In the fIrst instance, this inquiry is addressed to those that have embarked on wide-ranging systemwide reforms. External constraints have been markedly hampering the introduction of market oriented economic mutations, thereby raising the cost of transition far above levels expected at the outset of the present wave of uniquely restructuring the countries involved. I explore here several angles of this discussion. But three stand out. One is the disintegration of the postwar framework for economic cooperation in that part of the world. Another is the disarray brought about by incisive economic transformations in the area. Finally, various national, regional, and international interest groups are at work there, hoping to mold somehow the drift of the reform, or at least key components thereof, in their own "image. " In the process it is often forgotten, as Ralf Dahrendorf (1990, p. 41) so pointedly remarked that "[ a]ll systems mean serfdom, including the . natural' system of a total . market order' in which no one tries to do anything other than guard certain rules of the game discovered by a mysterious sect of economic advisers.

Brexit could mean not only the reversal of its steady enlargement—from 6 to 28 member states—but also the beginning of an inexorable decline leading to its disintegration. However, few today seem to recollect that it was precisely the British who were the first to promulgate the political culture which inspired the European Union’s construction—democracy and federalism—and the first who tried to realise, in June 1940, a European federation on the basis of an Anglo-French union. This volume traces the fundamental stages of the European unification process, placing it in relation to the wider process of world economic and political integration. In particular, it analyses the historical significance of the European Revolution, which is identified in the overcoming of the nation state—namely the modern political formula which institutionalised the political division of mankind—and the birth of the first truly international state. The universal historical significance of the European Revolution lies in its exportability—as for the other great European revolutions—and, therefore, its potential as progressively extensible to all the states of the planet. Europe was indeed the first region of the world where the barriers between national states fell, and a post-national political identity emerged, complementary to national political identities. It is, in fact, in the context of the European Union that democracy beyond the borders of the nation state has first been realized, constituting a guiding principle for global governance.

However, over time, there has been a steady erosion of the nation states’ sovereignty, also in the area of monetary law. This process of erosion is still working from within and externally to the nation State or, in other words, from upwards to downwards and vice versa. Moving from upwards to downwards, highly interconnected financial markets have urged the national competent authorities to improve the global level of coordination in terms of sharing regulatory standards, supervisory models and risk-monitoring procedures. In the downwards-upwards direction, the concept of sovereignty is critically revised from the perspective of new and alternative means of payment, thanks to the growth of e-commerce and mobile commerce and new complementary currency projects. The European Union is a feasible institutional context in which to investigate the development of the governance of money. Indeed, the EU, considered as a “unique economic and political partnership”, has not laid down a clear-cut definition of money, but the Member States have been carrying on a varying transfer of sovereignty and, in particular, of monetary sovereignty. This book examines money as a means of payment and a reserve of value within the framework of the European Union, with particular attention to community-based currencies.
