Book excerpt: Bringing the eastern European economies in transition (defined more precisely in the Introduction) under the economic, political, and secu rity umbrella of the European Union (ED) has been an ambition of many of these countries from the very start of the so-called annus mirabilis in 1989. The road to gratification of this aspiration since then has been rather bumpy, however one wants to look at recent events. Indeed, since 1989 the relationship between the EU and the economies in transition has been ebbing and flowing with the evolution of two main strands of policy stances in the EU. One has been deep skepticism about bringing these countries into the Union at all in any foreseeable future. This in spite of the fact that, after long hesitation, in mid 1993 the EU Member States committed themselves eventually to explore accession with selected transition economies, as well as Cyprus and Malta. The other has been their evolving attitude toward their own integration endeavors. Hence the dilemmas, in the EU's parlance, of the "deepening versus widening" conundrum. That indeed constitutes the paramount issue addressed in the present investigation.

Networks of Modernity: Germany in the Age of the Telegraph, 1830-1880 offers a fresh perspective on the history of Germany by investigating the origins and impact of the 'communications revolution' that transformed state and society during the nineteenth century. It focuses upon the period 1830-1880, exploring the interactions between the many different actors who developed, administered, and used one of the most important technologies of the period-the electric telegraph. It reveals the channels through which scientific and technical knowledge circulated across Central Europe during the 1830s and 1840s, stimulating both collaboration and confrontation between the scientists, technicians, businessmen, and bureaucrats involved in bringing the telegraph to life. This book charts the political career of Árpád Göncz, outlining the outstanding contribution he made to Hungary’s transition to democracy. Drawing on a wide range of sources, including archives and interviews with Göncz himself and others, it shows how Göncz, unlike Havel who was a playwright and whose political role was largely symbolic, was a campaigning politician all his life, consistently advocating social democratic, but not communist, values. Imprisoned from 1956 for his participation in the 1956 uprising, Göncz was a highly-effective political operator in the transition period around 1989, and as president wielded real power effectively. As politics in Hungary are again marred by deep division and fragmentation, Göncz’s success in bringing rival groups together is even more pronounced.

The idea of an “ever closer union”, as laid down in the preamble of the 1992 EU Treaty, could experience a renaissance. Against this background, the 13th Network Europe Conference addressed the importance of the integration project in times of global crises and the challenges in various policy areas, as well as the EU’s relations with its eastern and southern neighbors and its role vis-à-vis global actors such as China and Russia.
