Book excerpt: Under the heading of ± Agenda 2000 ? the European Union reformed in 1999 anumber of its important policies. The new EU actions aim to solve common Europeanchallenges in new and efficient ways, but the reforms are also part of the effort toprepare the European Union for enlargement with a number of new membercountries. Practical preparations are well under way for this historic opportunity toheal the previous divisions of Europe, and the financial help from the EU to theapplicant countries will be doubled. The European agricultural policy will in thefuture focus more on the environment, food quality and the vitality of rural life. TheEU regional policy continues to be one of the main instruments of solidarity amongEuropeans, helping to create jobs and economic development in less well-off regions. The overall frames for spending from the EU budget have been settled until the year2006.

Book excerpt: Accession of the Central and Eastern European Countries is one of the biggest political projects for the European Union. As in all previous enlargements the agricultural chapter proves to be one of the most sensitive fields of the negotiations. This book examines the effects of enlargement on agricultural markets and government expenditure in the candidate countries as well as possible effects of different choices in the politically sensitive areas of direct payments and production quotas. The ten candidate countries have quite diverse economic and agricultural characteristics. Membership in the European Union, therefore, leads to varying macroeconomic effects. Two chapters specifically deal with these aspects and their effects on agriculture as well as likely country-specific developments in Hungary and in Slovenia. The quantitative tools developed and used for this analysis have also been more widely used by governments and institutions in analyses of questions related to enlargement. The book describes and documents these quantitative tools. Contents: Agricultural Markets in Central and Eastern Europe - The CAP of 1992 - The Agenda 2000 policies - Quotas and direct payments - Land retirement - Welfare effects for producers and consumers.

Available in PDF, EPUB and Kindle. Book excerpt: Seminar paper from the year 2001 in the subject Politics - Region: Eastern Europe, grade: 1-2 (A-B), University of Freiburg (Political Economy), course: Seminar - Eastward Expansion, language: English, abstract: In the last years we lived to see the development of the European Union in political and - above all - in the economical and financial areas. The SEM, the Treaties of Maastricht and Amsterdam, the Single European Currency,... were joint steps to a better, more common and more human Europe; in mediating the global economy, European policymakers operate simultaneously in the Community, in national and local policy environments. But coevally some problems became bigger: problems of a bureaucratically kind, of legitimacy and of obscurity, for which the intellect of a single normal human could not be enough. With the „Agenda 2000“–Settings the member-states decided to enforce the enlargement of the EU, especially up to the east. But this step can cause difficulties, which are far beyond purely market problems. Before the impending enlargement can come, a lot of questions have to be asked and solved. One point of view concerns the ethnology, sociology and psychology as much as the politics: the search for a common European identity. It should be asked, if there exists or can exist such a common one, or if it is such an empty phrase, used by nationalist and opponents of the EU as well as by the advocators of a „house of Europe“. I would like to turn my attention to the Hungarian country as an example for the enlargement of the EU. Why Hungary? The European identity of the Hungarian people is deeply included within their national identity: 1. This country belongs to the more favoured group of applicant states listed in Agenda 2000, and always has possessed strong connections to the membercountries, 2. The people in this country share a common history, especially with Austria and Germany (as members of the recent EU), 3. They see themselves as the “Middle of Europe” – not only in a geographical way. But when we in the western part of Europe speak about this continent and this corpus europaeicum, we often forget to remember, that most of the post-communist countries of course had been an important part of Europe2 and that they share a lot of cultural, religious,... aspects with us, which could be displaced by the iron curtain only temporary.

Available in PDF, EPUB and Kindle. Book excerpt: European Union Enlargement offers an intense and detailed analysis of the almost ten-year process of preparing and negotiating the accession of Eastern, Southeastern, and Central European countries, as well as Mediterranean countries to the European Union. In the end, ten joined in 2004, with two more to follow in 2007. European Union Enlargement was written by two diplomats who were directly involved in that process. Sajdik and Schwarzinger relate their first-hand experience of proceedings that occurred behind closed doors. They detail how the vision of adding some countries gradually developed into the concrete policy intended to enlarge the European Union. A special chapter explains the Accession Process as well as the Union's strategy that prepared the candidate countries, in legal and economic terms, for membership. The authors describe in detail the complex negotiations that occurred from 1998 to 2002. These include activities of EU member states as well as the European Commission with respect to the candidate countries. They further offer a brief analysis of future possibilities of EU-accession by Balkan nations and Turkey. A number of topical chapters deal with particular key issues involved in the process: free movement of workers, agriculture, financing of the enlargement, transport, and nuclear safety. Other chapters deal with the enclave of Kaliningrad as well as the Stability and Association Pact for South East Europe. In addition to providing key information about the process, this volume is also a case study of European policies and diplomatic practice. The enlargement negotiations from 1998 to 2002 were the most complex ones the European Union had ever conducted. In consequence, this work gives insight into the working methods of both the institutions in Brussels and of the representatives of the member states that made them a success. It will be of interest to those concerned with European politics, international organizations, and area studies.

Book excerpt: This title was fist published in 2000: A fresh and original study of EU and NATO enlargement, which sets both in a comparative context and considers them against a backdrop of the evolution of a pan-European security community. The book is divided into two parts. In part one the authors examine and discuss the EU and NATO enlargement processes and the ’incremental linkage’ which has developed between them. The major issues and challenges facing the two institutions as they ponder the next steps in enlargement are also assessed. Part two includes separate chapters on the post-Cold War evolution of the EU and NATO overall. These discussions focus on their strengths and limitations in contributing to the broader and more co-operative kind of European security which the end of the Cold War makes possible. The final chapters examine a number of possible scenarios under which the EU and NATO either succeed or fail in contributing significantly to the development of a new European security order.

Available in PDF, EPUB and Kindle. Book excerpt: This book is the third volume in the new series of books on International Regional Economic Integration published by Kluwer Academic Publishers. The Editor begins his examination with an extensive introduction which emphasizes the historic nature of the next enlargement of the European Union. The point of reference for enlargement is the European Commission's Agenda 2000, which covers all the policy areas which the new Member States will have to accept. Although this document is a very important one, it does not pay enough attention to the necessary policy changes and institutional changes which should be made in advance of enlargement. This volume tries to rectify this oversight by offering an assessment of the costs and benefits of enlargement to present and future EU Member States. In view of the importance of all these considerations, special attention is paid to the possible implications of the weak compromises made at the much-heralded Berlin Conference, held in March 1999. To that end, the volume presents an examination of the policy and institutional changes which must be made in advance of enlargement. The following major areas are covered, since with the exception of CAP, they would, in future years, have the most influence on the present and future EU Member States. These areas are: The economic and monetary union and the Euro; Enlarging the European Union: Is Agenda 2000 a guiding star for the new millennium? Regional policy; The impact of the single market on the big European countries - possible consequences for enlargement; and The financial markets.

Book excerpt: This volume looks at the process of enlargment which the European Union is currently undertaking, focusing on both the economic and political dimensions of the subject. The volume examines how enlargment has evolved and looks at the roles and relations of the different actors - member states, applicant states and EU institutions. With contributors coming from different disciplinary backgrounds, the volume offers an unusually rich array of perspectives on one of the most significant political developments of recent years.
