Book excerpt: Global challenges like climate change, the unprecedented loss of biodiversity, and the spread of devastating pandemics are sending a clear message: it's time to fix our broken relationship with nature. As the world emerges from the COVID-19 crisis, it's more important than ever to build a more resilient society. The post-2020 global biodiversity framework will play a vital role in creating a more sustainable future. The 2030 Biodiversity Strategy will put Europe's biodiversity on the path to recovery by 2030, for the benefit of people, climate and the planet. It will also prepare the EU to take a leading role in the upcoming international negotiations on a new global framework to halt biodiversity loss. As a core part of the European Green Deal, it will support recovery in a post-pandemic world, bringing jobs and sustainable growth.

Book excerpt: The EU Biodiversity Strategy for 2030 sets out a truly ambitious and far-reaching programme of measures to halt and reverse biodiversity loss in the EU and across the globe. The challenge ahead is daunting and our ambition high, but it is actually not a matter of choice: halting biodiversity loss is a necessity for a stable future on this planet, and a socioeconomic imperative to deliver the European Green Deal. In preparing the EU Biodiversity Strategy we drew on a vast amount of scientific evidence on biodiversity loss, especially the landmark 2019 IPBES report, and evidence is growing by the day. The 2020 'State of Nature in the EU' report found that 81% of EU protected habitats and 63% of EU protected species are in "poor" or "bad" conservation status. Overall, Europe's protected habitats and species continue to decline at an alarming rate because the multiple pressures they face are simply too great to enable their recovery. Without decisive action, this continued loss will have massive economic repercussions. The latest studies confirm that over half of global GDP is dependent on high-functioning biodiversity and ecosystem services and that globally, one fifth of countries are at risk of their ecosystems collapsing, compromising food security, clean water and air, and flood protection. This is why the EU Biodiversity Strategy is now a central element of both the EU Green Deal and the EU Recovery Plan. Its ambitious targets for nature protection and restoration should lead to a better balance between nature and economic activities, contributing to a transformational change that will filter through to all parts of society, ensuring the health and prosperity of people and nature. We can make this happen if we take a whole-society approach, with action from all stakeholders across all sectors and at all levels. We are working to bring everyone on board to deliver the Biodiversity Strategy - land owners and land users, such as farmers, foresters, fishers; businesses and consumers; civil society organisations, and citizens across the EU. To this end, one important part of the Strategy focuses on strengthening the EU's biodiversity governance framework to make it as transparent and participatory as possible. Enabling also needs funding: we are using all tools at our disposal to unlock, as a minimum, EUR 20 billion/year for biodiversity through various sources, including all EU funds, national and private funding, supported by tools such as the Taxonomy, improved biodiversity tracking for EU funding, Invest EU, and much more besides. With the Biodiversity Strategy, the EU is leading the way. But the biodiversity crisis is a global crisis. That is why we will negotiate an ambitious global framework to protect biodiversity across the globe at the next Conference of Parties of the UN Biodiversity Convention in China. Working together with the Member States and the EU External Action Service, we will use the full diplomatic weight of the EU to lead the way for global action. We owe it to nature, to people and to future generations.

Book excerpt: This study provides the views of the contractors on the EU Biodiversity Strategy to 2020 (hereafter 'the Strategy') and is a significant input to the European Commission's evaluation of the Strategy. The study has been delivered by Trinomics B.V. together with Institute for European Environmental Policy (IEEP) and UNEP's World Conservation Monitoring Centre (UNEP-WCMC), International Union of Conservation of Nature (IUCN), denkstatt and ENT. The study considers the effectiveness, efficiency, relevance, coherence and EU added value of the Strategy. The Strategy was agreed by Member States in 2010, and had the headline target of halting the loss of biodiversity and the degradation of ecosystem services in the EU by 2020, and restoring them in so far as feasible, while stepping up the EU's contribution to averting global biodiversity loss. The Strategy had the following six sub-targets (with 20 related actions): Target 1: fully implement the Birds and Habitats Directives; Target 2: maintain and restore ecosystems and their services; Target 3: increase the contribution of agriculture and forestry to maintaining and enhancing biodiversity; Target 4: ensure the sustainable use of fisheries resources; Target 5: combat invasive alien species; Target 6: help avert global biodiversity loss.

Book excerpt: This book deals with the new concept of biodiversity offsets. The aim of offsetting schemes is to achieve no let loss or even net gain of biodiversity. Offsets obey a mitigation hierarchy and reflect the precautionary and polluter-pays principle in regard to project impacts. Readers gain insights into current debates on biodiversity policies, with top experts outlining theoretical principles and the latest research findings. At the same time the focus is on practical application and case studies. Today there is a lively international discussion among practitioners and scientists on the optimal legal framework, metrics and design of habitat banks to ensure the success of biodiversity offsets and to minimise the risks of failure or misuse. Contributing to the debate, this volume presents the activities and practices of biodiversity offsetting already implemented in Europe in selected EU member states, and the lessons that can be learnt from them. Readers may be surprised at how much experience already exists in these countries. A further aim of the book is to offer grounded insights on the road ahead, and foster a more intensive and fruitful discussion on how offsetting can be extended and improved upon, so that it becomes a key and effective component of Europe’s biodiversity conservation policy framework.

Available in PDF, EPUB and Kindle. Book excerpt: The protection of biodiversity is one of the most important challenges of contemporary societies. Indeed, as scientists have noted, there is a clear decline in habitats and ecosystems and a rate of species disappearance that has not occurred until now. Climate change and the entry into a new era called "the Anthropocene" are already bringing deep changes in ecosystems, habitats, and species. The European Union (EU) adopted in 1979 the directive on the conservation of wild birds and in 1992 the directive on habitats reinforcing its commitment to protect these and different species of fauna and flora under the umbrella of the Natura 2000 network. The EU is also a Party to several international biodiversity conventions. These regulations have given rise to a significant number of judgments by the EU Court of Justice interpreting the strict obligations that fall on the authorities of the Member States. However, these rulings evince that the objectives to "halt" biodiversity decline or to bring nature "back into our lives" as now expressed in the EU Biodiversity Strategy for 2030 still require further efforts to achieve them. This book provides a legally rigorous analysis of EU biodiver

Book excerpt: Biodiversity is the unique web of life on Earth. We are part of it and depend on it for our survival and quality of life. Biodiversity and healthy ecosystems purify the water we drink and the air we breathe; they provide us with food, materials and medicines, maintain soil fertility, regulate the climate and protect us from extreme weather. Biodiversity and ecosystem services are being lost and degraded at rates unprecedented in human history. The loss of our natural capital undermines humanity's livelihoods and opportunities for sustainable development. It has been estimated that biodiversity loss costs the EU 3% of its GDP annually. In May 2011, the European Commission adopted an ambitious strategy to halt the loss of biodiversity and ecosystem services in the EU by 2020, to restore them to the extent possible and to step up efforts to avert global biodiversity loss.^The implementation of the Birds and Habitats Directives, including Natura 2000, the European network of protected areas, is a core element of this strategy. The strategy also contributes to the implementation of the EU's international commitments under the Convention on Biological Diversity, and to the new global 2030 Agenda for Sustainable Development. The European Commission is currently preparing a mid-term review of the implementation of the EU Biodiversity Strategy to 2020, to take stock of progress and identify gaps in implementation. An on-going Fitness Check of the Birds and Habitats Directives will provide a basis for reflection on how EU nature legislation can fully deliver its objectives.^Protecting and restoring biodiversity is a key aim for the EU, but what do Europeans think? This survey was designed to explore European citizens' awareness and views on: biodiversity and the importance of preserving it ; the seriousness and impact of biodiversity loss at individual, domestic, European and global levels ; the biggest threats to biodiversity ; what the EU should do to prevent the loss of biodiversity, both within the EU and globally ; the role of the Natura 2000 network and attitudes to developments that may damage these protected areas, and personal efforts to protect nature and biodiversity. This survey was carried out by TNS Opinion & Social network in the 28 Member States of the European Union between the 30th of May and 8th of June 2015. Some 27,718 respondents from different social and demographic groups were interviewed face-to-face at home in their mother tongue on behalf of the Directorate-General for Environment.^The methodology used is that of Eurobarometer surveys as carried out by the Directorate-General for Communication ("Strategy, Corporate Communication Actions and Eurobarometer" Unit). A technical note on the manner in which interviews were conducted by the Institutes within the TNS Opinion & Social network is appended as an annex to this report. Also included are the interview methods and confidence intervals.

Available in PDF, EPUB and Kindle. Book excerpt: "The Atlas describes soil as habitat for the diversity of organisms that live under our feet. At the same time, it draws attention to the threats to soil biodiversity, such as invasive species, pollution, intensive land use practices or climate change. The Atlas provides current solutions for a sustainable management of soils. It was coordinated by the JRC and the Global Soil Biodiversity Initiative (www.globalsoilbiodiversity.org) with more than 70 contributing organisations and several hundred individual contributions. It illustrates the diversity of soil organisms, explains their geographical and temporal distribution, the ecosystem functions and services provided by soil biota. Most importantly, it draws attention to the myriad of threats to soil biodiversity. These include inappropriate land management practices (e.g. deforestation, land take for infrastructure development), agricultural systems, over-grazing, forest fires and poor water management (both irrigation and drainage). Other practices such as land conversion from grassland or forest to cropped land result in rapid loss of soil carbon, which indirectly enhances global warming. The Atlas shows that mismanaging soils could exacerbate the effects of climate change, jeopardise agricultural production, compromise the quality of ground water and worsen pollution. It also proposes solutions to safeguard soil biodiversity through the development of policies that directly or indirectly target soil health, leading to a more sustainable use."--

Book excerpt: This initiative from the European Commission (EC) Knowledge Centre for Biodiversity (KCBD) was conducted in support of the EC Directorate-General for Research and Innovation. The aim was to explore EU-funded research projects over the last fifteen years (i.e., Framework Programmes FP7 and Horizon 2020) and to map their linkages first, with the policy priorities of the EU Biodiversity Strategy for 2030 and its four pillars, and second, with the cross-sectoral policy domain of Biodiversity and Health. The methodological workflow, easily replicable and accessible to non-expert users, alternates automated and manual processes. The research projects are described by their metadata as archived in the EC CORDIS database, they are analysed with the Tools for Innovation Monitoring (TIM) Open Access software developed by the Joint Research Centre of the European Commission. First, a conditional search string consisting of keywords and logical operators is defined by the user to best qualify the topic and/or policy of interest. Second, a dataset was automatically created based on the projects extracted using the search string in TIM. Third, the dataset is finalised using expert judgement, particularly to exclude irrelevant projects. Then, the dataset is explored through three main lenses in TIM: general information with interactive list of projects and spatial and temporal trends, partnerships and collaboration axis, and thematic foci keywords that are automatically extracted by text mining and natural language processing algorithms.
