Book excerpt: Media have played an important role in framing the public debate on the “refugee crisis” that peaked in autumn of 2015. This report examines the narratives developed by print media in eight European countries and how they contributed to the public perception of the “crisis”, shifting from careful tolerance over the summer, to an outpouring of solidarity and humanitarianism in September 2015, and to a securitisation of the debate and a narrative of fear in November 2015. Overall, there has been limited opportunity in mainstream media coverage for refugees and migrants to give their views on events, and little attention paid to the individuals’ plight or the global and historical context of their displacement. Refugees and migrants are often portrayed as an undistinguishable group of anonymous and unskilled outsiders who are either vulnerable or dangerous. The dissemination of biased or ill-founded information contributes to perpetuating stereotypes and creating an unfavourable environment not only for the reception of refugees but also for the longer-term perspectives of societal integration.

Book excerpt: The overarching objective of this study - as laid down in the Terms of Reference (ToR) - is to "explore the conditions affecting -favouring or impeding- the coverage of EU topics across the different media segments". This is a pivotal step to inform future decisions in the area of Multimedia Actions, and contributing to a better mapping of the news media situation in the Union and helping understanding the evolution and functioning of the sector. According to the ToR, "an appropriate coverage of EU affairs with a European perspective would mean that a media company is seen by its viewers as a unique source of up-to-date news about the EU and the Member States, that is objective and informative, providing the right balance for the viewers between local, European and international news, contributing to debate about European issues and to a sense of European identity". In line with the definition provided by the European Commission, this study refers to "European Affairs" in the broadest possible meaning. EU Affairs are thus intended as all relevant news with an "European perspective" - transcending the narrow understanding on daily news reports about the activities of the main EU institutions. Indeed, the scope of the study includes the assessment of topics such as: - Economic, political and cultural affairs of all Member States, compared and contrasted in the way in which they deal with the same issues; - Decisions taken at national and regional level which have the potential to shape views on the EU or affect the daily lives of significant numbers of EU citizens in other Member States; - Economic, political and cultural affairs of one EU Member State, illustrating to citizens of other EU countries how issues of common concern are addressed. To be qualified as "EU Affairs", these topics should be reported with an "European perspective" - which - as clarified by the European Commission - should have at least one of the following features: - Reporting on EU Affairs in the broadest sense of the word, i.e. going beyond daily news reports about the activities of the European Union institutions; - Reporting national news from a cross-border perspective and issues that themselves have a direct influence on European Union policy; - Reporting on international affairs relevant directly or indirectly to EU citizens, taking the European perspective into account, e.g. predominantly using commentators based in the EU or in a position that qualifies them to comment from a European point of view. The scope of this study entails several features, topics and drivers affecting the coverage of European Affairs -. The report includes the following sections: - Overview of the weight and key trends of the news media sector in Europe - The broad drivers and factors affecting journalism in Europe and their implications on the coverage on EU Affairs - The specific conditions (positively/neutral/negatively) influencing the coverage of EU affairs in the different EU members - Identification of potential gaps and opportunities for coverage of EU affairs in the news media sector that could merit further EU intervention in this area.
