.S.R.P. v. d. Geyer Bonn, F.R.G. The meeting took place in Bamberg at the Remeis-Observatory, Astronomical Institute of the University Erlangen-Nurnberg, from June l3 to 15, 1984. The following institutions generously supported the meeting: Deutsche Forschungs gemeinschaft, Bonn; Stadt Bamberg; Universitat Bamberg; Universitat Erlangen Nurnberg; University of Manchester.

This book addresses the concepts and methods of the respective construction techniques leading to the stellar frame of the FK5 (fifth fundamental catalogue) and to the newly adopted extragalactic radio reference frame, ICRF (international celestial reference frame), with its extension to optical wavelengths by the Hipparcos Catalogue. While principal outlines of meridian circle observations are given, emphasis is put in some detail on the VLBI technique as applied to astrometry, and to the observational techniques used in the Hipparcos mission, including the tie of the originally non-anchored rigid Hipparcos sphere into the ICRF.

Leo Blitz (now at the University of Maryland) and I decided that there was a need, and agreed that we would organize one in Vancouver in the Spring of 1982. The purpose of the workshop was to have an intensive exchange of ideas between some of the most active workers in the field regarding the recent work which has been significantly changing our concepts of the Milky Way. To achieve this we limited the number of participants, and planned the program so that there was ample time for discussion. The meeting appeared to work very well, both scientifically and socially, and this volume contains 50 of the 55 papers that were The discussion was very lengthy, but since the papers were presented. written up after the meeting many of the points raised have been in the publications, and it seems pointless to reproduce it incorporated here. Professor Fricke's contributions to astronomy encompass the areas of galactic dynamics, radial velocities, stellar statistics. the fundamental reference system and the constant of precession. Participants were welcomed to the Uni versi ty of Texas by Professor J. Parker Lamb, Chairman of the Department of Aerospace Engineering and Engineering Mechanics. The presentations ranged from discussions of astrometric problems concerned with the reference system, the constant of precession, major and minor planet observations, planetary ephemerides and lunar and satellite laser ranging, to a study of disc galaxies in massive halos. The program concluded with a review of Professor Fricke's career. The three sessions were chaired by Victor G. Szebehely, Carol A. Williams and Jay H. Lieske. The participants in this meeting, and in the Division on Dynamical Astronomy meeting that followed, were happy that Professor Fricke was able to attend. His presence at these meetings, as well as his thoughtful comments, were greatly appreciated. We are pleased to acknowledge the support of the Center for Space Research, the Department of Astronomy and the Department of Aerospace Engineering and Engineering Mechanics of the University of Texas at Austin.
