Book excerpt: This volume features the proceedings of the NATO AR Workshop held in Kishinev, the capital of Moldova, a fom1er Soviet Republic in the South Eastern Europe. OUiing 3 working days 26 reports were presented, 8 of them by, or in collaboration with, speakers from Kishinev. The reports arc presented in the order they were given at the Workshop. As the topic was rather wide-ranged, all the sittings were plenmy. The opening communication was made by the Mayor of Kishinev S. Urckian, who was the Chainnan of the Organizing Committee. It was followed by other reports of general orientation. The second half of the first day was devoted to the research results and problems of the Academy of Sciences of Moldova. On the second day the Workshop was hosted by the Technical University of Moldova. At the beginning, the ceremonial sitting of its Scientific Council took place, at which two scientists were made doctors Honoris Causa of that University: Prof. K. Frolov from Russia and Prof. G.Parissakis from Greece. Then the plenary sessions continued. The round-table talk, held in the second half of the last day, appeared to be very fruitful. A relaxed and friendly atmosphere of it was appropriate for establishing closer contacts and discussing problems of mutual interest for scientists, ingineers, managerial heads and officers and businessmen.

The policy of demolishing whole neighborhoods in the inner city, whether to replace them with luxury apartments or massive public housing projects, has been largely abandoned, and the return of the middle class, seeking housing bargains in the neighborhoods they fled years ago, has hastened the process. Europe has much to teach the United States about urban conservation: it was a pressing public concern there when in this country conservation was mainly a matter of protecting wildlife and wilderness areas. The twenty-two essays in this volume—while discussing the conservation experiences of major European cities that are of considerable interest in their own right—present a preview of some of the struggles and solutions that are emerging on this side of the Atlantic as the conservation movement grows and extends into more and more urban districts. "Urban pioneering" and "gentrification" are becoming increasingly common in this country as the middle class seeks—in the face of energy shortages and slower growth, especially in housing—to reclaim the core cities that so many had once abandoned for suburbia. The first part of the book is concerned with the conflicts and struggles that have occurred over urban redevelopment in such cities as Venice, Brussels and Bath. The essays in the second part of the book describe a number of conservation efforts and strategies in cities such as Bologna, Stockholm and London which have attempted integration of social and physical conservation. The emphasis throughout is on conservation in specific neighborhoods—some historic districts, others humble working-class residential areas, a few both at once—rather than on conservation at the metropolitan scale. The separate essays range over such diverse topics as the impact of large-scale development projects on the existing city, the conservation of city centers and historic neighborhoods, the protection of monuments, the eviction of low-income migrants, examples of gentrification, amenity and conservation legislation, participatory action groups, social conservation strategies, and the education of children in urban conservation. Book excerpt: This book explores the dynamics that have accompanied the implementation of large-scale Urban Development Projects (UDPs) in nine European cities within the European Union (EU). It contributes to the analysis of the relationship between urban restructuring and social exclusion/integration in the context of the emergence of the European-wide 'new' regimes of urban governance. These regimes reflect the reawakening of neo-liberal policy and the rise of a New Urban Policy favouring private investments and deregulation of property and labour markets. The selected UDPs further reflect global pressures and changing systems of local, regional, and/or national regulation and governance. These projects, while being decidedly local, capture global trends and new national and local policies as they are expressed in particular institutional forms and strategic practices. The large scale urban interventions were deliberately chosen as reflections of a particular hegemonic and dominant expression of urban policy, as pursued during the 1990s. The book provides a panoramic view of urban change in some of Europe's greatest cities. The nine case-studies include: The Europeanization of Brussels, The Guggenheim museum in Bilbao, the new financial district in Dublin, the science-university-technology complex 'Adlershof' in Berlin, the 1998 World Expo in Lisbon, Athens's bid to stage the Olympic Games, Vienna's Donau City, Copenhagen's Oresund project, and Naples' new business district. These case-studies testify to the unshakable belief the city elites hold in the healing effects that the production of new urban mega-projects and -events has on their city's vitality and development potential. The book also analyses the down side of this development in terms of social exclusion, the formation of new urban elites, and the consolidation of less democratic forms of urban governance. The principal aim is to show how the production of these new urban spaces is actually also part of the production of a new polity, a new economy, and new forms of living urban life that are not very promising for a socially harmonious and just future for metropolitan urban Europe.
