Book excerpt: The Caspian Sea region has hitherto largely been investigated from a `New Great Game’ perspective that depicts the region as a geopolitical battleground between regional and external great powers, where tensions have been exacerbated by the sea’s rich natural resources, strategic location, and legal disagreements over its status. This book, by contrast, portrays a new image of the region, which still acknowledges the difficulties and problematic starting situation of power politics there. It, however, seeks to show that there are ways forward by identifying mechanisms and means to transform the `New Great Game’ into processes of functional co-operation. Drawing on theoretical insights from a functionalist framework, this book examines three intertwined case studies, namely the Baku-Tbilisi-Ceyhan pipeline (BTC), the Southern Gas Corridor (SGC), and the Caspian Environmental Program (CEP). It shows that lessons learned from environmental co-operation have influenced the discussion over the uncertain legal status of the sea, which culminated in the signing in 2018 of the Convention on the legal status of the Caspian Sea. This book analyzes the three phases of the BTC and the SGC projects: the planning of the pipeline, its construction, and its use, none of which have been adequately addressed yet. This book illustrates the increasing role of actors beyond and besides the states in the Caspian Sea region, such as transnational corporations, non-governmental organizations, and intergovernment organizations.

The decision to leave the European Union at the most critical period since its existence could bring unpredictable and far-reaching consequences both for the United Kingdom and the Union itself. June 1940 was also a turning point in British history. On the afternoon of 16 June, a few hours before the French Government opted for the capitulation, Churchill made, on behalf of the British Government, an offer of “indissoluble union.” When a sceptical Churchill put forward to the British Cabinet the text of the declaration drafted by Jean Monnet, Sir Arthur Salter, and Robert Vansittart, he was surprised at the amount of support it received. The Cabinet adopted the document with some minor amendments, and de Gaulle, who saw it as a means of keeping France in the war, telephoned Reynaud with the proposal for an “indissoluble union” with “joint organs of defence, foreign, financial and economic policies,” a common citizenship and a single War Cabinet. The proposal, however, never reached the table of the French Government. The spirit of capitulation, embodied in Weygand and Pétain prevailed, and France submitted herself to the German will, for the second time in seventy years. After the Munich crisis, Great Britain had to face the danger of another European war, with the inevitable loss of the Empire, and it was at this point that the country first began to favour the application of the federalist principle to Anglo-French relations. In this conversion to federalism, a fundamental role was played by the Federal Union, the first federalist movement organised on a popular basis. The contribution of Federal Union to the development of the federal idea in Great Britain and Europe was to express and organise the beginning of a new political militancy, and it represented the first step of a historical process: the overcoming of the nation State, the modern political formula which institutionalises the political division of mankind. This study principally examines the first eighteen months of the Federal Union, during which time it was able to raise itself to the attention of the general public, and the political class, as the heir of the League of Nations Union. The research is based on extensive unpublished archival material, found across the globe, from London, Oxford, Brighton, and Edinburgh to Washington, Paris, and Geneva.

In this remarkable study Mark Toulouse documents the 'transformation' of Dulles 'from prophet of realism to priest of nationalism,' overturning misconceptions of those historians who have tended to read Dulles's early years backward from what they know of him as secretary of sate. Christian missions and international diplomacy shaped John Foster Dulles from childhood. His father was a liberal Presbyterian minister; one grandfather had been a missionary to India, while the other had served as U.S. secretary of state under Benjamin Harrison, and an uncle would serve Woodrow Wilson in the same office. As a Princeton undergraduate Dulles accompanied his grandfather to an international peace conference at The Hadue in 1907, where he became a secretary to the Chinese delegation. That experience, and a year at the Sorbonne, pointed Dulles toward international law rather than the ministry. But he remained an active, ecumenically minded Presbyterian lay leader, serving in several important denominational posts. He successfully defended the the controversial Harry Emerson Fosdick and Henry P. Van Dusen before the Presbyterian General Assembly when fundamentalists attempted to depose them. In 1921 Dulles was appointed to the newly formed Commission on International Justice and Goodwill of the Federal Council of Churches. Dulles emerged as an international leader in 1937 at the ecumenical Oxford conference on life and work. Convinced in his discussions there of the ned to translate his inherited 'spiritual values' into practical international diplomacy, Dulles organized and became chairman of the Federal Council's Commission to Study the Bases of a Just and Durable Peace. Through the years of world war and as a participant in the United Nations Conference in 1945, Dulles sought a peace that would transcend the narrow concerns of nationalism and political ideology. But after 1945, as Professor Toulous shows, the 'prophetic realism' that had guided Dulles's ecumenical quest for world peace and justice became a 'priestly nationalism' that uncompromisingly pursued the international political aims of the United States in the name of a 'supreme moral law.' In the years following the 1967 war, these two countries' fates were delicately intertwined because of many factors like mutual reliance on natural resources (especially water) and parallel interests in the subordination of the Palestinian national movement. These conditions of commonality led to extensive ties between the two countries and approximated a state of de facto peace that - ironically - made an official peace treaty almost impossible to sign. A formal peace treaty would have required not only Israel's withdrawal from the West Bank but also Jordan's acknowledgment of the clandestine contacts between the two formal enemies. Yehuda Lukacs gives us an account of how this relationship changed in 1988 when Jordan disengaged from the West Bank. This event, combined with the Palestinian uprising and the Gulf War, paved the way for Israel and Jordan in 1994 to sign the Israeli-Jordanian peace treaty. By systematically examining the impact of functional cooperation between two official enemies, Lukacs makes an important contribution to Middle East studies and international conflict resolution.
