A MC estimator is called [epsilon], [delta]- polynomial if the relative error [epsilon] is guaranteed with probability 1-[delta] by a sample size polynomial in [epsilon][superscript -1], [delta][superscript -1], and the size of the network. One of the main results: the suggested MC estimator for the disconnectedness probability of a multi-terminal network is [epsilon], [delta]-polynomial, under a certain natural assumption on the edge failure probabilities. The method applies also to estimating the percolation critical point, and certain equilibrium characteristics of renewal networks."

It also gives the worst case bound on the amount of variance reduction that can be expected when compared with crude Monte Carlo sampling. An example illustrates the variance reductions achievable with these plans. The paper next shows how to assess the credibility that a specified error criterion for g is met as the Monte Carlo experiment progresses and then shows how confidence intervals can be computed for g.
