Available in PDF, EPUB and Kindle. Book excerpt: This book is an in depth study of one of the most important agreements in the recent history of EU-developing world relations: the Lome convention - the principles upon which all relations between the states of the European union and ACP (African, Caribbean and Pacific) countries are based. Over the course of its 25 year life, the Convention has been altered to suit the changing relationship of those states involved. This historical study not only charts the course of that vital relationship between haves and have-nots, but also, in its changing focus and shifting concerns, reflects recent broader changes at the global level in the international relations.

Book excerpt: Human rights, democracy and governance concerns are prominent elements in the development cooperation policy of the European Community. The relations between the European Community (EC) and 71 developing countries in Africa, the Caribbean and Pacific (ACP) have proved to be a laboratory for developing ideas on these matters, for translating them into binding treaty norms, and for applying them in practice. The experiences gained in the ACP-EC relationship carry special value because they are the product of dialogue and joint decision-making between groups of developed and developing states. Therefore, 25 years of ACP-EC cooperation under the Lomé Convention provide a rich learning ground for anybody involved or interested in (the debate on) linking development cooperation to human rights and to human rights related concerns. This book explores the international law aspects of the subject. It first investigates the general international legal basis for linking development cooperation to human rights, democracy and good governance. Both the negative and positive ways of making such a linking (by punitive and supportive measures) are addressed. The book then delves into the evolution of Lomé treaty norms on the subject, and into the concrete human rights practices that took shape under them. It explores the contributions to and influence of both the EC and ACP states on those treaty provisions and practices. A comprehensive overview is provided of the support measures and sanctions resorted to in response to the human rights situation in ACP countries. The book assesses the overall experiences gained and presents a synthesis of factors that proved to be constraints or conducive to the efforts to integrate human rights fully into ACP-EC development cooperation. The insights gained could well inform similar efforts undertaken by others.

Book excerpt: This book contains more than 40 contributions from academics, specialists and practitioners in International and European law as well as transnational constitutional law. The articles focus on recent developments in these fields and in particular on legal aspects of development. The book is dedicated to Konrad Ginther whose own academic research and work have always been devoted to new developments in international law and the shift of legal paradigms at universal and regional levels. International law in transformation and the right to (sustainable) development as a legal principle have been important aspects of his work. The contributions of his colleagues, friends and scholars, published in honour of his 65th birthday, reflect the interplay of theory, dogmatics and the practice of development in international, European and national constitutional law.

Book excerpt: This book investigates the new challenges confronted by the EU as an international actor within the context of recent economic and political developments, with particular attention to common foreign and security policies; the appraisal of development-aid policies; EU sanctions in the post-Soviet space, as harder instruments complementing the toolbox of the EU “soft power” polity; preferential trade agreements as a key element of EU external trade policy; external relations of the EU; international aspects of the monetary policy of the ECB in the context of the financial and sovereign debt crisis; massive capital flows and the boom-bust cycle in the emerging Europe; and the macroeconomic modelling of the relationship between the EU and the rest of the world. Thoroughly up-to-date, the contributions to this volume offer analyses of recent, tense global events, including EU responses to the uprising in Arab countries and the Ukrainian conflict. The book concludes with the proposal of a unique macroeconomic model in which the EU is conceptualised as constituting a block “against” the rest of the world, but also a two country model in itself, made up of Eurozone and non-Eurozone members.

Available in PDF, EPUB and Kindle. Book excerpt: The emergence of a common security and foreign policy has been one of the most contentious issues accompanying the integration of the European Union. In this book, Michael Smith examines the specific ways foreign policy cooperation has been institutionalized in the EU, the way institutional development affects cooperative outcomes in foreign policy, and how those outcomes lead to new institutional reforms. Smith explains the evolution and performance of the institutional procedures of the EU using a unique analytical framework, supported by extensive empirical evidence drawn from interviews, case studies, official documents and secondary sources. His perceptive and well-informed analysis covers the entire history of EU foreign policy cooperation, from its origins in the late 1960s up to the start of the 2003 constitutional convention. Demonstrating the importance and extent of EU foreign/security policy, the book will be of interest to scholars, researchers and policy-makers.

Available in PDF, EPUB and Kindle. Book excerpt: This electronic version has been made available under a Creative Commons (BY-NC-ND) open access license. It is increasingly recognised that EU development cooperation policy has failed to meet its stated aims. In this book, Arts and Dickson ask the obvious and important question: if the policy doesn’t work, why bother with it? The authors assess why EU development policy has become largely ineffective, citing among the external causal factors the liberalisation of trade, and the growing influence of US and international actors such as the World Bank and the International Monetary Fund upon EU policy. It also considers contributing factors within the EU such as the enlargement of its membership and the resulting shifts in priorities. It is this analysis of internal and external factors affecting the decline of EU development policy that makes this study both innovative and unique. It brings together an impressive range of contributors from different disciplines resulting in a thorough and intelligent assessment of the debate. This study will appeal to advanced level undergraduates and academics of European politics in general, EU integration, development studies, and International Relations.

Available in PDF, EPUB and Kindle. Book excerpt: The EU policy process is dependent on negotiations as a mode of reaching agreements on, and implementing, common policies. The EU negotiations differ from traditional international negotiations in several respects and this book presents a detailed analysis of the processes while examining their distinguishing features. The authors explore the variety of negotiation processes, the continuity and institutionalization of negotiation processes as well as the involvement of a variety of actors besides governments, often linked in informal networks. Going beyond the common distinctions based on issue-areas or the EU as negotiation arena as opposed to negotiating actor externally, the authors explore the impact of different stages in the policy process and the nature of the external negotiating partner.
