Book excerpt: This book tells the story of the Peace Community of San José de Apartadó, an emblematic grassroots social movement of peasant farmers, who unusually declared themselves ‘neutral’ to Colombia’s internal armed conflict, in the north-west region of Urabá. It reveals two core narratives in the Community’s collective identity, which Burnyeat calls the ‘radical’ and the ‘organic’ narratives. These refer to the historically-constituted interpretative frameworks according to which they perceive respectively the Colombian state, and their relationship with their natural and social environments. Together, these two narratives form an ‘Alternative Community’ collective identity, comprising a distinctive conception of grassroots peace-building. This study, centered on the Community’s socio-economic cacao-farming project, offers an innovative way of approaching victims’ organizations and social movements through critical, post-modern politics and anthropology. Book excerpt: This book seeks to develop our understanding of the contemporary geopolitical reconfigurations of two regions of the world system with high cultural affinity and traditional close relations: Latin America and Europe. Relations between Latin America and Europe have been interpreted generally in the social sciences as synonyms of interstate relations. However, although States remain the most important actor in the geopolitical scene, they have been deeply reconfigured in recent decades, impacted by transnational dynamics, politics and spaces. This book highlights interregional relations and transnational dynamics between Latin America and Europe from a critical geopolitics perspective, promoting a new look for interregional relations which encompasses international cooperation and development, global policies, borders, inequalities and social movements. It brings attention to the relevance of interregionalism in the current geopolitical reconfiguration of the world system, but also argues for systematic inclusion of relevant new social actors and imaginaries in this traditional sphere of states. These social actors, particularly social movements and practices of contestation, are developing not only "international" bonds but a new "transnational" field, where networks defy traditional territorial orders. This volume seeks to generate a new discussion among scholars of geopolitics, international relations, social theory and social movement studies by encouraging a development of an interregional and transnational perspective of the two regions.

This notion reasserted itself in the study of sustainability once modern society reluctantly took cognizance of the limited low entropy energy and matter available for human appropriation. There is today therefore a general recognition of (i.e. not necessarily wide agreement on the merits of or needs for) notions of sufficiency as a species of environmentalism within secular communities. In this context, a critical question that invites our attention is how to effect sufficiency, and in particular of dealing with the daunting challenge of injustice as well as questions of distribution within and between countries that it brings to attention. This report assesses the effectiveness of this Bank support. The report finds that the Bank and the donor community have improved their operational readiness to engage with fragile states, and made substantial progress on donor coordination at the international policy level. Significant challenges remain, however. Donor agendas have been overly ambitious and need to be made more selective, the effectiveness of donor programs needs to be improved after the immediate post-conflict phase in war-ravaged countries when structural change is needed, and donors need to develop transparent aid allocation criteria that ensure that fragile states will be neither under- nor over-aided. The report makes recommendations to overcome these challenges and distills lessons for the Bank and other donors.
