Next, the author uses the jus ad bellum criteria of competent authority, just cause, right intention, reasonable chance of success, last resort, and proportionality to analyze each case from an ethics-based perspective. The author determines the jus ad bellum criteria add structure to the decision-making process and can help policymakers identify the legitimate and morally defensible security needs of foreign governments. However, the author notes that when major national security interests are at stake, strategic interests have potential to trump ethical concerns when considering a sale. The author recommends that policymakers should attempt to limit these occurrences whenever possible as transferring arms under these circumstances can diminish American credibility abroad. While privatization is not a new concept for the US military, the public debate on military privatization is limited to legal, financial, and pragmatic concerns. A critical assessment of the ethical dimensions of military privatization in general is missing. More specifically, in light of the increased reliance upon armed contractors, it must be asked whether it is morally permissible for governments to employ them at all. To this end, this book explores four areas that highlight the ethical implications of using armed contractors: how armed contractors are distinct from soldiers and mercenaries; the commodification of force; the belligerent equality of combatants; and the impact of armed contractors on the professional military. While some take an absolutist position, wanting to bar the use of private military altogether, this book reveals how these absolutist arguments are problematic and highlights that there are circumstances where turning to private force may be the only option. Recognising that outsourcing force will continue, this book thus proposes some changes to account for the problems of commodification, belligerent equality, and the challenge to the military profession. Book excerpt: Since 2015, the Canadian government has made recurrent assertions that Canada has a feminist foreign policy. A policy, according to certain critics, that is hypocritical because of the government's continuation of arms exports to countries deemed unsavory from a human rights standpoint. This context makes for a fertile exploration of the nexus between ethical foreign policy aspirations and the realities of foreign relations policy implementation and impact. By assessing these circumstances, I attempt to understand how hypocrisy functions within Canadian foreign policy. Through a method of discourse analysis, I evaluate the official discourses from the government and responses by civil society in relation to the Liberal Government's handling of the Canada - Saudi Light Armoured Vehicle contract. In addition, by analysing Canadian foreign policy, via departmental reports, I highlight how the government attempts to infuse Canada's foreign policy with ethical considerations. By tracing the rise of ethical considerations in Canada's foreign policy, I argue that hypocrisy is intertwined with ethical considerations, thus systematically embedding hypocrisy within established Canadian institutions. Moreover, I show that Canada is committed to the concept of risk transfer, the doctrine of double effect and need for 'proof grounded in evidence' when assessing arms exports. These concepts shift the risks associated with hypocritical action away from the government and onto the people it purports to aid.

The American way of war is trending away from the heroic and towards the post-heroic, driven by a political preference for air-powered management of strategic risks and the reduction of physical risk to US personnel. The recent use of drones in the War on Terror has demonstrated the power of this technology to transcend time and space, but there has been relatively little debate in the United States and elsewhere over the embrace of what might be regarded as politically desirable and yet morally worrisome: risk-free killing. Arguably, the absence of a relationship of mutual risk between putative combatants poses a fundamental challenge to the status of war as something morally distinguishable from other forms of violence, and it also undermines the professional virtue of the warrior as a courageous risk-taker.
