Book excerpt: Archaeologists are continually faced with a pervasive problem: How can cultures, and the interactions among cultures, be differentiated in the archaeological record? This issue is especially difficult in peripheral areas, such as El Salvador, Honduras, and southern Guatemala in the New World. Encompassing zones that are clearly Mayan in language and culture, especially during the Classic period, this area also includes zones that seem to be non-Mayan. The Southeast Maya Periphery examines both aspects of this territory. For the Maya, emphasis is on two sites: Quirigua, Guatemala, and Copan, Honduras. For the non-Maya zone, information is presented on a variety of sites and subregions—the Lower Motagua Valley in Guatemala; the Naco, Sula, and Comayagua valleys and the site of Playa de los Muertos in Honduras; and the Zapotitan Valley and the sites of Cihuatan and Santa Leticia in El Salvador. Spanning over two thousand years of prehistory, from the Middle Preclassic through the Classic and the poorly understood Postclassic, the essays in this volume address such topics as epigraphy and iconography, architecture, site planning, settlement patterns, and ceramics and include basic information on chronology. Copan and Quirigua are treated both individually and in comparative perspective. This significant study was the first to attempt to deal with the Periphery as a coherent unit. Unique in its comparative presentation of Copan and Quirigua and in the breadth of information on non-Maya sites in the area, The Southeast Maya Periphery consists largely of previously unpublished data. Offering a variety of approaches to both old and new problems, this volume attempts, among other things, to reassess the relationships between Copan and Quirigua and between Highland and Lowland ceramic traditions, to analyze ceramics by neutron activation, and to define the nature of the apparently non-Mayan cultures in the region. This book will be of major interest not only to Mayanists and Mesoamerican archaeologists but also to others interested in the processes of ethnic group boundary formation and maintenance.

Book excerpt: Recent years have seen a resurgence of separatist sentiments among national minorities in many industrial societies, including the United Kingdom. In 1997, the Scottish and Welsh both set up their own parliamentary bodies, while the tragic events in Northern Ireland continued to be a reminder of the Irish problem. These phenomena call into question widely accepted social theories which assume that ethnic attachments in a society will wane as industrialization proceeds. This book presents the social basis of ethnic identity, and examines changes in the strength of ethnic solidarity in the United Kingdom in the nineteenth and twentieth centuries. In addition to its value as a case study, the work also has important comparative implications, for it suggests that internal colonialism of the kind experienced in the British Isles has its analogues in the histories of other industrial societies. Hechter examines the unexpected persistence of ethnicity in the politics of industrial societies by focusing on the British Isles. Why do many of the inhabitants of Wales, Scotland, and Ireland continue to maintain an ethnic identity opposed to England? Hechter explains the salience of ethnic identity by analyzing the relationships between England, the national core, and its periphery, the Celtic fringe, in the light of two alternative models of core-periphery relations in the industrial setting. These are a diffusion model, which predicts that intergroup contact leads to ethnic homogenization, and an internal colonial model, in which such contact heightens distinctive ethnic identification. His findings lend support to the internal colonial model, and show that, although industrialization did contribute to a decline in interregional linguistic differences, it resulted neither in the cultural assimilation of Celtic lands, nor in the development of regional economic equality. The study concludes that ethnic solidarity will inevitably emerge among groups which are relegated to inferior positions in a cultural division of labor. This is an important contribution to the understanding of socioeconomic development and ethnicity.

This is the central question that is addressed in C. Michael MacMillan's book The Practice of Language Rights in Canada. The issue of language rights in Canada is one that is highly debated and discussed, partly because the basic underlying principles have been a neglected dimension in the debate. MacMillan examines the normative basis of language rights in Canadian public policy and public opinion. He argues that language rights policy should be founded upon the theoretical literature of human rights. Drawing on the philosophy behind human rights, the arguments for recognizing a right to language are considered, as well as the matter of whether such rights possess the essential features of established rights. Another model that is examined is the idea that rights are a reflection of the established values, attitudes, and practices of society. This analysis reveals that there is a significant gap between what a political theory of language rights would endorse and what garners support in public opinion. MacMillan also scrutinizes the federal and provincial contexts in the development of a language rights framework. From these explorations, a case is developed for a recognition of language rights that is consistent with the logic of human rights and that corresponds roughly with developing Canadian practice. The Practice of Language Rights in Canada is a unique contribution to the current literature not only because it conceives of language rights as a human right but also because it frames the whole debate about language rights in Canada as a question of values and entitlements.
