Book excerpt: The construction of the European Community (EC) has widely been understood as the product of either economic self-interest or dissatisfaction with the nation-state system. In Europe United, Sebastian Rosato challenges these conventional explanations, arguing that the Community came into being because of balance of power concerns. France and the Federal Republic of Germany—the two key protagonists in the story—established the EC at the height of the cold war as a means to balance against the Soviet Union and one another. More generally, Rosato argues that international institutions, whether military or economic, largely reflect the balance of power. In his view, states establish institutions in order to maintain or increase their share of world power, and the shape of those institutions reflects the wishes of their most powerful members. Rosato applies this balance of power theory of cooperation to several other cooperative ventures since 1789, including various alliances and trade pacts, the unifications of Italy and Germany, and the founding of the United States. Rosato concludes by arguing that the demise of the Soviet Union has deprived the EC of its fundamental purpose. As a result, further moves toward political and military integration are improbable, and the economic community is likely to unravel to the point where it becomes a shadow of its former self.

The first work on this subject to draw on previously inaccessible material from U.S. and French archives, the study offers a comprehensive analysis of Gaullist policies toward NATO and the United States during the 1960s, a period that reached its apogee with de GaulleOs dramatic decision in 1966 to withdraw from NATOOs integrated military arm. This launched the French policy of autonomy within NATO, which has since been adapted without having been abandoned. De GaulleOs policy often has been caricatured by admirers and detractors alike as an expression of nationalism or anti-Americanism. Yet Frederic Bozo argues that although it did reflect the GeneralOs quest for grandeur, it also, and perhaps more important, stemmed from a genuine strategy designed to build an independent Europe and to help overcome the system of blocs. Indeed, the author contends, de GaulleOs actions forced NATO to adapt to new strategic realities. In Europe, for example, populist right-wing activists organized around an anti-immigration agenda are becoming more vocal, providing pushback against the increase in migration flows from North Africa and Eastern Europe and countering support for integration with a categorical rejection of multiculturalism. In the United States, anti-immigration sentiment provides a rallying point for political and personal agendas that connect the rhetoric of borders with national, racial, and security issues. Digital Media Strategies of the Far Right in Europe and the United States is an effort to examine and understand these issues, informed by the conviction that an interdisciplinary and transnational approach can allow productive comparison of far-right propaganda strategies in Europe and the United States. With a special emphasis on performing ideology in the far-right music scene, on violent anti-immigrant stances, and on the far right’s skillful creation and manipulation of virtual communities, the contributions foreground the cultural shibboleths that are exchanged among far-right supporters on the Internet, which serve to generate a sense of group belonging and the illusion of power far greater than the known numbers of neo-Nazis in any one country might suggest. Moreover, with attention to transatlantic right-wing movements and their use of particularly digital media, the essays in this volume put pressure on the similarities among the various national agents, while accommodating differences in the virtual and sometimes violent identities created and nurtured online.
