Available in PDF, EPUB and Kindle. Book excerpt: The main parameters of the EU budget are decided upon every seven years when the MFF (Multi-annual Financial Framework) is negotiated. Before the end of 2016, EU institutions will undertake a mid-term review of the EU’s 2014-2020. This comes in a context of severe turbulences for the EU project: a difficult economic and social situation in most member states, huge migration pressures and new security threats stemming from an unstable environment, and the Britain’s decision to leave the EU. At the same time, EU countries need to face up to climate change and engineer a smooth transition towards an innovation-based sustainable economic model. The EU’s very survival depends on the ability to respond to these multiple challenges in the next few years. Making a smarter and more strategic use of the €960 billion MFF has become a necessity. Can the EU Spend Better? argues that the scope for a substantial revision of the MFF is limited in the short-term. At most, pressing issues such as terrorism and the deteriorated social situation will lead to greater flexibility in the use of existing envelopes. However, the debate starting in 2017 over the next MFF provides with the opportunity of more substantial shifts in four main directions: more investment- and performance-oriented spending; the expansion of climate conditionality to all spending areas; more targeted redistributive spending matched with greater reform conditionality; a more outward-looking budget.

Book excerpt: In 1980, following a recommendation by the Public Accounts Committee (PAC), the government agreed to present an annual statement (statement) to Parliament giving details of the Budget of the European Union (EU Budget). This statement is the thirty sixth in the series and describes the EU Budget for 2016, as adopted. It then sets out details of the United Kingdom's gross and net contributions to the EU Budget over the calendar years 2010 to 2016 and over the financial years 2010-11 to 2021-22. Details of recent developments in EU financial management and the fight against fraud affecting EU funds are also provided, as is a summary of the UK's strategy for using EU funds and minimising allowances. Since the publication of the previous statement on EU finances, the people of the UK have voted to leave the EU. This statement has been prepared on the basis of the UK's current membership of the EU. It makes no assumptions or statements about the UK's departure from the EU, any future relationship the UK might have with the EU nor any financial implications of the UK leaving the EU.

Available in PDF, EPUB and Kindle. Book excerpt: The 2016 Annual Management and Performance Report for the EU Budget brings together the latest information on the results achieved with the EU budget and on how it is managed and protected. The current Multiannual Financial Framework, which runs from 2014 till- 2020, was agreed in 2013 against the backdrop of the financial and economic crises and fiscal consolidation in the Member States. It was designed to support the objectives of the Europe 2020 growth strategy, placing a strong emphasis on investment in jobs and growth. These objectives are reflected in the ten political priorities of the Commission as set out by President Juncker. They remain highly relevant today. In addition, a number of new challenges have arisen, in particular the need to provide a strong and united European response to the migration crisis and to security threats resulting from global instability. The EU budget has played a key role in addressing these challenges. In 2016, high priority was given to action to boost growth, competitiveness, investment and jobs; and to the European response to global challenges. This required the Commission to make full use of the flexibility built into the Multiannual Financial Framework to ensure that funds are directed rapidly to where they are most needed.

Book excerpt: The next long-term budget, starting on 1 January 2021, will be the first for the European Union of 27. This is a pivotal moment for the EU. A time when the Union is ready to back up its words with actions. The Commission proposes a new, modern and focused long-term budget, tightly geared to the political priorities - bringing to life the positive agenda set out by President Juncker in the State of the Union Address on 14 September 2016 and agreed by the leaders of the 27 Member States in Bratislava on 16 September 2016 and in the Rome Declaration of 25 March 2017. The proposed budget combines new instruments with modernised programmes to deliver efficiently on the European Union’s priorities and to rise to new challenges.

Book excerpt: Abstract: The High Level Group on Own Resources (HLGOR) chaired by Mario Monti presented its final report on 17 January 2017. It contains recommendations for reform of the European Union's own resources system. In October 2016, as part of its mid-term review of the EU's Multiannual Financial Framework (MFF 2014-2020), the European Commission marked starting points for reforms on the expenditure side of the EU budget. Now, the EU is turning its attention to the revenue side. The European Commission must draw up its proposals for the next MFF, applicable after 2020, by the end of 2017. The debate on a comprehensive reorganisation of European budget policy will then begin to gather speed. (author's abstract)

Available in PDF, EPUB and Kindle. Book excerpt: Often described as complex, opaque and unfair, the EU budget financing system is an “unfinished journey.” One of the most critical issues is that EU revenue, drawn from the cashbox of national taxation, remains impalpable to the general public. The nature of the EU as a union of states and their nationals makes the visibility of EU revenue unavoidable. The political sustainability of a move that would put the legitimacy of EU revenue at the forefront of public discussion will depend on the European Commission’s ability to show that EU funds can achieve results that are truly beyond member states’ reach. The value-added tax (VAT) is a natural choice for funding the EU budget, through a dedicated EU VAT rate as part of the national VAT and designed as such in fiscal receipts, whose use as a means for raising EU citizens’ awareness could be encouraged already in the current arrangements.

Available in PDF, EPUB and Kindle. Book excerpt: This publication contains the new Financial Regulation applicable to the general budget of the European Union and a selection of the most relevant basic legal texts on the management of EU funds. The Financial Regulation was adopted in July 2018 after a legislative procedure initiated by the Commission in 2016 following a public consultation. It entails a significant reform aimed at establishing simpler, more transparent and more flexible rules for EU funds. It also strengthens the fight against fraud and ensures that EU funds are not misused by shell companies or intermediaries established in tax havens. The Financial Regulation presented in this publication has addressed the main concerns expressed in the public consultation and has brought about important changes, including: a single rulebook for all financing mechanisms, with the number of financial rules reduced by half; simpler access to EU funding, with less bureaucratic procedures for funding applications and managing projects; a focus on results and EU added value; better leverage through innovative instruments and flexibility for EU funding, making it easier to combine funds from different EU programmes; better protection of EU funds, with more targeted controls and audits as well as increased transparency. The main body of the publication follows the structure of the Financial Regulation. The annexes provide a set of basic legal texts relevant to the EU budget. Published alongside the traditional paper version, the e-version will not only enable enhanced search possibilities, but also keep track of future updates to the EU financial rules within a shorter time frame. The web version for tablet and mobile apps offers practitioners continuous access to this indispensable reference source.
