Overall, the strength of this edited volume is that it compiles in a systematic way quantitative and qualitative analysis of these renewed Southern European migration flows and draws the lessons from this changing climate on EU migration.

Building on the earlier Ashgate publication EU Labour Migration Since Enlargement, the editors have assembled a team of experts from across Europe to shed light on the critical issues raised by internal labour mobility within the EU in the context of economic crisis and labour market pressures. The book's chapters tease out the links between economic developments, regulatory frameworks and migration patterns in different European countries. A central focus is on issues of skills and skills mismatch and how they relate to migration forms, duration and individual decisions to stay or return. Based on detailed analysis of European and national-level sources, the results presented clearly contradict assumptions about a "knowledge driven migration". Rather, over-qualification and the corresponding underutilisation of migrant workers' skills emerge as a pervasive phenomenon. At the same time the characteristics of migrants - not just skills, but socio-demographic characteristics and attitudes - and also their labour market integration are shown to be very diverse and to vary substantially between different sending and receiving countries. This calls for a differentiated analysis and raises complex issues for policymakers. Examples where policy has contributed to positive outcomes for both migrants and domestic workforces are identified. Unique in analysing labour migration flows within the European Union in a comparative manner putting skills into the centre and taking account of the effects of the economic crisis, while addressing policy concerns this is a valuable resource for academics, policymakers and practitioners alike.

Book excerpt: The field of migration studies has mushroomed all over the world and has now gained a certain academic autonomy. However, as the editors to this volume, Maria Kousis, Aspasia Chatzidaki and Konstantinos Kafetsios insist that the study of migration cannot be separated from the wider social, economic and political contexts in which mobility takes place. For Greece, as for Europe at large, that context can be summarised by the now ubiquitous word 'crisis' or, to be more exact, three crises - the first arising from the ramifying effects of the 2008 financial crisis, the second from the movement of migrants and refugees to Europe during 2015/2016, and the third from the Covid-19 crisis, commencing in 2020. Greece was at the vortex of the first two crises, though, thankfully, she has so far been relatively less affected by the Covid crisis. So dispiriting was the period from 2008 onwards that, on the surface, it was difficult to discern periods of normalcy between the crises. Sotiris Laganopoulos, the Secretary of the Bodossaki Foundation, a Greek philanthropic organisation active in supporting refugees and migrants, even suggested that the foundation had to administer its programmes during a period of 'perma-crisis'.1 The great virtue of this pathbreaking and carefully curated collection of 15 studies on mobilities in Greece during the three crises is that the authors probe the complex reactions and interactions happening below the surface. In their introduction, the editors commend the multi-disciplinary nature of the contributions. Of course they are right, but even more impressive is that it is often difficult, without looking at the authors' affiliations, to tell what the contributors' home disciplines are. As a perceptive scholar, George Homans remarked long ago that this happens when 'the problem is in control'.2 In short, when facing a complex issue and a fast-moving reality, a scholar has to grab whatever insights and information are available, unfiltered by prior loyalties and affiliations. Book excerpt: Offering an in-depth analysis of the impact of the economic crisis (2008–2012) on immigration movements and policies in the U.S. and Europe, the analysis in this book is guided by two key questions: What is the scope of change?; and did the crisis motivate this change or did other factors do so? The contributions to the book find that the crisis had immediate effects on migration patterns – migrants left crisis-stricken countries, naturalised in non-crisis countries where they had previously settled, or stopped migrating to formerly attractive countries which had been negatively affected by the crisis. Whereas prior to the crisis the majority of migrants were highly-skilled, during the crisis there was a shift to vulnerable groups such as low-skilled workers and women. The book also finds that migration policies have indeed changed in times of crisis. However, these changes are neither exclusively restrictions nor liberalisations, but encompass changes in both directions. Despite the coincidence of many policy changes with the crisis, these changes are not primarily induced by the crisis. Instead, politicians rhetorically used the crisis to promote both liberal and restrictive policy changes which were already in the making before the crisis. This book was originally published as a special issue of the Journal of Ethnic and Migration Studies.

Book excerpt: In the milieu of the current economic crisis, the most difficult challenge for high-skill migrants is their entry to and progression within the job markets of their host societies. Offering them the best opportunities for earning, career development and high quality of life; the OECD region remains the major zone of high-skill migration (HSM). There is a policy dilemma, however. On the one hand, the OECD countries need skilled migrants. On the other hand, the economic austerity caused by the global crisis demands that states introduce visa restrictions, which create shortages in specific sectors of the labour market and delay the after-crisis recovery. Moreover, immigration rules differ across nation-states and fluctuate over time. So are recruitment practices while migrating skilled workers desperately need employment security. In the light of all this, it seems reasonable to ask: What would be the optimal entry to the EU labour-markets for high-skilled third-country nationals at time of crisis? Examining the visa regimes for highly skilled migrants in four leading OECD countries, we propose several improvements in the current Blue Card scheme that would help attract and/or keep global talent in Europe meeting better the needs of the European labour market. We propose strengthening the link between higher education and access to the labour market at the EU level: graduates of PhD programmes in the EU should be entitled to stay in the EU with a 5 year permit provided they find a job within the 12 months following their graduation. This would enable their better insertion in the labour market and transfer to the EU long-term resident permit under the current 2003 directive and legislation. This reform would further boost the attractiveness of the higher education sector in EU countries, indeed an important "industry" in itself for European economies. It would also ensure that the prospective high skill workers have language fluency in the country's language where they seek employment and are acquainted with administrative regulations and the overall culture of that country as they have lived in for one or more years as students.
