Book excerpt: The Environment Food and Rural Affairs Committee reports that the European Commission's proposed package of measures for the dairy sector is not sufficient on its own to redress the problems facing the UK industry. It warns that farm-gate milk prices remain below the average cost of production and calls on the Government to set out its strategy to improve the state of the UK dairy sector. The MPs call on the Government to ensure that UK dairy farmers are offered written contracts by processors that specify either the raw milk price or the principles underpinning the price, the volume and timing of deliveries, as well as duration of the agreement. The Committee also argues that the forthcoming abolition of EU milk quotas coupled with growing global demand for dairy products creates a significant window of opportunity for UK dairy production. The Committee supports the European Commission's proposal to allow dairy producer organisations to jointly set prices but warned that without greater safeguards this could lead to competitive distortions. In addition, the Committee calls on DEFRA to promptly establish its position on large-scale dairy farming. DEFRA should also provide greater support for innovative research and development in the dairy sector that is focussed on novel uses and processes that add value.

Book excerpt: Worldwide pressure on milk prices has resulted from a combination of rising supply and falling demand, partly because of reduced demand from China and a Russian trade ban with the EU. Rapid and wide fluctuations in milk price bring pressure to bear on the UK dairy industry, and farmers have been leaving it in significant numbers in recent years. While there is no single solution to the problems created by these rapid changes in milk prices, it is incumbent on the Government, and Defra in particular, to promote UK dairy produce domestically and in growing export markets. Action to encourage the spread of Producer Organisations, a review of the EU intervention price for milk and clearer regulation on the labelling of dairy products could all assist a struggling industry. The voluntary code of best practice in the dairy industry, introduced after similar price difficulties in 2012, has been adopted by about 85 per cent of dairy producers and welcomed in improving matters as far as it goes. Closer attention is required, however, to the sharpness and frequency of price changes in the dairy market, which affect investment and financial planning. The Groceries Code Adjudicator's role, concerning the relationship between direct suppliers and major retailers, is too restricted to be of assistance to the vast majority of dairy producers, as they are indirect suppliers.

Book excerpt: The European Commission demanded in March that desinewed meat, which closely resembles minced meat and is used in many processed meat products, must be classified as "mechanically separated meat." Under EU rules, this meant that it could no longer be obtained from the bones of cattle, sheep and goats. The Government was caught unawares and has so far failed to protect UK producers despite that it has made it clear that there are no food safety risks associated with the use of desinewed meat. This report highlights the impact that the Commission's decision has had on the UK meat industry. One producer of desinewed meat, Newby Foods Ltd, has been forced to make almost half of its workforce redundant. Consumers are also expected to pay a price as desinewed meat, traditionally used in value ranges, is replaced by more expensive cuts of meat. The Committee's inquiry found that although similar processes are used elsewhere in the EU, only the UK has been forced into a ban after being threatened with "safeguarding measures" by the Commission. Now we must put pressure on the Commission to bring forward visits to other Member States so that there is a level playing field for our producers. We are now in the absurd situation where we could see this meat imported from elsewhere in the EU to take the place of domestically produced meat. The Committee also criticises the European Commission for failing to provide oral evidence to the Committee's inquiry, saying that it shows a "worrying disregard for democratic accountability

The dairy industry in Wales has an estimated total economic output of about £420m, one third (30%) of all Welsh agricultural production. There are 1,901 dairy farmers in Wales who produce 1.5 billion litres of milk per year, 12% of the total UK milk volume. The 224,000 dairy cattle in Wales constitute about 12% of the UK dairy herd. Long-standing cost pressures on dairy farmers came to a head in a crisis in summer last year, 2012, when processors announced a series of milk price reductions to be implemented at short notice. The Committee's key conclusions are: (i) The new voluntary code of practice is an important step forward to redress the balance in the contractual relationship between dairy producer and purchaser; (ii) The Committee urges all dairy processors who have not yet signed the voluntary code to do so; (iii) The code must be given time to work; (iv) Should the voluntary code fail, the UK Government must legislate for a statutory code of contracts.

The report recommends: the FSA be given the statutory powers to require producers to undertake testing, taking into account the level of risk; all testing results must be reported to the FSA whether they are mandated by the FSA or carried out independently; a broader range of testing to provide greater assurance to consumers. The Committee warns the Government that it should not, at this time, propose to reduce the labelling standards applied to British food. Moreover, the findings to date are likely to be the tip of the iceberg. The strong indications that people have intentionally substituted horsemeat for beef lead the Committee to conclude that British consumers have been cynically and systematically duped in pursuit of profit by elements within the food industry.

The Department has underspent its central Government funding allocation each year since the 2010 Spending Review. In 2013-4, Defra spent £2,433 million of its DEL to meet its strategic objectives which resulted in a £61 million (2 per cent) underspend compared to its budget. While supporting the Commission's desire to improve the environment, the EFRA Committee rejects the approach proposed. Instead it calls for the EU to set high-level objectives for the CAP that provide for flexibility to apply the right measures for local conditions through 'decentralising' environmental protection under the CAP to Member States. This report highlights the huge benefit that UK 'agri-environment' schemes have brought to biodiversity, food production and the countryside. The Committee also urged Defra to ensure that the UK's tenant farmers should not be excluded from these schemes. The Committee concludes that Defra must ensure the balance of funding between mandatory and voluntary aspects of the CAP should not leave UK farmers at a competitive disadvantage relative to their counterparts in the rest of Europe. MPs also warn that measures proposed by the Commission would be even more complex than the current system - adding costly bureaucracy and generating more errors in the system. Likewise, the committee concludes that the Commission's crop diversification measure would in the UK have perverse consequences that are far less environmentally beneficial than crop rotation. Of the three 'greening' measures offered, the Commission's proposal for Ecological Focus Areas (EFA) has the potential to deliver the greatest environmental benefit. However, the lack of definitions within the proposals make it difficult to assess what, if any, such benefits would actually be delivered

Defra must also work with Ofwat and the Environment Agency to tackle urgently those abstractions which are already causing severe damage to our rivers. It is "extremely disappointing" that the White Paper fails to set a target to increase levels of water metering. The report also highlights how bad debt in the water sector adds around £15 to each household's water bill every year. Defra must implement existing legal provisions rapidly to tackle this problem. The Committee also examines proposals to increase competition in the sector. They conclude that Defra should set a clear target date for opening a competitive retail market for water, and should take account of lessons that can be learned from Scotland. The Committee believes that the White Paper's proposals will fail to deliver a well-functioning retail market and suggests how to remedy this. The Government also needs to take action to encourage the development of Sustainable Drainage Systems (SuDS), which can reduce the risk of flooding, and to implement the relevant outstanding provisions of the Flood and Water Management Act 2010. It is "deeply worrying" that the Government had not yet reached an agreement with insurers about providing cover for homes in areas of flood risk

Since 2007 dogs have killed seven people, including five children, in private homes. The NHS also spends over £3 million annually treating dog attack injuries. Some eight assistance dogs a month, and thousands of livestock annually, are attacked by dogs. The Home Office approach to tackling antisocial behaviour is too simplistic; and fails to reflect the impact that poor breeding and training by irresponsible owners can have on a dog's behaviour. New rules should give enforcement officers more effective powers, including Dog Control Notices, to prevent dog-related antisocial behaviour. Local authorities need to devote more resources to the effective management of stray dogs. MPs call for changes in the legislation to give powers to extend the banned list to include other dogs with particularly aggressive characteristics. At the same time, those tasked to enforce legislation should have the discretion to neuter rather than destroy a banned animal where a particular dog poses no threat. The Advisory Council on Welfare Issues of Dog Breeding should be given a formal regulatory role to enforce standards. Any breeder producing more than two litters per year should be licensed and subject to welfare checks. The Kennel Club should stop registering puppies from breeders not compliant with its own Assured Breeder Scheme. It should also commission an independent annual review of Breed Standards led by vets to eliminate health problems linked to breeding for exaggerated characteristics. Lastly, MPs call on websites advertising pets to develop a voluntary Code of Practice

However, the report concludes that the Government needs to undertake further work before embarking on "upstream" competition, which would enable companies to compete in the supply of water.

The current law makes it impossible to bring criminal charges against an owner whose dog attacks someone in a private place, such as a home. The Committee welcomed the proposal to enable action to be taken regardless of where a dog attack happens. The Committee agree with the Government that the protection from prosecution should apply only when an attack takes place on a trespasser in the house, not in a surrounding area such as the garden or drive. However, measures taken by the owner to minimise the likelihood of their dog acting aggressively toward someone unexpectedly in such places should be taken into account by enforcement agencies and the courts. MPs fully support the measures to extend offences to those committed against an assistance dog, such as a guide dog, in the same way as if the attack were on a person. This reflects the significant consequences such attacks have on the daily lives of people who rely on assistance dogs. The Committee recommends that such offences should be extended to apply to any attack which injures a protected animal, such as a horse or livestock.

Book excerpt: The Environment, Food and Rural Affairs Committee warns that vaccination against bovine TB is expensive, offers no guarantee of protection and will provide little benefit in the immediate future. More than £58 million has been invested in vaccine research and development since 1994. Deployment of the injectable badger vaccine will cost an estimated £2,000-£4,000 per km2. The cattle vaccine is expected to cost £5-6 per dose and the DIVA test (which differentiates between infected and vaccinated cattle) costs £25. Small-scale studies to test the efficacy of the vaccine in cattle overseas have shown the protective effect to be between 56-68%, a level of protection that won't immediately solve the problems of bovine TB in the cattle industry. The UK needs more reliable skin tests than the current one that could miss one in four infected cows. An injectable BCG vaccine for badgers is now available but it does not confer complete protection and has no discernible effect on animals already infected with TB. An oral baited vaccine that can be laid at setts is likely to be cheaper and more practical, but development and deployment of it will take several years to resolve. A variety of ongoing research projects could make a real difference to the eradication of bovine TB in the United Kingdom. Book excerpt: The Committee agrees that Ministers must be responsible for policy, but there was confusion about where responsibility lay for responding to the horse meat discovery and urges the Government to reconsider the machinery of government changes it made in 2010 and make the FSA one step removed from the Government departments it reports to. Those responsible for the horsemeat scandal must be identified and prosecuted in order to restore consumer confidence in the UK's frozen meat sector. There was also surprise at the comparatively large number of horse carcasses from the UK which tested positive for the veterinary drug bute. A newly introduced system for testing horses for bute before they are released to the food system must continue with government and industry sharing the cost. The Committee also recommends: the Food Standards Agency must be more effective and given powers to compel industry to carry out food testing when needed; large retailers must carry out regular DNA testing of meat ingredients for frozen and processed meat products, with the costs borne by industry; all test results must be submitted to the FSA and a summary published on the retailers' website; the present system for issuing horse passports must change and a single national database be established in all EU Member States; the FSA should have powers to ensure all local authorities carry out some food sampling each year; local authorities should adopt targeted sampling without requiring intelligence to support it; the Government should ensure there are sufficient, properly trained public analysts in the UK
