In The Challenge of Ethnic Democracy, Yoav Peled argues that ethnic democracy is constituted by the combination of two contradictory constitutional principles: liberal democracy and ethno-nationalism, and that its stability depends on the existence of a third, mediating constitutional principle of whatever kind. This central argument is supported by an analysis of the history of three ethnic democracies; Northern Ireland under Unionist rule, where ethnic democracy was stable for almost 50 years (1921-1969), then collapsed; The Second Polish republic (1918-1939), where ethnic democracy was written into the constitution but was never actualised; and Israel within its pre-1967 borders, where ethnic democracy was stable for 35 years (1966-2000) but may now be eroding. This book examines the different trajectories of the case studies, demonstrating that Poland lacked a third, mediating constitutional principle, while Israel and Northern Ireland did have such a principle – civic republicanism in Israel, and populism in Northern Ireland. The collapse of ethnic democracy in Northern Ireland resulted from the weakening of populism, that depended on British monetary subsidies for its implementation, whilst the erosion of ethnic democracy in Israel resulted from the decline of civic republicanism since the onset of economic liberalization in 1985. Dealing with ethnic democracy in a comparative framework, this book will appeal to students, scholars and researchers of Sociology, Political Science and Middle East Studies.

Book excerpt: As an ethnic minority the Nubians of Kenya are struggling for equal citizenship by asserting themselves as indigenous and autochthonous to Kibera, one of Nairobi’s most notorious slums. Having settled there after being brought by the British colonial authorities from Sudan as soldiers, this appears a peculiar claim to make. It is a claim that illuminates the hierarchical nature of Kenya’s ethnicised citizenship regime and the multi-faceted nature of citizenship itself. This book explores two kinds of citizenship deficits; those experienced by the Nubians in Kenya and, more centrally, those which represent the limits of citizenship theories. The author argues for an understanding of citizenship as made up of multiple component parts: status, rights and membership, which are often disaggregated through time, across geographic spaces and amongst different people. This departure from a unitary language of citizenship allows a novel analysis of the central role of ethnicity in the recognition of political membership and distribution of political goods in Kenya. Such an analysis generates important insights into the risks and possibilities of a relationship between ethnicity and democracy that is of broad, global relevance.

It does so by examining the case of Zambia, where people identify themselves either as members of one of the country's seventy-three tribes or as members of one of its four principal language groups. The book accounts for the conditions under which Zambian political competition revolves around tribal differences and under which it revolves around language group differences. Drawing on a simple model of identity choice, it shows that the answer depends on whether the country operates under single-party or multi-party rule. During periods of single-party rule, tribal identities serve as the axis of electoral mobilization and self-identification; during periods of multi-party rule, broader language group identities play this role. The book thus demonstrates how formal institutional rules determine the kinds of social cleavages that matter in politics.

In this revelatory investigation of the true impact of globalization, Yale Law School professor Amy Chua explains why many developing countries are in fact consumed by ethnic violence after adopting free market democracy. Chua shows how in non-Western countries around the globe, free markets have concentrated starkly disproportionate wealth in the hands of a resented ethnic minority. These “market-dominant minorities” – Chinese in Southeast Asia, Croatians in the former Yugoslavia, whites in Latin America and South Africa, Indians in East Africa, Lebanese in West Africa, Jews in post-communist Russia – become objects of violent hatred. At the same time, democracy empowers the impoverished majority, unleashing ethnic demagoguery, confiscation, and sometimes genocidal revenge. She also argues that the United States has become the world’s most visible market-dominant minority, a fact that helps explain the rising tide of anti-Americanism around the world. What is it about ethnicity that breaks countries apart and drives people to acts of savage violence against their lifelong neighbors? Stuart Kaufman rejects the notion of permanent "ancient hatreds" as the answer. Dissatisfied as well with a purely rationalist explanation, he finds the roots of ethnic violence in myths and symbols, the stories ethnic groups tell about who they are. Ethnic wars, Kaufman argues, result from the politics of these myths and symbols—appeals to flags and faded glories that aim to stir emotions rather than to address interests. Popular hostility based on these myths impels groups to follow extremist leaders invoking such emotion-laden ethnic symbols. If ethnic domination becomes their goal, ethnic war is the likely result. Kaufman examines contemporary ethnic wars in the Caucasus and southeastern Europe. Drawing on information from a variety of sources, including visits to the regions and dozens of personal interviews, he demonstrates that diplomacy and economic incentives are not enough to prevent or end ethnic wars. The key to real conflict resolution is peacebuilding—the often-overlooked effort by nongovernmental organizations to change hostile attitudes at both the elite and the grassroots levels.
