Book excerpt: Published every year, the report analyses the state of working Europe explaining with the aid of statistics and graphs the main trends in terms of Europe’s macro-economic situation, its labour market development, the situation of wages and collective bargaining, and worker participation. The focus of this year’s Benchmarking report is on the lessons learned – or not learned – from eight years of economic crisis and austerity policy. The findings point to policy failures and to the need to redefine alternatives in order to get Europe back on a sustainable growth path. The deterioration of the labour market and social situation in the EU, along with the appointment of a new Commission last autumn, have led to some renewed policy initiatives that seek to restore growth as a means of addressing the situation. The most notable of these initiatives is the Annual Growth Survey with its three pillars: the Investment Plan, fiscal responsibility and structural reforms.

Book excerpt: The scope of contemporary higher education is wide, and concerns about the performance of higher education systems are widespread. The number of young people with a higher education qualification is expected to surpass 300 million in OECD and G20 countries by 2030. Higher education systems are faced with challenges that include expanding access, containing costs, and ensuring the quality and relevance of provision. The project on benchmarking higher education system performance provides a comprehensive and empirically rich review of the higher education landscape across OECD countries, taking stock of how well they are performing in meeting their education, research and engagement responsibilities.

Book excerpt: Is the Europe 2020 strategy leading us, as it promises, towards smart, sustainable and inclusive growth? This is the main question addressed by this publication on the eve of this year’s Spring European Summit. The ETUC and ETUI offer a critical assessment of the strategy and its various components: will it be able to provide a framework for the creation of more and better-quality jobs? Are the policies and indicators set to promote an increase in social cohesion? How can workers better participate in the achievement of these various aims? Benchmarking Working Europe 2011 is structured in eight topical chapters illustrated by a significant number of graphs, and has a completely new layout. The various chapters on the different facets of Europe 2020 contain a carefully argued and critical analysis of the design and contents of the European mid-term strategy and of the state of the European economic, employment and social indicators. They question the underlying foundation which firmly places the emphasis on fiscal consolidation while neglecting the need for economic growth and quality jobs. The major problem is that, if the (macro) economics are wrong, all the other laudable targets and procedures in the Europe 2020 strategy – raising education standards and R&D spending, reducing poverty – will prove entirely illusory, further undermining the credibility of Europe. Several of the contributions to this volume show that it is rather by raising social and environmental standards and wellbeing that we might succeed in achieving a sustainable growth pattern and a healthier and more cohesive society for the future.

Book excerpt: Widening economic and social gaps among EU member states, as well as among different groups and categories of citizens within society, are not only placing in jeopardy the future of Social Europe but threatening to undermine also the whole project of European integration. The post-2008 recession and debt crisis, helped along by EU leaders’ obstinate clinging to the failing remedies of fiscal austerity, have accelerated the disenchantment of millions of European citizens with the half-century-old project to build and consolidate a European Union. This is one of the most striking conclusions of the ETUI’s Benchmarking Working Europe report for 2013. Benchmarking Working Europe is one of the ETUI’s regularly appearing flagship publications. Issued annually since 2002, the report offers an alternative perspective on EU developments. Using publicly accessible data, it reveals what is actually going on behind the EU social and economic affairs headlines. After last year’s issue focused on growing inequality in Europe, this year’s Benchmarking Working Europe report will demonstrate by means of hard-hitting graphs and cogent arguments that Europe is, rather than converging, actually drifting apart in numerous respects.

Available in PDF, EPUB and Kindle. Book excerpt: This book fleshes out activities and initiatives in the field of education from across areas of European Union competence in order to highlight the extent to which education and training have penetrated the European Community’s policymaking since its creation. Policies are all too often placed in their individual silos, which can sometimes work against deeper understanding of policymaking and its reach across policy domains. This project avoids such compartmentalisation and instead crosses boundaries to explore education’s relationship with other policy areas, as well as its far-reaching role in the construction of a united Europe. It demonstrates education’s significance across the broad landscape of European integration by presenting a collection of case studies, which represent policy areas that have experienced the infiltration of education. These include: Migration, Health, Agriculture, Multilingualism, Media and Communications, and the environment.

Book excerpt: This book explores European governance and policy coordination within lifelong learning markets. Using an instruments approach, the editors and contributors examine the ways in which governance mechanisms employed by the European Union influence policy to regulate lifelong learning, and intervene in lifelong learning markets, at both European and national levels. Filling an important gap in the current literature, this book examines how strengthened policy coordination at the EU level contributed to the blurring of boundaries between policy fields and the redefinition of the function of adult education after the 2008 recession. Divided into three parts, this book draws on a range of case studies from countries including Spain, Denmark, Bulgaria and the UK. It will be of interest and value to students and scholars of education policy and governance, adult education and lifelong learning.

Book excerpt: A European Politics of Education proposes a sociology of education establishing connections between empirical data coming from European-scale comparative surveys, normative assumptions structuring actors’ representations and interpretative judgements, and a specific focus on Lifelong Learning policy areas. It invites readers to think about the place of standards, expertise and calculations in the European space from a common perspective, supported by a tradition of critical sociology and European political studies. The book: Addresses an important agenda: how the policies and politics of supranational Europe are making a European educational space Contains a response to the emergence of new epistemic governance and instruments at European level Contains contributions from the EU and the UK which give a comprehensive selection of perspectives and analysis of the field as it concerns Europe The complexity of the contemporary European education policy space is addressed here with new lines of inquiry as well as a reflexive outlook, on standardization, policy-making and actor engagement. Students and researchers of European policy studies, education policy analysts and theorists will all be particularly interested readers.

Book excerpt: The citizens of Europe are facing increasingly complex challenges to their career development nowadays. Over the span of their lifetime, they need to manage their careers, and make numerous decisions concerning education, training and employment - decisions, which seriously impact their futures and their wellbeing. To prepare citizens for these challenges, and to support them in the progress, competent career practitioners are needed. But what kinds of career practitioners are we talking about? And what do they need to be able to do? How can the quality of their training be assured? This handbook introduces common European competence standards for the academic training of career practitioners in Europe, together with some proposals and examples, of how to implement and establish such competence standards in practice. More than 200 experts from all across Europe have contributed to the development of these shared standards of the Network for innovation in Career Guidance and Counselling in Europe (NICE). The standards are already being used in many countries for the development of degree programmes.
