Book excerpt: Since the mid 1990s, average growth rates of real GDP, labour productivity and total factor productivity in the EU have fallen behind US levels, whilst at the same time there is considerable diversity both in terms of growth performance as well as comparative levels between European countries. The main aim of this report is to show that these developments should be viewed from an industry perspective in terms of output, input and productivity performance, in order to examine to what extent variations across countries are largely due to industry structure. Aspects discussed include: industry structure and taxonomies, structural and cyclical performance, productivity performance at the company level, productivity-enhancing policies, data sources and methodology.

Book excerpt: A product of the Framework V research project, this book addresses one of the key problems facing the EU today: Why is the ‘new’ EU so much poorer than the ‘old’, and how will EU enlargement help to solve the problem? Focusing on the productivity problems underlying the East-West gap, it looks in particular at the role that foreign investment and R&D can play in closing it. Against that background, the book assesses what role proactive development policy might play in attacking the roots of low social productivity. Concluding that there will be a clear-cut process of convergence between East and West, albeit an incomplete one, it finishes with an assessment of the patterns of competitiveness, East and West, that are likely to emerge from this process of incomplete convergence. The material is based on a rich archive of empirical material which no competing title can match, and combines in-depth interviews with standard quantitative approaches and critical policy analysis.

Available in PDF, EPUB and Kindle. Book excerpt: The European Union (EU) was launched as a response to the economic dominance of the United States and – to a lesser degree – the Soviet Union. The nations of Western Europe were too small to compete against large scale and diversi?ed economies on their own. Six countries, eventually expanding to 27 (and counting), took a series of steps toward progressively deeper integration: the removal of int- nal tariffs, the construction of a common external tariff, the elimination of many (but not all) non-tariff barriers leading to a single market, and the adoption of a c- mon currency by 15 of the member states. The EU today equals and even exceeds the U. S. on many key indicators of performance. In the process, two similar but nonetheless divergent models of social and economic life stand in contrast with each other. The U. S. is more committed to capitalism and does little to dilute its harsh edges while the nations of Europe support wider social safety nets and more active regulation of commercial activity to mute the crueller aspects of the free-market. Until recently, the economic dynamism of the U. S. called into question whether the so-called European social model was sustainable in an era of globalization. The EU was slipping in competitiveness and was being challenged by new global pow- houses like China and India. Although the U. S. economy has slowed, there is little indication that European countries are capable of leveraging the situation to their advantage.

Book excerpt: In Italy, price-based competitiveness measures are not always an accurate predictor of trade outcomes. This paper offers a more comprehensive assessment of Italian competitiveness, focusing on the role of innovation and the evolution of Italy’s export market share. Overall, Italy maintains a high-quality export mix, and the adaptability of small-scale specialized firms is still a source of strength. But, small firm size is becoming less of an asset, and even the most innovative sectors are weighed down by the structural barriers that have depressed productivity more broadly. Italy’s future competitiveness will depend on full implementation of a comprehensive structural-reform agenda.

Book excerpt: Starting in the 1980s, competitive pressures and the ideology of competitiveness have shaken and transformed traditional models of development, public policy, and governance in Europe. This edited book carries out a comprehensive, interdisciplinary, and innovative analysis of the relationship between competitiveness and solidarity in the contemporary European Union. It offers an original contribution to the scholarly debates on the current developments and challenges of welfare states, social and economic policies, and forms of governance in the European Union. Bringing together an international team of cutting-edge scholars in the social sciences and the humanities, Competitiveness and Solidarity in the European Union sheds light on the conceptual richness and policy relevance of these relationships, pointing to important avenues to make the European Union more economically successful and socially fairer. This book will be of key interest to scholars and students of European Union studies and, more broadly, of EU Law, Public Policy, Economics, Sociology, Political Science, Geography, and Contemporary History.

Available in PDF, EPUB and Kindle. Book excerpt: The success of an economy to adapt quickly, flexibly, and effectively to the demands of the changing international economic environment can only be investigated using the achievements of other national economies or regions as a benchmark. This book analyzes the fundamental factors of competitiveness, which will, in turn, facilitate economic development and growth, in the new post-crisis environment. In the economic, social, legal, and technological environment that has emerged in recent years, as well as in the period after the recent financial crisis, it is critical to define, assess, and implement new pathways to competitiveness and economic development. The book covers all aspects of competitiveness and economic growth, from financial intermediaries to tourism and the digital economy, and from regulation and corporate governance to exchange rate dynamics and monetary policy issues. It uses empirical findings from a variety of different countries with divergent economic structures and policies. It examines the new system of production, and the technological, commercial, financial and institutional environment, with the aim of recommending a proportional division of benefits and costs of economic growth. It offers a fresh, holistic, and flexible concept to underscore the new relationship between competitiveness and economic growth. Such an approach is needed, whereby competitiveness is no longer a zero-sum game between countries, but is achievable for all countries. The book recommends future directions and offers policy solutions, and as such, will appeal to students, researchers, and policymakers, as well as those interested in the role of competitiveness in the operation of markets, productivity, and economic development, and how it might foster innovation and growth.

The report includes chapters on recent developments in growth, productivity and employment in Europe; the liberalisation of European energy markets; the regulatory environment in the context of the Strategy for Growth and Jobs; the financing of innovation; the concept of 'lead markets' in innovation policy; and a statistical annex with indicators of competitiveness at sectoral level.

This book discusses the various dimensions of competitiveness, with a special focus on Central, Eastern and Southeastern Europe. With products becoming ever more technically sophisticated and global interconnectedness on a relentless rise, quality, customer orientation and participation in production networks are as important as relative costs and prices. For Europe to proceed with convergence and to resist global competitive pressures, policies to boost productivity and innovation are therefore vital.

It presents a series of research findings from different areas of analytical work carried out at the 'Growth and Innovation' Directorate of the Joint Research Centre. The focus is on current challenges, with topics ranging from global value chains analysis to competition policy, and from the possible reasons for the recent EU productivity stagnation to the economic damage implied by FDI restrictions. The common denominator of all contributions is their aim to inform discussions on competitiveness and their relevance for EU economic policy.
